PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, August 22, 2019
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Ray Uhl, Frank Biondo Al
Bowman, Stephen King, Mike Lombardo, Stephen Kaspar and Mike Soler. City Planner Sarah Wagner,
and Community Development Assistant Rhonda Smith were also present. Members absent were Jim
Frakes and Mayor Kathy Rose.
Approval of Minutes of Commissioner Kaspar moved to approve the minutes of August 8,
August 8, 2019. 2019, seconded by Commissioner Biondo. Motion passed 7-0.
Final Plat — 4306 NW
Mattox Road
City Planner Sarah Wagner noted that the former Newman property in
Horizons on the south side of the railroad tracks was denied access to
Belgium Boulevard when the road was created due to lack of interest in
allocating funding to the project. JF Development has purchase the
property for an industrial building and has request to replat the two tracts
of land to have access to Belgium Boulevard.
Commissioner Biondo made a motion to approve the Final Plat of 4306
NW Mattox Road and recommend approval to the Board of Alderman,
seconded by Commissioner Uhl. Motion passed 7-0.
Adjourn Commissioner Soler moved to adjourn at 6:35 p.m.
Commissioner Lombardo seconded and the meeting was adjourned 7-0.

Procedure: The plat will be reviewed by the Commission and the Board of Aldermen.
Analysis
Overview: The applicant is requesting a final plat to record the existing lots and easements. In an effort
to expedite the project when it was under construction all documents were done with metes and bounds
descriptions.
Utilities: All roads and utilities are available to all lot and all necessary easements are noted.
Conformance to Comprehensive Master Plan: The proposed plat is in conformance with the
Comprehensive Master Plan as the plan.
Recommendation
Staff finds the application in conformance with the Comprehensive Master Plan and, therefore,
recommends approval of the Final Plat of Riverside Logistics Centre, in the City of Riverside, Platte
County, Missouri.

EASEMENT DEDICATION:
Sewer Easement (SS/E)
A sewer easement is hereby granted to the City of Riverside, Missouri, for the purpose of locating, constructing, operating, and maintaining facilities for sewage, including, but not limited to,
underground pipes and or all of them upon, over, under and along the strips of /and designated "Sanitary Sewer Esmt" or 'SS/E'; provided that the easement granted herein is subject to any and
all existing easements. Where other easements are designated for a particular purpose, the use thereof shall be limited to that purpose only. All of the above easements shall be kept free from
any and all obstructions which would interfere with the construction or reconstruction and proper, safe and continuous maintenance of the aforesaid uses and specifically there shall not be built
thereon or thereover any structure (except driveways, paved areas, grass, shrubs and fences) nor shall there be any obstruction to interfere with the agents and employees of Riverside,
Missouri, and its franchised utilities from going upon said easement and as much of the adjoining lands as may be reasonably necessary in exercising the rights granted by the easement. No
excavation or fill shall be made or operation of any kind or nature shall be performed which will reduce or increase the earth coverage over the utilities above stated or the appurtenances thereto
without the written approval of the City of Riverside, Missouri.
Drainage Easement (D/E)
A drainage easement is hereby granted to the City of Riverside, Missouri for stormwater drainage and detention purposes including the right of construction, reconstruction, maintenance,
rebuilding, altering, removal, operation and repair of drainage ditches and other drainage improvements and all appurtenances incidental thereto. Easements shall be clear of all fences, walls,
buildings or other obstructions. The property owner shall be responsible for the maintenance of areas inside the drainage easement, including mowing and periodic removal and disposal of
accumulated particulate material and debris.
RIGHT OF ENTRANCE:
The right of entrance and egress in travel along any street or drive within the boundaries of the property is hereby granted to the City of Riverside, Missouri, for the purpose of fire and police
protection, maintenance of water mains, sanitary and storm sewer lines, collection of garbage and refuse and to the United States Postal Services for the delivery of mail; provided however, such
right of ingress and egress does not include any obligation to contribute for any damage to any private street or drive by virtue of the exercise of the rights stated herein and specifically, neither
Riverside, Missouri nor the U.S. Postal Service shall incur any liability by virtue of the exercise of such rights.
