The meeting was called to order at 6:30 p.m. Answering roll call were Frank Biondo Al Bowman, Stephen King, Mike Lombardo and Stephen Kaspar. City Planner Sarah Wagner, and Community Development Assistant Rhonda Smith were also present. Members absent were Ray Uhl, Mike Soler, Jim Frakes and Mayor Kathy Rose. Approval of Minutes of Commissioner Biondo moved to approve the minutes of August 22, August 22, 2019. 2019, seconded by Commissioner Biondo. Motion passed 5-0. Public Hearing - Final Plat Commissioner King opened the hearing at 6:31 pm. — 5710 NW 41 st Street City Planner Sarah Wagner noted the current building on the lot at 5710 NW 41st Street which houses Bunzl and Orange EV was constructed with a pre -plat, a pre -development plan and a legal description. The official plat was never recorded for the property. The current property owner has added utility easements and would like the property properly recorded with Platte County. Commissioner King closed the hearing at 6:33 pm. Commissioner Biondo made a motion to approve the Final Plat of 5710 NW 41sY Street and recommend approval to the Board of Alderman, seconded by Commissioner Kaspar. Motion passed 5-0. Adjourn Commissioner King moved to adjourn at 6:35 p.m. Commissioner Biondo seconded and the meeting was adjourned 5-0. Analysis Overview: The applicant is requesting to combine lot 54 and lot 55 to make one large lot to construct a single family home. Both lots met the minimum lot size of 10,000 sq. ft and minimum lot width of 85 ft. Combining the lots will only increase this. Utilities: All roads and utilities are available to both lots. The lot modification does not require any new right-of-way or easements. Conformance to Comprehensive Master Plan: The modified plat and proposed use is in conformance with the Comprehensive Master Plan as the plan identifies the area for single family homes. Recommendation Staff finds the application in conformance with the Comprehensive Master Plan, UDO and previously approved final plat, and therefore, recommends approval of the replat of Brenner's Ridge Third Plat. Analysis The proposed replat was originally heard at the October 24, 2013 Planning Commission meeting and approved by the Board of Aldermen on November 5, 2013 with Ordinance No. 1262. This took one large lot of Tract 23 of Northwood Acres and split it into one large lot, Lot 2 and one smaller lot, lot 1 that has an existing house on it. On February 27, 2014 the Planning Commission approve a final replat for the same property to increase the size of Lot 1. The applicant is once again requesting a replate to increase the size of Lot 1. The applicant is proposing extending Lot 1 north an additional 43.3 feet and west an additional 12 feet to create a one -acre lot. The proposed lots are in compliance with all minimum size regulations and the existing home on Lot 1 meets setback requirements for this zoning district. At this time, staff is not aware of any future development plans for Lot 2. Utilities are available to both lots and both lots will have access to public streets. Recommendation Staff finds the application in conformance with the goals of the Comprehensive Master Plan to increase single family housing and the standards of the UDO therefore staff recommends approval of the final plat/replat.
