HomeMy WebLinkAbout2020-12-10 Planning & Zoning Commission Packet 1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, November 12, 2020 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Al Bowman, Mike Soler, Stephen Kaspar, Frank Biondo, Barrett Morehead and Mayor Kathy Rose. Ray Uhl, Stephen King, Al Bowman, Mike Lombardo and Frank Biondo. City Planner Sarah Wagner, Fire Marshal Keith Payne and Community Development Assistant Rhonda Smith were also present. Members absent were Ray Uhl, Stephen King, Mike Lombardo and Jim Frakes. Approval of Minutes of April 30, 2020. Commissioner Biondo moved to approve the minutes of April 30, 2020, seconded by Commissioner Soler. Motion passed 5-0. Public Hearing – Rezoning Amendment for Skyline Townhomes Final Plat Skyline Townhomes Final Development Plan Skyline Townhomes Commissioner Kaspar opened the public hearing at 6:31 pm. City Planner Sarah Wagner gave a report noting that Skyline Townhomes was a development proposed at the northern end of the city limits. The area was previously approved for a mixed use development in 2007. The proposed development would be 32 townhomes with 4 units each. The developer, the city and Missouri American Water are working together to improve the infrastructure and stormwater in the entire area including the Gatewood subdivision to aid in the development of the project. Patricia Jensen, Skyline Development attorney, presented a slideshow noting that the project would be 19 acres with 6 acres of greenspace and was slated to break ground December 2020 and open September 2021 Chris Craig, Gatewoods Homeowner’s Association president, asked about stormwater improvements and a walking trail. Brian Mertz, project developer, noted that funds had been allocated for detention and improve stormwater for the entire area including the Gatewoods subdivision and the current trail in Gatewoods could be connected to the Skyline development sidewalk system. Craig noted that Gatewoods residents did not want the trail connected. Commissioner Kaspar closed the public hearing at 6:47 pm. Commissioner Morehead asked about a stoplight at the development. Wagner noted that the area warranted a stop sign only. The current road system was designed for 30,000 cars per day capacity and additional traffic with the development would equal around 19,000 vehicles per day but traffic studies would continue as the development progressed. Commissioner Soler noted he would like to see additional signage on the 2 I-29 exit noting any traffic changes. Commissioner Kaspar asked how the project aligned with the current City Master Plan. Wagner noted that the city is now more owner occupied than rental and the master plan allows for quality rentals. Commissioner Biondo made a motion to approve the Rezoning Amendment for Skyline Townhomes and forward to the Board of Alderman for approval; seconded by Commissioner Soler. Motion passed 5-0. Commissioner Biondo made a motion to approve the Final Plat Skyline Townhomes and forward to the Board of Alderman for approval; seconded by Commissioner Kaspar. Motion passed 5-0. Commissioner Biondo made a motion to approve the Final Development Plan Skyline Townhomes and forward to the Board of Alderman for approval; seconded by Commissioner Soler. Motion passed 5-0. Public Hearing – Rezoning from C-1 to PD for Red X Preliminary/Final Development Plan for Red X Commissioner Kaspar opened the public hearing at 7:03 pm. City Planner Sarah Wagner gave a report noting that the City was requesting to change the zoning from C-1 to Planned Development to provide more flexibility to tailor of the development. She noted that the final development plan includes a new 60,000 square foot Red X store on the property. The detention basin will be removed and staff will work with the developer on an acceptable landscaping plan that meets levee requirements. Zeke Young, Red X owner, noted that plans for a new store have been forthcoming since 1999 and the new store will focus more on full-service groceries and liquor with a diminished hardware section. Commissioner Kaspar closed the public hearing at 7:12 pm. Commissioner Biondo made a motion to approve the Rezoning from C-1 to PD for Red X, seconded by Commissioner Morehead. Motion Passed 5-0. Commissioner Soler made a motion to approve the Preliminary/Final Development Plan for Red X, seconded by Commissioner Biondo. Motion Passed 5-0. Adjourn Commissioner Biondo moved to adjourn at 7:15 p.m. Commissioner Morehead seconded and the meeting was adjourned 5-0. ____________________ Rhonda Smith Community Development 3 Page 1 of 1 City of Riverside Staff Analysis Report Case # PC20-09 Replat of Lots 25 & 26, Montebella First Plat (Modifications to previously approved plat) General Information Applicant: North River Holdings, LLC Location: Lots 32 & 33 (2200 & 2170 NW Riverview Drive) Application: Replat of Lots 32 & 33 of Palisades First Plat (modification to previously approved plat) Current Zoning: PD- Planned Development Existing Land Use: Undeveloped Proposed Land Use: Single Family Homes Site Area: 25,684 sq.ft. Lot Size: Current Proposed Lot 32 18,647.24 sq. ft. 19,411.59 sq. ft. Lot 33 15,891.97 sq. ft. 15,127.62 sq. ft. Procedure: The plat will be reviewed by the Commission and the Board of Aldermen. Analysis Overview: Woodland Place Development, LLC is developing the Palisades on the north side of NW Platte Road between NW Riverside Drive and NW Valley Lane. The applicant is requesting that the southern lot line for Lot 32 be moved 5 feet to the south to accommodate the construction of a new single family home. This will reduce the size of Lot 33 by approximately 765 square it still meets the required minimum lots size and will be able to accommodate city standards for minimum square footage and setbacks. Site Layout: The land included in the plat will be developed into single family housing and does not require any new right-of-way or easements. All roads and utilities to the site have been installed. Conformance to Comprehensive Master Plan: The modified plat and proposed use is in conformance with the Comprehensive Master Plan as the plan identifies the area for single family homes. Recommendation Staff finds the application in conformance with the Comprehensive Master Plan, UDO and previously approved final plat, and therefore, recommends approval of Replat of Lots 32 & 33, Palisades First Plat Attachments  Proposed Plat  Location Map Page 1 of 2 City of Riverside Staff Analysis Report Case Number PC20-10 Final Plat Palisades, Second Plat General Information Applicant: Phelps Engineering, Inc. (On behalf of David Barth) Location: North side of West Platte Road between Riverside Dr. and Valley Ln. Application: Final Plat (Palisades Second Plat) Zoning: PD- Planned Development Existing Land Use: Undeveloped Proposed Land Use: Single Family Residential Site Area: Approximately 40 Acres (1,737,354.68 square feet) Number of Proposed Lots: 37 Lots and 3 Tracts. The tract will be utilized for private open space. Procedure: This application is a major subdivision within the UDO. The final plat will be reviewed by the Planning Commission and final action will be taken by the Board of Aldermen. Overview Site History: The plat is the second phase of the preliminary plat that was approved October 13, 2016 by the Planning Commission and on October 18, 2016 by the Board of Aldermen under the name Woodland Place. The first phase was approved by the Planning Commission on May 24, 2018 and the Board of Aldermen on June 5, 2018. Since then 14 of the lots in the first phase have had permits pulled on them to begin construction. Lots: The second phase of this development will consist of 37 lots and 3 tracts of open space. Lot sizes vary from 28,312.21 square feet at the largest to 13,138.13 square feet at the smallest which exceeds the minimum requirement of 10,000 square feet. Transportation: The second phase of the development will have access off NW Valley to Palisades Drive and will extend NW Palisades Drive and include a new street to the north. Utilities: The development will connect to and extend existing utilities throughout the site. Open Space: Three tracts totaling approximately 436,383.24 square feet will be utilized as private open space. The tracts will remain private property and will be maintained by a private entity/HOA. Analysis The Comprehensive Master Plan indicates that this area could provide an opportunity for new high- quality residential development. The Plan also discusses the need for more housing and more variety of housing. The proposed plat is in conformance with all of these goals. Page 2 of 2 Recommendation The final plat meets the criteria for platting and is in conformance with the Comprehensive Master Plan; therefore, staff recommends approval of the Final Plat.
