HomeMy WebLinkAbout2019-08-22 Planning & Zoning Commission PacketMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, August 8, 2019 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Ray Uhl, Frank Biondo Al Bowman, Stephen King, Mike Lombardo, Stephen Kaspar and Mike Soler. City Planner Sarah Wagner, Fire Marshall Keith Payne, Thomas Gas District Manager KC Boeckman and Community Development Assistant Rhonda Smith were also present. Members absent were Jim Frakes and Mayor Kathy Rose. Approval of Minutes of July 11, 2019. Commissioner Uhl moved to approve the minutes of July 11, 2019, seconded by Commissioner Biondo. Motion passed 7-0. Public Hearing – Special Use Permit 3001 NW Platte Road for fuel gas storage Chair Stephen King opened the public hearing at 6:31 pm. City Planner Sarah Wagner noted that Thompson Gas has requested a special use permit for property located at the end of Platte Road for fuel gas storage. The property is zoned industrial, fenced and located on a dead end street, blocked from site on three sides. The company is requesting storage for an 18,000-gallon tank for re-fueling on the property. Commissioner Lombardo wanted to know if the fuel storage tank was the only outdoor storage needed for the property. KC Boeckman from Thompson Gas said a cylinder exchange truck and a bulk truck would also be stored in the area. Commissioner Kaspar wanted to know the approximate size of the 18,000- gallon fuel tank. Boeckman stated that the tank would be approximately 25 feet high and 35-40 feet long. Wagner noted that the tank would be visible over the fence but not over the building. Chair Stephen King closed the public hearing at 6:40 pm. Commissioner Biondo made a motion to approved the special use permit for 3001 NW Platte Road for fuel gas storage and recommend approval to the Board of Alderman, seconded by Commissioner Lombardo. Motion passed 7-0. Adjourn Commissioner Biondo moved to adjourn at 6:42 p.m. Commissioner Uhl seconded and the meeting was adjourned 7-0. ____________________ Rhonda Smith Community Development Page 1 of 1 City of Riverside Staff Analysis Report Case # PC19-06 Final Plat, 4306 NW Mattox Road General Information Applicant: JF Riverside, LLC Location: 4306 NW Mattox Road Application: Final Plat Current Zoning: GP-I General Planned Industrial Existing Land Use: Vacant (Formally a single family home) Proposed Land Use: Industrial Site Area: 123,065.28 (2.825 square feet) Procedure: The plat will be reviewed by the Commission and the Board of Aldermen. Analysis Overview: The applicant is requesting a final plat to combine Tract 1 and Tract 2. The applicant purchased Tract 2 earlier this year. Tract 1 is part of Belgium Bottoms Business Park Lot 1 and was acquired from Jeff Goodwin so that the property could have access to Belgium Blvd. Utilities: All roads and utilities are available to all lots and the lot reconfiguration does not require any new right-of-way or easements. Conformance to Comprehensive Master Plan: The proposed plat is in conformance with the Comprehensive Master Plan as the plan identifies the area for single family homes. Recommendation Staff finds the application in conformance with the Comprehensive Master Plan and, therefore, recommends approval of the Final Plat of JF Riverside, a replat of part of Lot 1, Belgium Bottoms Business Park Lot 1-3, and part of Lots 1 & 2 of the Partition Plat of Estate of George Roberts, Deceased, located in the Northeast Quarter of Section 6, Township 50 North, Range 33 West, in the City of Riverside, Platte County, Missouri.
