HomeMy WebLinkAbout2018-04-26 Planning & Zoning Commission Packet 1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, January 25, 2017 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Ray Uhl, Harold Snoderley, Stephen King, Al Bowman, Mike Soler and Mike Lombardo. City Planner Sarah Wagner, Fire Marshall Keith Payne, and Community Development Assistant Rhonda Smith. Members absent were Steven Kaspar, Nathan Cretsinger, Jim Frakes, and Mayor Kathy Rose. Approval of Minutes of October 12, 2017. Commissioner Snoderley moved to approve the minutes of October 12, 2018, seconded by Commissioner Uhl. Motion passed 5-0 with Commissioner Bowman abstaining. Public Hearing – Chapter 400 Unified Development Ordinance Amendment Chair Stephen King opened the public hearing at 6:31 pm. City Planner Sarah Wagner gave a brief report noting that AT&T had approached the city to place small cell towers within city limits. The City Attorney Paul Campo has made changes to the Unified Development Ordinance so the City can control the aesthetics and locations of the small cell towers. Commission Soler wanted to know if cell service functionality would be better. Wagner noted that the small cell towers would be placed within the city to improve service. Commissioner Uhl wanted to know the height of the towers. Wagner noted that they could be up to 30 feet tall but the expectation is that they will be placed on existing structure such as light poles. Chair Stephen King closed the public hearing at 6:43 pm. Commissioner Snoderley made a motion to approve changes to Chapter 14 of the Unified Development Ordinance and refer the changes to the Board of Aldermen; seconded by Commissioner Lombardo. Motion passed 6-0. Site Area: 344,559 sq.ft. (7.9 acres) Building Size: 134,009 sq. ft. Building to Area Ratio: Approximately 39% Analysis Site Layout: The proposed site is undeveloped. The property is bound on the north by 41st Street. Martinrea is located to the east and Riverside Logistics to the west. The south side of the property is undeveloped land owned by the City. The property has three access points. Two access point from NW Mattox Road and one from NW 41st Street. The building will run north-south with the main entrances being located on the west side of the building on NW Mattox Road. Standard car parking is provided to the north and west of the building with a few spaces on the south as well. Truck parking and loading/unloading areas and docks will be located on the east side of the building facing the back side of Martinrea. Parking: The plan proposes 193 parking spaces designated for customers and employees on the north, south and west sides of the building. This is more than the 1 per 1,000 sq.ft.required by code. There are 26 truck/trailer parking spaces to the north of the building. Infrastructure: Sanitary Sewer: Sanitary sewer is e located along the north side of the property. Water: Water is available along the north side of 41st Street. Gas: Gas is available along the north side of 41st Street. Electric: Underground electric is located along the north side of 41st Street Telecommunication: Telecommunication/fiber optics is available on the north side of NW 41st Street. Page 2 of 2 Stormwater: Stormwater from this site will be conveyed by swales along the south and east sides of property to the regional dentition basin located south of Riverside Logistics. Building Design: The building will be constructed of insulated precast concrete wall panels. The applicant will be applying for Leadership in Energy and Environmental Design (LEED) Certification. The building matches the theme throughout Horizons East and will be carried to this building on the west side of Horizons Parkway. The building will include elements of glass similar to other industrial buildings in this park. These glass elements will be on the north, south and west sides of the building to increase natural light into the office areas. The warehouse portion of the building will also include glass for clear story windows to allow natural daylighting in warehouse operations. Outdoor Storage: Horizons Spec VIII does not have any current outdoor storage needs. The building is designed to be an industrial type use so the parking of truck trailers is anticipated. The truck trailer parking will be on the east of the building facing the back of another industrial building. Landscaping: The approved PD regulations for all property east of Horizons Parkway address landscaping for industrial sites. The four components of landscaping required includes: building frontage at the street (right-of-way), common areas (not applicable to this site), parking lots, and building foundation. The applicant has provided parking lot and foundation plantings exceeding the adopted PD standards which require 1 tree per 40 feet and the applicant is providing 1 tree per 30 feet of space. These plantings consist of trees located within the interior yards and parking islands and shrubs at the building entrances Signage: Site signage is regulated by the adopted PD regulations for the Riverside Horizons Development. At this time the applicant has not submitted any sign plans. Comprehensive Master Plan: Throughout the development of the Comprehensive Master Plan it was articulated by participants that improving community image/character and the quality and design of buildings was a key concern. Additionally, the Comprehensive Master Plan identifies the site as part of the ‘Horizons Development’, which is ultimately envisioned to include a mix of innovation and industry, mixed use, destination office, destination retail and recreation. Recommendation Staff finds the application in conformance with the standards set forth in the UDO and the goals established in the Comprehensive Master Plan and therefore recommends approval of the application with the condition that additional landscaping is added to the south side of the building for screening. Parking stall marking stripes shall be four inch (4") wide white stripes. Handicap stall marking shall be furnished at locations shown on plans. 2. Traffic control devices and pavement markings shall conform to the requirements of the "Manual of Uniform Traffic Control Devices." 3. Traffic control and pavement markings shall be painted with a white Sherwin Williams S-W traffic marking series b-29y2 or approved equal. The pavement marking shall be applied in accordance with manufacturers recommendations. Apply on a clean, dry surface and at a surface temperature of not less than 70°f and the ambient air temperature shall not be less than 60°f and rising. Two coats shall be applied. FOR NON-PUBLIC WORK A. Screened items indicate a pre-construction topographic survey B. Contraction joints shall conform to APWA Section 2200. C. All concrete to be 4000 psi with 5% (+/- 1%) air entrainment. Cement mixtures with water/cement ratios at 0.5 or below are recommended D. Construction of reinforced concrete pavements shall be in accordance with aci 330 standard specifications. E. Curing compound to be applied to all concrete surfaces immediately after broom finish. F. Contractor shall reject concrete if it cannot be placed within 90 minutes of batch time expiration time shall be reduced to 75 minutes on high summer temperatures. LAYOUT & PAVING NOTES 1. All construction shall conform to the City of Riverside's minimum design standards. 2. The contractor shall check existing grades, dimensions, and inverts in the field and report any discrepancies to the architect/engineer prior to beginning work. 3. The contractor shall verify the exact location of all existing utilities, take care to protect utilities that are to remain, and repair contractor caused damage according to current local standards and at the contractor's expense. Coordinate all construction with the appropriate utility company. 4. The contractor shall comply with all local codes, obtain all permits, and pay all fees prior to beginning work. 5. Prior to installing, constructing, or performing any work in the public right of way or on the public storm sewer line (including concrete pavement or connecting private drainage systems to the storm sewer), contact City of Riverside public works at 816.741.3908 for inspection of the work. Contact must be made at least 24 hours prior to start of the work. 6. Provide a smooth transition between existing pavement and new pavement. Field adjustment of final grades may be necessary. Adjust all utilities prior to installation of pavement. 7. The contractor shall protect all trees to remain, in accordance with the specifications. Do not operate or store heavy equipment, nor handle, nor store materials within the driplines of trees or outside the limit of grading. 8. Concrete walks and pads shall have a broom finish. All concrete shall be 4,000 p.s.i. unless otherwise noted. Curb ramps, sidewalk slopes, and driveway ramps shall be constructed in accordance with all current local requirements. If applicable, the contractor shall request inspection of sidewalk and ramp forms prior to placement of concrete. 9. All damage to existing asphalt pavement to remain which results from new construction shall be replaced with like materials at contractor's expense. 10. Dimensions are to the back of curb, or edge of concrete, unless otherwise noted. 11. Excess material shall be disposed of by the contractor off the owner's property at no additional cost in a legal manner. 12. Maintain one set of as-built drawings on the job site for distribution to the engineer upon completion. 13. Concrete curb at all all concrete paving and both side of drive-in ramps shall be integral. All construction shall conform to the City of Riverside's minimum design standards. 2. Spot Grades shown herein shall govern over finished grades. 3. The contractor shall provide evidence that his insurance meets the requirements of the Project. 4. All traffic control shall be in conformance with the Manual of Uniform Traffic Control Devices (MUTCD). 5. The contractor is responsible for the protection of all property corners and section corners. Any property corners and/or section corners disturbed or damaged by construction activities shall be reset by a Registered Land Surveyor licensed in the State of Missouri, at the contractor's expense. 6. The contractor shall be responsible for the restoration of the right-of-way and for damaged improvements such as curbs, driveways, sidewalks, street light and traffic signal junction boxes, traffic signal loop lead ins, signal poles, irrigation systems, etc. Damaged improvements shall be repaired in conformance with the latest City standards and to the City's satisfaction. 7. The contractor is responsible for providing erosion and sediment control BMPs to prevent sediment from reaching paved areas, storm sewer systems, drainage courses and adjacent properties. In the event the prevention measures are not effective, the contractor shall remove any debris, silt, or mud and restore the right-of-way, or adjacent properties to original or better condition. 8. The contractor shall remove existing trees and shrubbery within the right-of-way adjacent to future thoroughfare improvements. 9. The contractor shall sod all disturbed areas within the public street right-of-way unless otherwise noted on the plans or if specific written approval is granted by the City. 10. All public street sidewalk ramps constructed will be required to comply with the Americans with Disabilities Act (ADA). 11. Excavation for utility work in public street right-of-way requires a Right-of-Way Work Permit from the Public Works Department, in addition to all other permits. 12. All work shall be confined within easements and/or construction limits as shown on the plans. 13. Curb stakes and hubs shall be provided at all high points, low points, ADA ramp openings, and on each side of all curb inlets when setting string line. 14. All National Pollution Discharge Elimination System(NPDES) standards shall be met. 15. Public and Private utility facilities shall be moved or adjusted as necessary by the owners to fit the new construction unless otherwise noted on the plans. The Contractor must add the following items to the SWPPP in order to complete the plan. Submit a copy to the Architect/Engineer for subsequent submittals to the permitting agency.A copy of the permits are in the office of the Architect/Engineer for review. D. A certification statement shall certify that the permit required will be met. The contractor and each subcontractor doing site related work, shall sign the following: Certification statement prior to conducting any professional services identified on the SWPPP. II.Erosion Control A. Install silt fence along the perimeter of the site prior to beginning any grading operations. Silt fence shall be equal to MIRAFI silt fence and shall be install per manufacturer's recommendations. B. Install rock check dams at existing culverts. C. Install rock construction entrance. D. Construct improvements. E. Install inlet protection on new curb inlets. F. Install rock check dams in new drainage swales. G. Install seeding and mulch. H. The contractor shall control dust by applying water, mulch, or rock. I. Erosion control devices shall remain in place throughout the contract. Removal of erosion control devices will occur upon completion of the contract. J. Erosion control devices shown are the minimum required. The contractor shall further control erosion as deemed necessary with the following methods. 1. Temporary earth dikes. 2. Sediment traps or basins. 3. Disking the soil parallel to contours. 4. Additional silt fence. 5. Additional rip-rap. EROSION CONTROL NOTES 1. The contractor shall be responsible for maintenance of all erosion and sediment control measures and practices throughout the project. Any and all fines associated with erosion control violations will be the contractors responsibility. 2. Erosion control is the contractor's responsibility. This plan should be used as a guide and represents the minimum erosion control devices required. 3. Erosion control measures will be maintained at all times. Additional erosion control and sediment control measures will be installed if deemed necessary by on site inspection. 4. Contractor is responsible for inspecting and repairing all erosion and sediment control devices after each rainfall event. 5. The contractor shall provide any further erosion control measures in addition to those listed to ensure that silt will not leave the project confines. 6. The contractor is responsible for removing the temporary erosion and sediment control devices after completion of construction and only when areas have been stabilized with a healthy stand of permanent vegetation. 7. The contractor is responsible for removing silt from site if nor reusable on-site and assuring plan alignment and grade in all ditches at completion of construction. 8. The contractor shall ensure that all drainage structures, flumes, pipes, ect. are cleaned out and working properly at time of acceptance. 9. The contractor shall provide any temporary stabilization as required. 10. The contractor shall provide an ingress/egress tracking pad for vehicular traffic at a location approved by the owners representative. 11. All erosion control devices shall conform to the applicable sections of the standard specifications and design criteria of the Engineering Division, Department of Public Works, and the City of Riverside, Missouri. 12. Reference details sheets for typical erosion control device installation. See Construction Plans for seeding of all disturbed areas. 13. See Construction Plans for placing rip-rap on all disturbed areas. 14. The contractor shall install sediment barrier around existing inlets that will be removed. 15. The contractor shall reference the American Public Works Association Kansas City Metropolitan Chapter for standard details and specifications. 16. The contractors construction sequence schedule shall conform to Division 5100-Erosion Control and Sediment Control of the APWA Specifications, under Section 5106. III.Stabilization Practices A. Provide a (minimum 25 ft. wide by 50 ft. long by 6 in. crushed rock or recycled concrete equivalent) stabilized construction entrance to the site for construction vehicles to reduce tracking of sediment onto public or private roadways. All unpaved roads on the site carrying more that 25 vehicles daily shall also be graveled. 1. The entrance shall be maintained in a condition to prevent tracking or flowing of sediment onto 41st Street and Mattox Road. 2. All surface water flowing or diverted towards the entrance shall be piped underneath the entrance using 15" CMP. B. The contractor shall ensure that existing vegetation is preserved where attainable and that disturbed areas are re-vegitated as soon as practical. C. Wherever construction activities will cease for more than 3 days, or permanently, the contractor shall initiate stabilization within that area as soon as practical, but in no case more than 5 days after the activities have ceased. If snow cover prevents initiation of stabilization, resume the initiation of stabilization as soon as practical. 1. Temporary or permanent seeding. 2. Sod stabilization. 3. Mulch. 4. Vegetative buffer strips. 5. Geotextiles. 6. Protection of existing trees and preservation of mature vegetation. 7. Rip-rap. IV.Environmental Issues: A. No waste materials or unused building materials shall be buried on-stite or discharged to waters of the state. B. Provide containment around fueling and chemical storage areas to ensure that spills in these areas do not reach waters of the state. V.Inspection: A. Daily visual inspection of the overall site shall be conducted to identify deficiencies in the extent of the BMPs as well as the maintenance needs of existing BMPs. B. Inspect the site, including all erosion control devices, at least once every month and within 24 hours after a storm event of 0.5 in. or more. C. Notify the Architect/Engineer by phone or fax whenever a storm event of 0.5 in. or more occurs. Notification shall be received between 8:00 am and 5:00 pm the day of the event or the following day if the storm event occurs overnight. D. Remove sediment from behind silt fence and sediment barriers whenever silt reaches 50% of the capacity of the structure. E. Document each inspection and any corrective action taken. Maintain a record of daily rainfall throughout the contract and grass maintenance period. The document shall be copied to the Architect/Engineer. 1. List of all contractors and subcontractors who will be working with related construction. Include company name, contact person, address and telephone number. 2. Signed certification statements. 3. Proposed timetable for all major construction activities. 4. A record of dates on which major grading activities occur, when activities temporary or permanently cease, and when stabilization measures are initialized. 5. Show areas to be used for storage of soils and wastes. (Eg. topsoil storage piles, ect.) 6. Show the location of all fuel and chemical storage areas. 7. A description of the measures taken to prevent and/or control fuel and chemical spills. 8. Documentation of inspections, corrective actions, and daily rainfall records. The property is bound on the north by 43rd Street, to the east by NW Mattox Road, the south by 41st Street and the west by NW Helena Road. The property has four access points. Two access points are from NW 41st Street and there is one access from NW Helena and NW Mattox Road. The building will run east-west with the main entrances being located on the south side of the building on NW 41st Street. Standard car parking is provided to south and truck parking will be double stacked on the north side of the property along 43rd Street. Parking: The plan proposes 147 parking spaces designated for customers and employees on the south side of the building. Building Design: The building will be constructed of insulated precast concrete wall panels. The applicant will be applying for Leadership in Energy and Environmental Design (LEED) Certification. The building matches the theme throughout Horizons East and will be carried to this building on the west side of Horizons Parkway. The building will include elements of glass similar to other industrial buildings in this park. These glass elements will be on the north, south and west sides of the building to increase natural light into the office areas. The warehouse portion of the building will also include glass for clear story windows to allow natural daylighting in warehouse operations. Outdoor Storage: Horizons Spec IX does not have any current outdoor storage needs. The building is designed to be an industrial type use so the parking of truck trailers is anticipated. The truck trailer parking will be on the east of the building facing the back of another industrial building. Landscaping: The approved PD regulations for all property east of Horizons Parkway address landscaping for industrial sites. The four components of landscaping required includes: building frontage at the street (right-of-way), common areas (not applicable to this site), parking lots, and building foundation. The applicant has provided parking lot and foundation plantings exceeding the adopted PD standards which require 1 tree per 40 feet and the applicant is providing 1 tree per 30 feet of space. These plantings consist of trees located within the interior yards and parking islands and shrubs at the building entrances Signage: Site signage is regulated by the adopted PD regulations for the Riverside Horizons Development. At this time the applicant has not submitted any sign plans. Comprehensive Master Plan: Throughout the development of the Comprehensive Master Plan it was articulated by participants that improving community image/character and the quality and design of buildings was a key concern. Additionally, the Comprehensive Master Plan identifies the site as part of the ‘Horizons Development’, which is ultimately envisioned to include a mix of innovation and industry, mixed use, destination office, destination retail and recreation. Recommendation Staff finds the application in conformance with the standards set forth in the UDO and the goals established in the Comprehensive Master Plan and therefore recommends approval of the application with the condition that additional landscaping is added to the south side of the building for screening. Traffic control devices and pavement markings shall conform to the requirements of the "Manual of Uniform Traffic Control Devices." 3. Traffic control and pavement markings shall be painted with a white Sherwin Williams S-W traffic marking series b-29y2 or approved equal. The pavement marking shall be applied in accordance with manufacturers recommendations. Apply on a clean, dry surface and at a surface temperature of not less than 70°f and the ambient air temperature shall not be less than 60°f and rising. Two coats shall be applied. FOR NON-PUBLIC WORK A. Screened items indicate a pre-construction topographic survey B. Contraction joints shall conform to APWA Section 2200. C. All concrete to be 4000 psi with 5% (+/- 1%) air entrainment. Cement mixtures with water/cement ratios at 0.5 or below are recommended D. Construction of reinforced concrete pavements shall be in accordance with aci 330 standard specifications. E. Curing compound to be applied to all concrete surfaces immediately after broom finish. F. Contractor shall reject concrete if it cannot be placed within 90 minutes of batch time expiration time shall be reduced to 75 minutes on high summer temperatures. LAYOUT & PAVING NOTES 1. All construction shall conform to the City of Riverside's minimum design standards. 2. The contractor shall check existing grades, dimensions, and inverts in the field and report any discrepancies to the architect/engineer prior to beginning work. 3. The contractor shall verify the exact location of all existing utilities, take care to protect utilities that are to remain, and repair contractor caused damage according to current local standards and at the contractor's expense. Coordinate all construction with the appropriate utility company. 4. The contractor shall comply with all local codes, obtain all permits, and pay all fees prior to beginning work. 5. Prior to installing, constructing, or performing any work in the public right of way or on the public storm sewer line (including concrete pavement or connecting private drainage systems to the storm sewer), contact City of Riverside public works at 816.741.3908 for inspection of the work. Contact must be made at least 24 hours prior to start of the work. 6. Provide a smooth transition between existing pavement and new pavement. Field adjustment of final grades may be necessary. Adjust all utilities prior to installation of pavement. 7. The contractor shall protect all trees to remain, in accordance with the specifications. Do not operate or store heavy equipment, nor handle, nor store materials within the driplines of trees or outside the limit of grading. 8. Concrete walks and pads shall have a broom finish. All concrete shall be 4,000 p.s.i. unless otherwise noted. Curb ramps, sidewalk slopes, and driveway ramps shall be constructed in accordance with all current local requirements. If applicable, the contractor shall request inspection of sidewalk and ramp forms prior to placement of concrete. 9. All damage to existing asphalt pavement to remain which results from new construction shall be replaced with like materials at contractor's expense. 10. Dimensions are to the back of curb, or edge of concrete, unless otherwise noted. 11. Excess material shall be disposed of by the contractor off the owner's property at no additional cost in a legal manner. 12. The Contractor must add the following items to the SWPPP in order to complete the plan. A certification statement shall certify that the permit required will be met. The contractor and each subcontractor doing site related work, shall sign the following: Certification statement prior to conducting any professional services identified on the SWPPP. II.Erosion Control A. Install silt fence along the perimeter of the site prior to beginning any grading operations. Silt fence shall be equal to MIRAFI silt fence and shall be install per manufacturer's recommendations. B. Install rock check dams at existing culverts. C. Install rock construction entrance. D. Construct improvements. E. Install inlet protection on new curb inlets. F. Install rock check dams in new drainage swales. G. Install seeding and mulch. H. The contractor shall control dust by applying water, mulch, or rock. I. Erosion control devices shall remain in place throughout the contract. Removal of erosion control devices will occur upon completion of the contract. J. Erosion control devices shown are the minimum required. The contractor shall further control erosion as deemed necessary with the following methods. 1. Temporary earth dikes. 2. Sediment traps or basins. 3. Disking the soil parallel to contours. 4. Additional silt fence. 5. Additional rip-rap. EROSION CONTROL NOTES 1. The contractor shall be responsible for maintenance of all erosion and sediment control measures and practices throughout the project. Any and all fines associated with erosion control violations will be the contractors responsibility. 2. Erosion control is the contractor's responsibility. This plan should be used as a guide and represents the minimum erosion control devices required. 3. Erosion control measures will be maintained at all times. Additional erosion control and sediment control measures will be installed if deemed necessary by on site inspection. 4. Contractor is responsible for inspecting and repairing all erosion and sediment control devices after each rainfall event. 5. The contractor shall provide any further erosion control measures in addition to those listed to ensure that silt will not leave the project confines. 6. The contractor is responsible for removing the temporary erosion and sediment control devices after completion of construction and only when areas have been stabilized with a healthy stand of permanent vegetation. 7. The contractor is responsible for removing silt from site if nor reusable on-site and assuring plan alignment and grade in all ditches at completion of construction. 8. The contractor shall ensure that all drainage structures, flumes, pipes, ect. are cleaned out and working properly at time of acceptance. 9. The contractor shall provide any temporary stabilization as required. 10. The contractor shall provide an ingress/egress tracking pad for vehicular traffic at a location approved by the owners representative. 11. All erosion control devices shall conform to the applicable sections of the standard specifications and design criteria of the Engineering Division, Department of Public Works, and the City of Riverside, Missouri. 12. Reference details sheets for typical erosion control device installation. See Construction Plans for seeding of all disturbed areas. 13. See Construction Plans for placing rip-rap on all disturbed areas. 14. The contractor shall install sediment barrier around existing inlets that will be removed. 15. The contractor shall reference the American Public Works Association Kansas City Metropolitan Chapter for standard details and specifications. 16. The contractors construction sequence schedule shall conform to Division 5100-Erosion Control and Sediment Control of the APWA Specifications, under Section 5106. III.Stabilization Practices A. Provide a (minimum 25 ft. wide by 50 ft. long by 6 in. crushed rock or recycled concrete equivalent) stabilized construction entrance to the site for construction vehicles to reduce tracking of sediment onto public or private roadways. All unpaved roads on the site carrying more that 25 vehicles daily shall also be graveled. 1. The entrance shall be maintained in a condition to prevent tracking or flowing of sediment onto 41st Street and 43rd Street. 2. All surface water flowing or diverted towards the entrance shall be piped underneath the entrance using 15" CMP. B. The contractor shall ensure that existing vegetation is preserved where attainable and that disturbed areas are re-vegitated as soon as practical. C. Wherever construction activities will cease for more than 3 days, or permanently, the contractor shall initiate stabilization within that area as soon as practical, but in no case more than 5 days after the activities have ceased. If snow cover prevents initiation of stabilization, resume the initiation of stabilization as soon as practical. 1. Temporary or permanent seeding. 2. Sod stabilization. 3. Mulch. 4. Vegetative buffer strips. 5. Geotextiles. 6. Protection of existing trees and preservation of mature vegetation. 7. Rip-rap. IV.Environmental Issues: A. No waste materials or unused building materials shall be buried on-stite or discharged to waters of the state. B. Provide containment around fueling and chemical storage areas to ensure that spills in these areas do not reach waters of the state. V.Inspection: A. Daily visual inspection of the overall site shall be conducted to identify deficiencies in the extent of the BMPs as well as the maintenance needs of existing BMPs. B. Inspect the site, including all erosion control devices, at least once every month and within 24 hours after a storm event of 0.5 in. or more. C. Notify the Architect/Engineer by phone or fax whenever a storm event of 0.5 in. or more occurs. Notification shall be received between 8:00 am and 5:00 pm the day of the event or the following day if the storm event occurs overnight. D. Remove sediment from behind silt fence and sediment barriers whenever silt reaches 50% of the capacity of the structure. E. Document each inspection and any corrective action taken. Maintain a record of daily rainfall throughout the contract and grass maintenance period. The document shall be copied to the Architect/Engineer. 1. List of all contractors and subcontractors who will be working with related construction. Include company name, contact person, address and telephone number. 2. Signed certification statements. 3. Proposed timetable for all major construction activities. 4. A record of dates on which major grading activities occur, when activities temporary or permanently cease, and when stabilization measures are initialized. 5. Show areas to be used for storage of soils and wastes. (Eg. topsoil storage piles, ect.) 6. Show the location of all fuel and chemical storage areas. 7. A description of the measures taken to prevent and/or control fuel and chemical spills. 8. Documentation of inspections, corrective actions, and daily rainfall records.
