HomeMy WebLinkAbout2018-05-24 Planning & Zoning Commission Packet 1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, May 10, 2018 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:27 p.m. Answering roll call were Ray Uhl, Harold Snoderley, Stephen King, Al Bowman, Mike Lombardo, Steven Kaspar and Frank Biondo. City Manager Brian Koral, City Planner Sarah Wagner and Community Development Assistant Rhonda Smith, Patrick Cassity, Renaissance Infrastructure Consulting and Adam Frankenberg, North Point Development. Members absent were Mike Soler, Jim Frakes and Mayor Kathy Rose. Approval of Minutes of January 25, 2018. Commissioner Bowman moved to approve the minutes of January 25, 2018, seconded by Commissioner Uhl. Motion passed 7-0. Final Development Plan – 4055 NW Mattox Road, Spec VIII, and 4120 NW Mattox Road, Spec IX, Horizons City Planner Sarah Wagner gave a brief report noting that North Point Development has mostly utilized all building lots on the west side of Horizons Parkway and would to start building two new spec building on the east side of the parkway. Spec VIII, located at 4055 NW Mattox, is a 134,000 square foot building on 8 acres and Spec IX, located at 4120 NW Mattox, is a 213,000 square foot building on 14 acres. Commission King wanted to know if there would be any outdoor storage. Wagner noted that no outdoor storage was planned at this time and any outdoor storage requests would be presented to the board. Commissioner Lombardo wanted to know if North Point had targeted any potential tenants. Frankenberg noted that a request for proposals was currently being circulated to fill Spec VII and any additional tenants could spill over into the two new buildings. Commissioner King made a motion to approve the final development plan for 4055 NW Mattox Road, Spec VIII, Horizons and refer the changes to the Board of Aldermen; seconded by Commissioner Uhl. Motion passed 7-0. Commissioner King made a motion to approve the final development plan for 4120 NW Mattox Road, Spec IX, Horizons and refer the changes to the Board of Aldermen; seconded by Commissioner Snoderley. (On behalf of David Barth) Location: North side of West Platte Road between Riverside Dr. and Valley Ln. Application: Final Plat (Palisades First Plat) Zoning: PD- Planned Development Existing Land Use: Undeveloped Proposed Land Use: Single Family Residential Site Area: Approximately 40 Acres (1,737,354.68 square feet) Number of Proposed Lots: 55 Lots and 4 Tracts. The tract will be utilized for private open space. Procedure: This application is a major subdivision within the UDO. The final plat will be reviewed by the Planning Commission and final action will be taken by the Board of Aldermen. Overview Site History: The plat is the first phase of the preliminary plat that was approved October 13, 2016 by the Planning Commission and on October 18, 2016 by the Board of Aldermen under the name Woodland Place. Since then the developer has opted to change the name of the development to the Palisades. Lots: The first phase of this development will consist of 55 lots and 4 tracts of open space. Lot sizes vary from 44,710 square feet at the largest to 13,069 square feet at the smallest which exceeds the minimum requirement of 10,000 square feet. Transportation: The first phase of the development will have access off NW Valley to Palisades Drive. Utilities: The development will connect to and extend existing utilities throughout the site. Open Space: Four tracts totaling approximately 413,586 square feet will be utilized as private open space. The tracts will remain private property and will be maintained by a private entity/HOA. Analysis The Comprehensive Master Plan indicates that this area could provide an opportunity for new high- quality residential development. The Plan also discusses the need for more housing and more variety of housing. The proposed plat is in conformance with all of these goals. Recommendation The final plat meets the criteria for platting and is in conformance with the Comprehensive Master Plan; therefore, staff recommends approval of the Final Plat. Page 1 of 1 City of Riverside Staff Analysis Report Case # PC18-05 Final Plat, Amended Plat of Northwood Acres, a Replat of Tract 7 of Tract 35 General Information Applicant: Gabe Davis Location: 4811 NW Hillside Drive Application: Final Plat Current Zoning: R-1 Single Family Residential Existing Land Use: Single family home Proposed Land Use: Single family home Site Area: 102,041.7 square feet (2.3 acres) Proposed Lot Size: Lot 1 – 73,874.37 square feet (1.7 acres) Lot 2 – 28,194.33 square feet (0.65 acres) Procedure: The plat will be reviewed by the Commission and the Board of Aldermen. Analysis Overview: The applicant is requesting to replat their existing lot into two lots in order to sell a portion of the property to construct a new home. The newly created lots will meet the required minimum lot size of 10,000 sq. ft and minimum lot width of 85 ft. Lot 2 will have the existing house and Lot 1 will have the new house. Utilities: All roads and utilities are available to all lots and the lot reconfiguration does not require any new right-of-way or easements. Conformance to Comprehensive Master Plan: The proposed plat is in conformance with the Comprehensive Master Plan as the plan identifies the area for single family homes.
