HomeMy WebLinkAbout2018-08-09 Planning & Zoning Commission Packet 1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, May 24, 2018 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:27 p.m. Answering roll call were Ray Uhl, Harold Snoderley, Stephen King, Al Bowman, Mike Soler, Steven Kaspar and Frank Biondo. City Manager Brian Koral, City Planner Sarah Wagner and Community Development Assistant Rhonda Smith, David Barth, Barth Development and Gabe Davis, Signature Construction. Members absent were Mike Lombardo, Jim Frakes and Mayor Kathy Rose. Approval of Minutes of May 10, 2018. Commissioner Snoderley moved to approve the minutes of May 10, 2018, seconded by Commissioner Uhl. Motion passed 7-0. Final Plat – Palisades First Plat City Planner Sarah Wagner gave a brief report noting that the preliminary plat formerly known as Woodland Place is now ready for the final plat and the new name is the Palisades. The first phase is 55 lots with 4 tracts of open space. The lots range from 13,000 square feet to 44,000 square feet. The entire subdivision will have a total of 90 lots. David Barth noted that the infrastructure for the Palisades is complete and he already has seven lots on hold from prospective buyers. They would like to get started building houses in June. Commissioner King wanted to know if there were two entrances. Barth noted there were two entrances to the development. Commissioner Kaspar wanted to know the estimated buildout. Barth noted the estimated time to build a house would be 14 months but the full buildout would be about 5 years. Commissioner Snodereley asked if there would be a park. Wagner noted there would be 10 acres of open space for park development. Commissioner Biondo made a motion to approve the Final Plat – Palisades First Plat and refer to the Board of Aldermen; seconded by Commissioner Snoderley. Motion passed 7-0. 2 Final Plat – Amended Plat of Northwood Acres City Planner Sarah Wagner gave a brief report noting that the tract of land with will be split into two for a second house. The house currently on the property will remain and be located on a .5 acre lot and the new tract of land will be 1.7 acres for a second house. Commissioner Biondo asked about access for the second house. Wagner noted that the second house would have access off of Hillside. Commissioner Biondo made a motion to approve the Final Plat – manded Plat of Northwood Acres and refer to the Board of Aldermen; seconded by Commissioner Snoderley. Motion passed 7-0. Adjourn Commissioner Biondo moved to adjourn at 6:48 p.m. Commissioner Kaspar seconded and the meeting was adjourned 7-0. ____________________ Rhonda Smith Community Development Page 1 of 1 City of Riverside Staff Analysis Report Case No. PC18-06 FP Final Plat Hansen West Second Plat General Information Applicant: Jeff Johnson Location: South side of NW 50th Street Application: Final Plat (Minor Subdivision) Current Zoning: R-1 Single-Family Residential Existing Land Use: Residential and Undeveloped Proposed Land Use: Undeveloped and Single-Family Residential Site Area: 11,437 square feet (0.2625 acres) Number of Proposed Lots: 1 Lot Procedure: As this application is a minor subdivision, no preliminary plat is required. Thus, the final plat will be reviewed by the Commission and the Board of Aldermen. Analysis Overview: This is a one lot plat for a portion of land on the southwest end of NW 50th Street Site Layout & Improvements: The land included in the plat surrounds an existing residential development on the south side of 50th Street. The residential lot will be located to the west of the existing development. No improvements are necessary as the proposed lot has access to the transportation network and infrastructure services. Conformance to Comprehensive Master Plan: The plat and proposed use are in conformance with the Comprehensive Master Plan as the plan identifies the area as low density residential. Recommendation Staff finds the application in conformance with the Comprehensive Master Plan, UDO and adopted policies and procedures, and therefore, recommends approval of the Final Plat.
