MINUTES
REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, September 27, 2018
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Ray Uhl, Stephen King, Al
Bowman, Mike Lombardo and Frank Biondo. Community Development Director Mike Duffy, Fire
Marshal Keith Payne and Community Development Assistant Rhonda Smith were also present. Jake
Reimer from Control Power Systems and Mick Slutter from Renaissance Infrastructure Consulting were
also in attendance. Members absent were Mike Soler, Stephen Kaspar, Jim Frakes and Mayor Kathy
Rose.
Approval of Minutes of
August 16, 2018.
Commissioner Biondo moved to approve the minutes of August 16,
2018, seconded by Commissioner Lombardo. Motion passed 5-0.
Public Hearing – Special
Use Permit 3401 NW
Tullison Road
Chair Stephen King opened the public hearing at 6:31 pm.
Community Director Mike Duffy gave a brief report noting that Control
Power Systems and Services had requested a Special Use Permit for
23,000 square feet. The area is screened and has been used previously
for outdoor storage. Staff recommends approval for outdoor storage
based upon previous requirements at the property.
Commissioner Uhl asked what would be stored in the area. Jake Reimer,
Control Power System, showed the Commission pictures of the
generators that would be stored in the area.
Commissioner Lombardo wanted to know if the equipment would be
moved around. Reimer noted that the material components would
constantly cycle.
Chair Stephen King closed the public hearing at 6:37 pm.
Commissioner Biondo made a motion to approve the Special Use Permit
fot 3401 NW Tullison Road; seconded by Commissioner Uhl.
Motion passed 5-0.

Chair Stephen King opened the public hearing at 6:38 pm.
Commissioner King noted that this public hearing would be continued to
October 11.
Chair Stephen King closed the public hearing at 6:40 pm.

Commissioner Biondo made a motion to continue the Public Hearing –
Preliminary/Final Place south of 5710 NW 41st Street and west of NW
Mattox Road be continued to October 11, seconded by Commissioner
Lombardo. Motion Passed 5-0.

Development Plan Doorlink
Chair Stephen King opened the public hearing at 6:41 pm.
Community Director Mike Duffy gave a brief report noting that the city is
selling a 15-acre tract of land south of 41st Street and west of Mattox Road
to Doorlink for a 200,000 square foot facility with the ability to expand to
240,000 square feet. Doorlink plans to prep the site over the winter and be
operational by October 2019.
Commissioner Lombardo asked about parking being less than 1 per 1,000
square feet. Duffy noted that the Planned Development designation allows
for modifications of parking when the prospective company has a good
indication of the amount needed for employees.
Chair Stephen King closed the public hearing at 6:49 pm.
Commissioner Biondo made a motion to approve the Preliminary/Final
Development Plan Doorlink and refer to the Board of Alderman; seconded
by Commissioner Uhl.
Motion passed 5-0.
Adjourn
Commissioner Biondo moved to adjourn at 6:50 p.m.
Commissioner Uhl seconded and the meeting was adjourned 5-0.

Procedure: This application is a final plat will be reviewed by the Planning Commission and final action
will be taken by the Board of Aldermen.
Overview
Site History: This will be the second lot for the Briarcliff Professional Plaza. The first condo plat was
approved in 2008.
Transportation: The lot will have access off NW Platte Road
Utilities: The development will connect to and extend existing utilities throughout the site.
Analysis
The Comprehensive Master Plan discusses the community’s support for development and new
business opportunities at the City’s Eastern entrance. It indicates that this area could provide an
opportunity for new high-quality office space. The Plan also discusses the need for more owner
occupied business opportunities. The proposed plat is in conformance with all of these goals.
Because much of Riverside’s business spaces are rented, this development provides an
opportunity for businesses to own the space they occupy, but not be responsible for the
maintenance and up keep of the building and surrounding areas.
Others goals of the Plan are to improve the City’s image and be environmentally conscious. The
application accomplishes these goals by including entrance monuments, landscaping, and
preserving open space.

Recommendation
The final plat meets the criteria for platting and is in conformance with the Comprehensive Master Plan
therefore, staff recommends approval of the Final Plat.
