REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, October 25, 2018
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Ray Uhl, Stephen King, Mike
Lombardo, Stephen Kaspar and Frank Biondo. City Planner Mike Duffy, Building Official Craig
Slaughter and Community Development Assistant Rhonda Smith were also present. Members absent
were Mike Soler, Al Bowman, Jim Frakes and Mayor Kathy Rose.
Approval of Minutes of
September 27, 2018.
Commissioner Biondo moved to approve the minutes of September 27,
2018, seconded by Commissioner Uhl. Motion passed 5-0.
Public Hearing –
Preliminary/Final Plat

Chair Stephen King opened the public hearing at 6:31 pm.
Commissioner King noted that this public hearing would be continued to
November 8.
Chair Stephen King closed the public hearing at 6:32 pm.
Commissioner Biondo made a motion to continue the Public Hearing –
Preliminary/Final Place south of 5710 NW 41st Street and west of NW
Mattox Road be continued to November 8, seconded by Commissioner
Uhl. Motion Passed 5-0.

Briarcliff Professional Plaza
Office Condominium
City Planner Sarah Wagner gave a brief report noting that Briarcliff
Development is completing the final plat to be able to market the property
for a third office building. The plat meets all of the City’s requirements
and utility are already provided.
Commissioner Biondo made a motion to approve the Final Plat – Replat of
Lot 1, Condominium Plat of Briarcliff Professional Plaza Office
Condominium and refer to the Board of Alderman; seconded by
Commissioner Lombardo. Motion passed 5-0.
Adjourn
Commissioner Biondo moved to adjourn at 6:35 p.m.
Commissioner Uhl seconded and the meeting was adjourned 5-0.

General Information

Location: South of 5710 NW 41st, West of NW Mattox Road.
Application: Preliminary/Final Plat

Proposed Land Use: Industrial
Site Area: Approximately 70.4 acres
Procedure: The plat will be reviewed by the Planning Commission and approved by the Board of
Aldermen
Analysis
Overview: The City of Riverside working to attract development on the west side of Horizons Parkway.
The proposed development area consists of approximately 70.4 acres platted into four lots.
Lot 1: 653,182.2 s.f. (14.99 acres)
Lot 2: 662,112.1 s.f. (15.2 acres)
Lot3: 877,298.4 s.f. (20.14 acres)
Lot4: 877,529.27 s.f. (20.15 acres)
Site Layout: The land included in the plat is undeveloped and will require some right of way. NW
Mattox Road will be extended south along the east of Lots 1 and 2. Utilities will be extended south on
the west side of NW Mattox Road. NW 39th Street will be constructed between Lots 1 and 2 to the west.
Right of way is dedicated for the future expansion of NW Helena Road and NW 40th Street.
Conformance to Comprehensive Master Plan: The modified plat and proposed use are in
conformance with the Comprehensive Master Plan as the plan identifies the area as industrial.
Recommendation
Staff finds the application in conformance with the Comprehensive Master Plan and UDO with the
intention of attracting new development to the Horizons area. Staff recommends approval of the
preliminary/Final Plat.

All that part of the Northwest Quarter and the Northeast Quarter of Fractional Section 7, Township 50 North, Range 33 West of the 5th/

Dedication:
The undersigned owner(s) of the property described herein have the same to be subdivided in the manner shown on this plat and said

An easement or license is also hereby granted to the City of Riverside, Missouri to locate, construct and maintain, and to authorize the
location, construction, maintenance or use of conduits, for all and any purpose, water, gas and sewer mains, poles, wires, anchors and

General Information
Applicant: Door Link (Timothy Link)
Location: 5700 NW 39th Street (SW of 41st Street and Mattox Road)
Application: Land disturbance (grading) permit
Zoning: PD- Planned Development
Existing Land Use: Undeveloped
Proposed Land Use: Industrial
Procedure: The Planning and Zoning Commission takes final action on land disturbance permit
applications. Thus, the application will not be forwarded to the Board of Alderman.
Project Overview:
The applicant is requesting a Land Disturbance Permit for the proposed development of proposed Lot 2
of Doorlink 1st Plat that will be heard by the Planning Commission on November 8, 2018 and the Board
of Aldermen November 20, 2018. This is in preparation for the construction of a 208,000 sq.ft. industrial
building that was approved by the Planning Commission on September 27, 2018 and the Board of
Aldermen on October 2, 2018. This will allow the applicant to surcharge the site and begin other
necessary construction.
Analysis
The proposed grading plan was reviewed for conformance with all City requirements. The land
disturbance plans are in conformance with the Unified Development Ordinance and the Comprehensive
Master Plan: If the Planning Commission chooses to approve of the land disturbance permit staff
recommends the following conditions:
1. The applicant must submit a copy of the Missouri Department of Natural Resources Land
Disturbance Permit to the City before work may begin.
2. The applicant must work with staff to submit the required surety bond (if any) for the Land
Disturbance Permit
3. The applicant installs and maintains proper sediment and erosion control measures for the
perimeter of all work.
