HomeMy WebLinkAbout2017-01-26 Planning & Zoning Commission Packet 1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, November 10, 2016 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Stephen King, Ray Uhl, Harold Snoderley, Al Bowman, Steven Kaspar and Mike Soler. Also present: City Planner Sarah Wagner, Community Development Assistant Rhonda Smith and Assistant Fire Marshall Keith Payne. Members absent were Mike Lombardo, Nathan Cretsinger and Mayor Kathy Rose. Approval of Minutes of October 13, 2016. Commissioner Uhl moved to approve the minutes of October 13, 2016, seconded by Commissioner Snoderly. Motion passed 7-0. Final Plat – Tract 1 of 32, Amended Plat of Northwood Acres City Planner Sarah Wagner gave a staff report. She explained that the applicant is planning to replat 2 acres on High Drive and 50th Street dividing it into 5 lots for construction of single family homes. The City Engineer reviewed the plan and will require curb and gutter improvements along 50th Street. Commissioner Soler asked about pre-existing concerns of the slope and soil of the property. Wagner replied the City Engineer has reviewed the property and found none. Commissioner Kaspar asked if there were any Homeowner’s Association concerns for the property. Wagner replied the property did not have any Homeowner’s Association. Commissioner Kaspar moved to recommend approval of the Final Plat – Tract 1 of 32, Amended Plat of Northwood Acres to the Board of Aldermen, seconded by Commissioner Snoderly. Motion passed 7-0. Land Disturbance – 43rd Street and Mattox Road City Planner Sarah Wagner gave a staff report. She explained that the applicant would like to begin work on stormwater detention and surcharging the site to prepare the site for a proposed industrial building. The City currently is expecting proposed plans for the building in Spring 2017. 2 Commissioner King wanted to know if all permits had been submitted. Wagner replied that the Missouri Department of Natural Resources wouldn’t approve a permit until approval was received from the City. Commissioner Soler moved to recommend approval of the Land Disturbance – 43rd Street and Mattox Road, Seconded by Commission Uhl. Motion passed 7-0. Final Plat – Replat of Riverside Horizons Industrial VI East City Planner Sarah Wagner gave a staff report noting that the Board of Alderman passed an ordinance vacating a portion of Domain Street. That vacated portion of Domain street is now being requested to be replatted into Lot 1 of Horizons Spec VI existing lot. Commission Kaspar wanted to know if the City had received plans for the new building. Wagner replied the property had not closed yet. Commission Soler wanted to know if there would be any outdoor storage from the new tenants. Wagner replied the building did not currently have planned tenants and any outdoor storage requests would need to come before the board for approval. Commissioner Kaspar moved to recommend approval of the Final Plat – Tract 1 of 32, Amended Plat of Northwood Acres to the Board of Aldermen, seconded by Commissioner Snoderly. Motion passed 6-0. Adjourn Commissioner Soler moved to adjourn at 6:55 p.m. Commissioner Uhl seconded and the meeting was adjourned 7-0. ____________________ Rhonda Smith Community Development Page 1 of 2 City of Riverside Staff Analysis Report Case Number PC17-01, Final Development Plan 4302 NW Mattox Road General Information Applicant: DK Riverside, LLC Location: 4302 NW Mattox Road Application: Final Development Plan Zoning: PD- Planned Development Existing Land Use: Undeveloped Proposed Land Use: Industrial Final Development Plan: Final Development Plan will be reviewed by the Planning Commission and the Board of Aldermen for approval. Site Area: 210,298 sq.ft. (4.8 acres) Building Size: 14,600 sq. ft. Analysis Site Layout: The proposed site is undeveloped as well as a portion of the surrounding properties. The property is bound on the north by Knappco and to the east by Mattox Road. The east side of the property is bordered by Belgium Blvd. and the south portion of the property is bordered by Seattle Fish. The site will have two access points off NW Mattox Road. The building will run north-south with the main entrances being located on the east side of the building. Standard car parking is provided on the east of the building. Truck parking and loading/unloading areas and docks will be located on the west of the building. Parking: The plan proposes 45 parking spaces designated for customers and employees on the east side of the building. This is more than the 1 per 1,000 sq.ft.required by code. There are 27 truck/trailer parking spaces on the west corner side of the building. Infrastructure: Sanitary Sewer: Sanitary sewer will be located along the south side of the building. Water: Water is available along the west side of Mattox Road. Gas: Gas is available along the east side of Mattox Road. Electric: Electric is located along Mattox Road Stormwater: Stormwater from this site will drain to the south and east of the property where it will enter the swale and be conveyed into the regional detention system. Building Design: The building will be constructed of mostly masonry stone with some incidental metal accents over the dock doors on the west side of the building. The masonry will Page 2 of 2 have two different tones to provide variation. The north and east sides of the building have windows to increase natural light and provide architectural elements along Mattox Road. Outdoor Storage: The applicant does not have any current outdoor storage needs. The building is designed to be an industrial type use so the parking of truck trailers is anticipated. The truck trailer parking will be on the west side of the building located in a truck court. Landscaping: The approved PD regulations for all property in Horizons address landscaping for industrial sites. The four components of landscaping required includes: building frontage at the street (right-of-way), common areas (not applicable to this site), parking lots, and building foundation. The landscaping for the public right-of-ways is part of the infrastructure partnership between the City and NorthPoint and will be installed under a separate contract. The applicant has provided parking lot and foundation plantings in accordance with these regulations. These plantings consist of trees located along Belgium Blvd. and Mattox Road as well as a buffer to the north. Signage: Site signage is regulated by the adopted PD regulations for the Riverside Horizons Development. At this time the applicant has not submitted any sign plans. Comprehensive Master Plan: Throughout the development of the Comprehensive Master Plan it was articulated by participants that improving community image/character and the quality and design of buildings was a key concern. Additionally, the Comprehensive Master Plan identifies the site as part of the ‘Horizons Development’, which is ultimately envisioned to include a mix of innovation and industry, mixed use, destination office, destination retail and recreation. Recommendation Staff finds the application in conformance with the standards set forth in the UDO and the goals established in the Comprehensive Master Plan and therefore recommends approval of the application. On April 18, 2006 the Board of Aldermen approved the final plat of Hulen Acres which is attached in the packet. For unknown reasons the plat was never recorded with the Platte County Recorder of Deeds Office. The applicant, Tony Hulen, discovered this when he went to sell the land for residential development. Only one copy of the original signed plat has been located and Platte County requires two originals for recording. The signers of the original plat are no longer around or authorized to sign on the City’s behalf. An ordinance will be presented to the Board of Aldermen on February 7, 2017 ratifying the previous ordinance and plat and authorizing new signers to execute the plat to include the Chairman of the Planning Commission. I have also included a copy of that ordinance. At the Planning Commission meeting I will be requesting a motion to authorize the Chairman to sign the new plat. There are no changes on the new plat besides the names of the signers. Everything remains the same as the original approved plat and it still conforms to current city code. BILL N0.2006-43 ORDINANCE N0.2006-43 AN ORDINANCE ACCEPTING THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF RIVERSIDE, MISSOURI AND APPROVING THE FINAL SUBDIVISION PLAT (HULEN ACRES) SUBMITTED BY TONY HULEN WHEREAS, the Planning and Zoning Commission of the City of Riverside, Missouri the "Commission") considered the final subdivision plat for Hulen Acres (the "Plat") submitted by Tony Hulen for a tract of land, a legal description of which is included in Exhibit A attached hereto the "Property"), at its meeting on January 12, 2006; and WHEREAS, the Commission recommended approval of the Plat on January 12, 2006; and WHEREAS, the Board of Aldermen of the City of Riverside, Missouri considered the Plat and the recommendation of the Commission at its regulaz meeting on March 21, 2006; NOW, THEREFORE, be it ordained by the Boazd of Aldermen of the City of Riverside, Missouri: Section 1. The Board of Aldermen approves the final subdivision plat for Hulen Acres submitted by Tony Hulen, conditioned upon the final signing and recording thereof, which is to take place upon confirmation that there are no liens or encumbrances upon the property to be dedicated to the City. BILL NO. ___________ ORDINANCE NO. ______ AN ORDINANCE AUTHORIZING CERTAIN SIGNATORIES TO THE PLAT OF HULEN ACRES WHEREAS, on April 18, 2006, the Board of Aldermen approved Ordinance No. 2006- 43, which approved the final subdivision plat of Hulen Acres; and WHEREAS, the plat of Hulen Acres, though properly and duly approved, was not filed with the Platte County Recorder of Deeds; and WHEREAS, the Platte County Recorder of Deeds now requires that two originally signed Mylars of the plat be filed; and WHEREAS, the City and the property owner can only locate one originally signed Mylar from 2006; and WHEREAS, to enabling filing, the plat will need to be resigned, and the purpose of this Ordinance is to authorize the appropriate officials to sign the previously approved plat so that it may be filed. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS: SECTION 1 – SIGNATORIES AUTHORIZED. That the Riverside Board of Aldermen hereby authorizes the Mayor and the Chair of the City’s Planning Commission to sign the previously approved plat of Hulen Acres. SECTION 2 – FURTHER AUTHORITY GRANTED. The Mayor, the City Administrator and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Ordinance and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. SECTION 3 – EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after its passage and approval.
