MINUTES
REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, February 11, 2016
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:36 p.m. Answering roll call were Stephen King, Nathan Cretsinger,
Ray Uhl, Harold Snoderley, and Mike Soler. Also present: Community Development Director Mike
Duffy, Fire Marshal Keith Payne and Community Development Assistant Sarah Wagner. Members
absent were Steven Kaspar, Mike Lombardo, Jim Frakes, Al Bowman and Mayor Kathy Rose.
Approval of Minutes of
January 28, 2016.
Commissioner Cretsinger moved to approve the minutes of December
January 28, 2016, seconded by Commissioner Snoderley.
Motion passed 5-0.
Final Plat-Paulhe
Homestead.
Adjourn
Community Development Director Mike Duffy gave a staff report to the
Commission. He explained that the applicant is requesting that her 9
acre lot be divided into two separate lots. One two acre low with and
existing house and one seven acre lot that will remain undeveloped.
The Commissions has a general discussion over the zoning and long
term plans for this area.
Commissioner Uhl moved to recommend approval of the Final Plat for
Paulhe Homestead to the Board of Aldermen, seconded by
Commissioner Soler.
Motion carried 5-0
Commissioner Uhl moved to adjourn at 6:48 p.m.
Commissioner Cretsinger seconded and the meeting was adjourned 5-0.

Case Number PC16-05, Land Disturbance Permit
Gatewoods 4th
General Information
Applicant: Gatewoods Riverside, LLC
Location: Northwest of Gatewoods 2nd, East of Interstate 635.
Application: Land disturbance (grading) permit
Zoning: PD- Planned Development
Existing Land Use: Undeveloped
Proposed Land Use: Residential
Procedure: The Planning and Zoning Commission takes final action on land disturbance permit
applications. Thus, the application will not be forwarded to the Board of Alderman.
Project Overview:
The applicant is requesting a Land Disturbance Permit for the proposed development of Gatewoods 4th
Plat to be submitted in the near future. Due to the extreme terrain present within the proposed project a
Land Disturbance Permit is required to begin rough grading prior to final infrastructure being placed and
the final plat being submitted.
This area was previously approved for construction based documents submitted in 2007 by Olsson
Associates. Some of the infrastructure was constructed in the area that will be part of the Gatewoods 4th
plat as part of the 2007 approval. The applicant has submitted copies of the previously approved 2007
documents and will be constructing Gatewoods 4th in accordance to these plans. In lieu of preparing
new plans for the Land Disturbance Permit copies of the approved 2007 plans have been submitted for
reconsideration along with an erosion control plan.
Analysis
The proposed grading plan was reviewed for conformance with all City requirements. The land
disturbance plans are in conformance with the Unified Development Ordinance and the Comprehensive
Master Plan: If the Planning Commission chooses to approve of the land disturbance permit staff
recommends the following conditions:
1. The applicant must submit a copy of the Missouri Department of Natural Resources Land
Disturbance Permit to the City before work may begin.
2. The applicant must work with staff to submit the required surety bond (if any) for the Land
Disturbance Permit
3. The applicant installs and maintains proper sediment and erosion control measures for the
perimeter of all work.
