MINUTES
REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, September 22, 2016
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Stephen King, Ray Uhl, Harold
Snoderley, Steven Kaspar, Mike Lombardo, Jim Frakes, and Al Bowman. Also present: City Planner
Sarah Wagner and Assistant Fire Chief Keith Payne. Commission Nathan Cretsinger entered the meeting
at 6:33 p.m. Members absent were Mike Soler and Mayor Kathy Rose.
Approval of Minutes of
August 11, 2016.
Commissioner Bowman moved to approve the minutes of August 11,
2016, seconded by Commissioner Snoderley.
Motion passed 8-0.
Final Plat- Montebella 1A City Planner Sarah Wagner gave a staff report. She explained that this
is a request from the developer to plat one lot north of Montebella Drive
in the first phase. This lot will be off the stubbed road for Tuscan Ridge
that already has one house on it. All utilities and other infrastructure are
available to this lot and it meets all other city requirments.
The Commission members discussed these proposed plat and asked the
developer if the property had an interested buyer in which he replied
that it did as it is one of the last lots that has a good view of downtown.
Commissioner Uhl moved to recommend approval of the Final Plat for
Montebella 1A to the Board of Aldermen, seconded by Commissioner
Kaspar.
Motion passed 8-0.

City Planner Sarah wagner gave a staff report. She explained that the
developer is requesting approval of the next phase in the Montebella
Subdivision. This will consist of 38 lots. All utilities have been
extended to this phase and the developer is working with the city on
road design and construction as well as the installation of street lights.
Commission Snoderley moved to recommend approval of the Final Plat
of Montebella 3rd Plat to the Board of Aldermen, seconded by
Commissioner Cretsinger. Motion passed 8-0.
City Planner Sarah wagner gave a staff report. She explained that the
developer is requesting approval of the next phase in the Gatewoods
Subdivision. This will consist of 33 lots. All utilities have been

extended to this phase and the developer is working with the city on
road design and construction.
Commissioner Kasper expressed concerns over blue shale in the area.
Staff as well as the developer’s engineer will look into this.
Commission King move to recommend approval of the Final Plat of
Gatewoods 4th Plat to the Board of Aldermen, Seconded by Commission
Lombardo
Commissioner Bowman moved to adjourn at 7:09 p.m.
Commissioner Uhl seconded and the meeting was adjourned 8-0.

Preliminary Development Plat and Rezoning
North of West Platt Rd. between Riverside Dr. and
Valley Ln.
General Information
Applicant: Phelps Engineering/Barth Development
Location: North side of West Platte Road between Riverside Dr. and Valley Ln.
Application: Preliminary Plat and Rezoning
Current Zoning: R-1 Single Family Residential
Proposed Zoning: PD- Planned Development
Existing Land Use: Undeveloped
Proposed Land Use: Single Family Residential
Site Area: 66.6 Acres
Lots: 89 Lots
Procedure: The Preliminary Plat and Rezoning will be reviewed by the Planning Commission
and the Board of Aldermen for approval.
Overview
The applicant is proposing a new 89 lot residential subdivision on approximately 66 acres. The proposed
development also has five tracts of open greenspace. The development will have access off NW
Riverside Drive and NW Valley Lane. The development will connect to existing utilities in the area and
is the responsibility of the developer.
Preliminary Plat
A preliminary plat is required to ensure that “the layout of the proposed subdivision conforms to this
Chapter, the Comprehensive Plan and City Policy” (Section 400.245). The applicant has provided the
majority of the information required for a preliminary plat. The following information is necessary:
1. Plat tied to the Geographic Reference System
2. Preparer’s stamp and signature
3. Notations for any easements, reservations or endorsements names of all proposed streets
4. Area of all proposed and existing lots

5. Proposals for connection with existing water supply and sanitary sewer systems or
alternative means of providing water supply and sanitary waste treatment and disposal;
provision for collection and discharging surface water drainage
Rezoning
The applicant is requesting to rezoning the property from R-1 Single Family Residential to PD- Planned
Development. The applicant is proposing 20’ front setback, 30’ rear setback and 6.5’ side setbacks to
accommodate the unique terrain and view in the area.
Analysis
The Comprehensive Master Plan discusses the community’s support for the need for more
housing and more variety of housing. The proposed plat is in conformance with all of these
goals. Because much of Riverside’s housing stock is multi-family, the approval of the
Woodland Place Plat will provide current and future residents of Riverside with additional
housing options.
Others goals of the Plan are to improve the City’s image and be environmentally conscious. The
application accomplishes these goals by including entrance monuments, landscaping and
preserving several acres as open space.
Recommendation
The preliminary plat meets the criteria for platting and is in conformance with the Comprehensive Master
Plan as well as the rezoning request; therefore, staff recommends approval of the Final Plat.

General Information
Applicant: Capital Electric
Location: 4400 NW Mattox Road
Requested Action: To consider a Special Use Permit (SUP) to allow temporary modular units
Zoning: GP-General Planned Development
Existing Land Use: Industrial
Proposed Land Use: Continued industrial with associated outdoor storage.
Procedure: In accordance with Section 400.410 of the Unified Development Ordinance (UDO, a special
use permit is required to allow for the temporary use of modular units. Therefore, the procedure for a
special use permit is a public hearing before the Planning Commission and the Board of Aldermen after
notification has been given in a paper of general circulation at least 15 days before the hearing date and
property owners within 185’ of the subject property have been notified of such hearing. These
requirements have been fulfilled on this application.
Project Description
The applicant is requesting a Special Use Permit pursuant to Chapter 400.410 of the Riverside Municipal
Code to allow for the temporary use of a modular unit for office space. The applicant has experienced
significant growth and is no longer able to accommodate all of its office staff. The applicant is working
to plan for abuilding expansion, but is requesting the use of a temporary modular unit until those plans
can be finalized.
Analysis
Section 400.440.L. of the Code allows for modular units serving as temporary or less than permanent
facilities according to the following standards:
1. Building Code- All applicable provisions of the currently adopted building code shall be
followed.
2. Expiration- The special use permit allowing the modular unit to be used as a temporary
facility shall expire one (1) year after the approval date by the Board of Aldermen. The
holder of the special use permit may apply for an extension of the special use permit by
following the procedure outlines in Section 400.230 Special Use Permit Applications.
Conformance to Master Plan: The Master Plan discusses de veloping this area as an industrial use. The
City acknowledges the needs of business to grow and expand within the City. In general, the City is
supportive of the applicants request for the special use permit for a temporary modular unit with the
following conditions.
1. The special use permit is valid for one year.
2. The applicant work with the city for appropriate placement of the unit.
