HomeMy WebLinkAbout2016-11-10 Planning & Zoning Commission Packet 1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, October 13, 2016 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Stephen King, Ray Uhl, Harold Snoderley, Mike Lombardo, Nathan Cretsinger and Mike Soler. Also present: City Planner Sarah Wagner and Community Development Assistant Rhonda Smith. Members absent were Al Bowman, Steven Kaspar and Mayor Kathy Rose. Approval of Minutes of September 22, 2016. Commissioner Snoderly moved to approve the minutes of September 22, 2016, seconded by Commissioner Uhl. Motion passed 6-0. Public Hearing – Preliminary Plat/Rezoning – Woodland Place Chair Stephen King opened the public hearing at 6:32 pm. City Planner Sarah Wagner gave a brief report stating this is a preliminary plat for 66 acres off of West Platte Road and Riverside Drive that will be developed as a high end residential development. She explained that the land has been rezoned from a single family R1 to a Planned Development to allow for customized setbacks due to the topography of the land. Vicki Russell questioned the difference between the single family zoning to planned development. City Planner Wagner explained that the change was due to special circumstances for the setbacks due to the land topography. Judith Green asked if the planned greenspace in the development would provide separation between the new development and Woodland. City Planner Wagner said the greenspace would provide separation. Anthony Shores asked if the Riverside Drive entrance would remain the same or if the road would move. City Planner Wagner said the road would remain the same but the city would continue to study traffic patterns at the intersection. David Barth, the developer, noted that Riverside Drive would not be the main entrance to the development. Commissioner Stephen King asked if the connection to the Line Creek Trail would remain the same or if the city Park Board would make improvements. Commissioner Cretsinger suggested coordinating the development with the Park Board to make improvements to the trail. 2 Chair Stephen King closed the public hearing at 6:49 pm. Commissioner Cretsinger moved to recommend approval of the Preliminary Plat/Rezoning – Woodland Place to the Board of Aldermen, seconded by Commissioner Uhl. Motion passed 6-0. Public Hearing – Special Use Permit Capital Electric 4400 NW Mattox Road Adjourn Chair Stephen King opened the public hearing at 6:50 pm. City Planner Sarah Wagner gave a brief report. She explained that Capital Electric was a thriving business that had outgrown the current office space. City code 410 would allow the use of a modular office for one year with renewals annually. She also stated that due to growth at Park Hill South the school would soon be making the same request. Commissioner Soler questioned the one-year time frame and if this would be adequate time to complete the expansion. Andy Pachasa, President of Capital Electric, said the modular unit would need to be utilized for 3 -5 years due to budget cuts from corporate headquarters. The funding to build would not be available for at least two years. Vice Chair King closed the public hearing at 7:03 pm. Commissioner King moved to recommend approval of the Special Use Permit Capital Electric 440 NW Mattox Road, Seconded by Commission Snoderly. Commissioner Soler moved to adjourn at 7:09 p.m. Commissioner Uhl seconded and the meeting was adjourned 6-0. ____________________ Rhonda Smith Community Development Page 1 of 1 City of Riverside Staff Analysis Report Case # PC16-16 Final Plat, Replat of Tract 1 of Tract 32, Amended Northwood Acres General Information Applicant: Chuck Haynes Location: SE corner of NW High Drive and 50th Street Application: Final Plat Current Zoning: R-1 Single Family Residential Existing Land Use: Vacant Proposed Land Use: Single Family Site Area: 81,401.77 sq.ft. (1.87 acres) Proposed Lot Size: Lot 1 – 15,594.89 sq.ft. Lot 2 – 13,494.88 sq.ft. Lot 3 – 10,110.63 sq.ft. Lot 4 – 20,529,58 sq.ft. Lot 5 – 21,671.79 sq.ft. Procedure: The plat will be reviewed by the Commission and the Board of Aldermen. Analysis Overview: The applicant is requesting to reconfigure one tract of land into five individual lots. The newly created lots will meet the required minimum lot size of 10,000 sq. ft and minimum lot width of 80 ft. The undeveloped lots will be able to accommodate development of a single-family home in accordance with city standards, should they ever be developed. Utilities: All roads and utilities are available to all lots and the lot reconfiguration does not require any new right-of-way or easements. Conformance to Comprehensive Master Plan: The proposed plat is in conformance with the Comprehensive Master Plan as the plan identifies the area for single family homes. Recommendation Staff finds the application in conformance with the Comprehensive Master Plan and, therefore, recommends approval of the Final Plat of the Replat of Tract1 of Tract 32, Amended Plat of Northwood Acres with the following conditions: Street improved along the north property line to incorporate a 12’ street lane with type CG-2 curb and gutter with proper drainage and any necessary drainage easements. Page 1 of 1 City of Riverside Staff Analysis Report Case Number PC16-16, Land Disturbance Permit NW 43rd Street and Mattox Road General Information Applicant: DK Riverside, LLC Location: South of Knappco, west of NW Mattox Rd, north of Seattle Fish Co, and east of Belgium Blvd. Application: Land disturbance (grading) permit Zoning: PD- Planned Development Existing Land Use: Undeveloped Proposed Land Use: Industrial Procedure: The Planning and Zoning Commission takes final action on land disturbance permit applications. Thus, the application will not be forwarded to the Board of Alderman. Project Overview: The applicant is requesting a Land Disturbance Permit for the proposed development of Lot 1 of Belgian Bottoms Business Park, 2nd Plat that was approved on January 28, 2016 by the Planning Commission and February 2, 2016 by the Board of Aldermen. This is in preparation for the construction of a proposed 14,500 sq.ft. industrial building. This will allow the applicant to surcharge the site and begin construction on stormwater detention. Analysis The proposed grading plan was reviewed for conformance with all City requirements. The land disturbance plans are in conformance with the Unified Development Ordinance and the Comprehensive Master Plan: If the Planning Commission chooses to approve of the land disturbance permit staff recommends the following conditions: 1. The applicant must submit a copy of the Missouri Department of Natural Resources Land Disturbance Permit to the City before work may begin. 2. The applicant must work with staff to submit the required surety bond (if any) for the Land Disturbance Permit 3. The applicant installs and maintains proper sediment and erosion control measures for the perimeter of all work.
