HomeMy WebLinkAbout2015-01-08 Planning & Zoning Commission Packet 1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, November13, 2014 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chair Al Bowman called the meeting to order at 6:44 p.m. Answering roll call were Al Bowman, Ray Uhl, Harold Snoderley, Steven Kaspar and Mayor Kathy Rose. Also present: Jackie Carlson City Planner, Keith Payne, Fire Marshall, and Community Development Assistant Sarah Wagner. Members absent were Jim Frakes, Mike Lombardo, Stephen King, Mike Soler and Alderman Art Homer. Approval of Minutes of October 9 , 2014 Commissioner Kaspar moved to approve the minutes of October 9, 2014, seconded by Commissioner Snoderley. Motion passed 5-0. Final Plat- Horizons V Lots 6&7 Final Development Plat- Horizons Spec V Jackie Carlson gave the staff report and explained that the , applicant, North Point Development is requesting a final plat for the replat of lots 6 & 7 of Riverside Horizons Industrial V East, First Plat. They would like to combine these two smaller lots into one larger lot to accommodate a larger building. Brent Miles with North Point Development gave a power point presentation over all of the development that has occurred in Horizons and plans for future development. Commissioner Snoderley moved to recommend approval of the final plat for Riverside Horizons Industrial V, Second Plat to the Board of Alderman, seconded by Commissioner Uhl. Motion passed 5-0. Carlson gave the staff report explaining that North Point Development is requesting approval of a final development plan for a building that will be located on the previously discussed replat. This will be the biggest building in Horizons so far at just over 491,000 sq.ft. The building will have bump-out at all four corners to help with screening of the truck courts. The building will have a similar look to others in the development. Commissioner Kaspar moved to recommend approval of the final development plan for Horizons Industrial Spec V to the Board of 2 Adjourn Aldermen, seconded by Commissioner Ray Snoderley. Motion Carried 5-0. Commissioner Uhl moved to adjourn at 7:17 p.m. Commissioner Snoderley seconded and the meeting was adjourn 5-0. ____________________ Sarah Wagner Community Development 1 MEMO Memo Date: January 6, 2015 To: Planning Commission From: Jackie Carlson, Community Development Re: Outside Storage in Horizons East OVERVIEW On tonight’s agenda is a request by NorthPoint Development for a Special Use Permit (SUP) to allow outside storage at 4400 NW 41st Street (Spec IV). At this time the applicant is unable to provide staff with specifics of what and how much will be stored. As these details are required per the regulations, staff deems the application incomplete and cannot provide a complete analysis at this time. However, the application would like to gain feedback from the Commission on the proposed outdoor storage. The applicant will provide a presentation at the meeting. For your reference the regulations related to outdoor storage are below. These regulations were approved in October of 2013 by the Planning Commission and Board of Aldermen as an amendment to the Horizons East PD regulations. Horizons East PD Regulations F. Outside Storage and Equipment. Although the outdoor storage of materials in Horizons East is not preferred, the City recognizes it may be necessary to accommodate businesses that are experiencing growth and/or change. Considering this, the outdoor storage of materials may be permitted in accordance with the following regulations. These regulations do not apply to the customary trailer parking activities associated with tenants inside the Planned Development. 1. A special use permit must be granted to allow outside storage. 2. Included with the SUP application must be a written explanation as to why the business needs the outdoor storage, how long they intend to have the outdoor storage and what their long term plan is to accommodate the storage. 3. Outside storage areas may only be permitted within the designated areas as shown in Exhibit A, provided there is a screening mechanism (wing wall, building bump out, etc.) along 41st Street. 4. The maximum outside storage area shall be based on the business’s inside space. 10,000 square feet of first floor indoor space = 1,000 square feet of outside storage area. 5. Storage areas shall be located adjacent to the building and shall not extend more than 5 feet less than the length of the screening mechanism (i.e. – if the wing wall extends 80 feet from the building, the storage area shall not extend beyond 75 feet). 2 6. Storage areas shall be designated by yellow pavement markings. 7. The maximum height of stored items shall not exceed 6 feet. 8. Storage areas shall not impede vehicular traffic and emergency access points. 9. All materials being stored must be associated with the business that is located in the building adjacent to the storage area. A detailed list and photos of materials to be stored must be submitted with the SUP application. 10. Storage areas shall be maintained in a neat and orderly manner. 11. If a business receives more than 2 written code violation notices associated with the outdoor storage in a calendar year the SUP will be revoked.
