HomeMy WebLinkAbout2015-10-08 Planning & Zoning Commission Packet 1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, August 27, 2015 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Ray Uhl, Harold Snoderley, Mike Soler, Mike Lombardo, Nathan Cretsinger, Steven Kaspar and Al Bowman. Also present: City Planner Jackie Carlson. Members absent were Stephen King, Jim Frakes, and Mayor Kathy Rose. Approval of Minutes of April 9, 2015. Commissioner Bowman moved to approve the minutes of May 14, 2015 as corrected, seconded by Commissioner Kaspar. Motion passed 7-0. Final Plat- Montebella 2nd Plat Adjourn Jackie Carlson gave a brief staff report to the Commission. She explained that the applicant, David Barth with North River Holdings, LLC is requesting approval of the second phase plat for Montebella Subdivision. The new plat will have 54 single family lost and one tract of open space. It was asked if sidewalks will be installed. Carlson replied that sidewalks are usually installed with the construction of the house. The City is working with the developer to have sidewalks installed on the vacant lots in first phase. Commissioner Soler asked if there will be a pattern as to wear the next phase will be. Carlson replied that there will be as utilities are extended. Commissioner Uhl moved to recommend approval of the final plat for Montebella 2nd Plat to the Board of Aldermen, seconded by Commissioner Cretsinger. Motion carried 7-0 Commissioner Kaspar moved to adjourn at 6:45 p.m. 2 Commissioner Snoderley seconded and the meeting was adjourn 7-0. ____________________ Sarah Wagner Community Development Page 1 of 1 City of Riverside Staff Analysis Report Case # PC15-13 Replat of Lots 26 & 27, Indian Hills 3rd Addition General Information Applicant: Marcus and Kathleen Harris Location: 505 NW Pawnee Drive Application: Replat of Lots 26 & 27 of Indian Hills 3rd Addition (modification to a lot line) Current Zoning: R-1 Single Family Residential Existing Land Use: Single family home (Lot 26) and undeveloped (Lot 27) Proposed Land Use: Single family home Site Area: sq.ft. Lot Size: Current Proposed Lot 26 26,566 sq. ft. 29,027 sq. ft. Lot 27 17,291 sq. ft. 14, 829 sq. ft. Procedure: The plat will be reviewed by the Commission and the Board of Aldermen. Analysis Overview: The applicant is requesting to modify the lot line between Lots 26 and 27 to increase the size of Lot 26. While this does make Lot 27 slightly smaller, it still meets the required minimum lot size of 10,000 sq. ft and minimum lot width of 85 ft. The modified lot will be able to accommodate development of a single-family home in accordance with city standards, should the lot ever be developed. Utilities: All roads and utilities are available to both lots. The lot modification does not require any new right-of-way or easements. Conformance to Comprehensive Master Plan: The modified plat and proposed use is in conformance with the Comprehensive Master Plan as the plan identifies the area for single family homes. Recommendation Staff finds the application in conformance with the Comprehensive Master Plan, UDO and previously approved final plat, and therefore, recommends approval of Replat of Lots 26 & 27, Indian Hills 3rd Addition.
