SPECIAL MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, September 12, 2013
7:00 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Chair Al Bowman called the meeting to order at 7:19 p.m. Answering roll call were Jim Frakes, Art
Homer, Steven Kaspar, Stephen King, Ray Uhl and Mayor Kathy Rose. Also present: Jackie Carlson
Planning and Business Services, James Fuller Building Official, Keith Payne Assistant Fire Marshall, and
Community Development Assistant Sarah Wagner. Members absent were Harold Snoderley, Mike
Lombardo and Mike Soler
Approval of Minutes of August 15, 2013
Commissioner Kaspar moved to approve the minutes of August
15, 2013, seconded by Commissioner Frakes.
Motion passed 7-0.
Public Hearing- Special Use Permit 4780 NW 41st Street- Marlen
Chair Bowman opened the Public Hearing at 7:20 p.m.
Jackie Carlson explained to the Commission that another request
for a special use permit for outdoor storage in Horizons has come
up. Staff is requesting that this request be tabled until the October
10th Planning Commission meeting and that the Commission and
staff have a general discussion at the end of this meeting
regarding outdoor storage in Horizons.
Commissioner Homer moved to table this request to the October
10, 2013 Planning Commission meeting, seconded by
Commissioner Kaspar.
Motion passed 7-0.
Land Disturbance- Argo Innovation Lot 5
Jackie Carlson explained that the applicant, North Point
Development, is requesting approval of a land disturbance permit
for fill work located on Lot 5 of Argo Innovation Park. She
explained that the Planning Commission has final authority on
granting these permits. At this point North Point does not have
plans for a building, but they had an opportunity to get excess dirt
from another project and would like to get the site ready for
construction at a future date.

Brent Miles with North Point Development commented that they
do have two prospect for this site and the key to winning deals it
to at least have the site pad ready for construction.
Commissioner King moved to approve the land disturbance
permit for Lot 5 of Argo innovation park with the conditions that
they supply the City with a copy of their Missouri Department of
Natural Resources permit as well as maintain proper sediment and
erosion control measures, seconded by Commissioner Uhl.
Motion passed 7-0.
Final Development Plan- 4600 NW 41st Street- Spec IV
Carlson explained that North Point Development is requesting
approval of a final development plan for property located at 4600
NW 41st in Horizons for Spec IV. This building will be similar to
the others in the park, but it will be the largest built to date at
341,784 sq.ft. This will be a cross dock building with shared
truck parking on the east and west sides. In addition the building
will have two approximately 60 x 60 bump outs that will help to
screen the truck court.
Brent Miles explained that these bum outs are a new concept for t
his market and will house two-story offices.
Commissioner Kaspar moved to recommend approval of the final
development plan for 4600 NW 41st Street to the Board of
Aldermen, seconded by Commissioner King.
Motion passed 7-0.
Horizons Outdoor Storage Discussion
Carlson facilitated discussion with the Commission regarding
outdoor storage in Horizons. We have now had two requests for
outdoor storage and the approved PD Regulations do state that
outdoor storage is permitted with an approved SUP. Staff is
proposing stricter guidelines for this development to include only
specific sites that can be adequately screen from high visibility
areas. The Commission members gave feedback and staff will be
brining an amendment to the approved PD to the next Planning
Commission meeting incorporating suggestions from the
Commission.

Commissioner Uhl moved to adjourn at 8:31 p.m.
Commissioner Homer seconded and the meeting was adjourn 7-0.
