R E S O L U T I O N
WHEREAS, The City of Riverside, State of Missouri, has
expressed its support for the local sponsors of proposed L485
Levee Project; Quindaro Levee District and the Riverside
Drainage District;
WHEREAS, the City of Riverside desires to show its support
by providing the Quindaro Levee Distract and Riverside Drainage
District:
a. An ownership map of the unit,
b. Preliminary interior drainage requirements.

c. Riverside land use zoning maps,
for the Quindaro Levee District and Riverside Drainage District
use to provide the Corps of Engineers preliminary data for review
as related to the project for the portion of land lying within the
city limits of Riverside, Missouri;
WHEREAS, The City of Riverside by this resolution will pro-
vide specifically Ttem la and lb of the attached Exhibit A,
"Local Sponsor Procedures to Secure Levee Project R/W" dated
3 October, 1985, to the Quindaro Levee District and Riverside
Drainage District who are deemed "Local Sponsor";
NOW THEREFORE, be it resolved by the Board of Aldermen of
the City of Riverside, State of Missouri, that all future require-
ments of this project including additional studies or interpreta-
tion of data provided as may be required by the Corps of Engineers
and plans. of reclamation and acquisition of right of ways shall be
performed at the expense of the Quindaro Levee District and the
Riverside Drainage District. ~ ,~~

Local Sponsor Procedures to Secure Levee Project R/W
1. Upon receipt of maps showing levee alignments, structure locations,
utilities, etc., from Corps of Engineers, sponsor's engineer proceeds
to:
a. Prepare ownership map of the unit.
master plan
b. Determine preliminary interior drainagerrequirements, and provide
to Corps of Engineers for review.
c. Corps of Engineers review of interior drainage master plans.
d. Corps of Engineers furnishes sponsor with R/W requirements.
e. Prepare Plan for Reclamation; includes description of project,
outline of responsibilities of sponsor and Government, description of
location and areas of R/W on each property owner, estimate of all costs
to be incurred by sponsor (R/W, utility alterations, highway bridges,
drainage work and structures, construction costs, engineering, legal
and contingent items) and an analysis of possible benefits to determine
project feasibility before Board adopts Plan for Reclamation. This will
require joint coordination with Corps of Engineers.
2. Following adoption of Plan for Reclamation by the Board of Supervisors,
the Plan is filed in Court - a date is set for the appointment of 3 Commis-
sioners who will assess benefits and damages on all unit properties, based
solely on what is contained in the Plan for Reclamation.
3. Commissioners view each property in the unit and set benefit and damage
thereon.
4. Sponsor's engineer prepares the Cvmmissionerta Report, using data
supplied by Commissioners. Completed report is f31ed in Court.
5. Following filing of Commissioner's Report, newspaper publications of
notice of filing is given each week for 4 weeks, then 10 days is allowed
for filing of objections.
6. If no objections are filed, a Court hearing date is set and a Court
decree issued confirming the Report.
7. If objections filed, trial dates are set and decisions obtained. If
the Report, as altered, is finally approved the Court issues a decree.
(The district must be dissolved if the Court finds damages exceed benefits.
8. Following confirmation of Commissioner's Report, the sponsor issues
and sells bonds in the amount necessary to cover all of its costs. (Bonds
are printed, bond dealers bid to determine interest rate, bond attorney
passes on validity of the issue, bonds must be registered with Secretary
of State.)

9. Following receipt of funds from bond sales, sponsor deposits funds
in Court to pay for land acquired and retains balance to pay other
costs.
10. Sponsor provides assurances and resolution granting use of R/W
acquired.
