FOR THE CITY OF RIVERSIDE, MISSOURI
WHEREAS, the Department of Natural Resources of the State
of Missouri has ordered the City of Riverside, Missouri to
adopt and submit for approval a Solid Waste Management Plan in
accordance with the Missouri Solid Waste Management Law;
NOW THEREFORE, BE IT RESOLVED, that the City of Riverside,
Missouri hereby adopts the Solid Waste Management Plan for the
City of Riverside, Missouri. A copy of said plan is attached
hereto and made a part hereof.
FURTHER, BE IT RESOLVED that copies of this Resolution and
the Solid Waste Management Plan shall be forwarded to the
Department of Natural Resources for the State of Missouri and
the Mid-America Regional Council.

SOLID WASTE MANAGEMENT PLAN
CITY OF RIVERSIDE, MISSOURI
The Solid Waste Management Plan of the City of Riverside,
Missouri covers all areas located within the City limits of the
City of Riverside, Missouri. The main portions of the City of
Riverside Solid Waste Management Plan are already in effect.
The provisions of Ordinance 74-9 of the Ordinances of the City
of Riverside, Missouri provide for the disposal of solid waste
and the provisions of Ordinance 74.10 provide for the licensing
and regulation of garbage and trash haulers. Photocopies of
these Ordinances are attached hereto and incorporated herein.
A. STORAGE. Solid waste storage is regulated under
sections 1, 2 and 3 of Ordinance 74-9. These sections require
all occupants within the City limits to provide sufficient and
adequate containers for the storage of solid waste and provide
specific requirements regarding the containers for storage of
solid waste.
B. COLLECTION AND TRANSPORTATION. Section 4 of Ordinance
74-9 requires collection of solid waste a minimum of one time
per week. Section 5 of Ordinance 74-9 requires residents of
the City to designate on an annual basis their solid waste
collector. These collectors are then regulated under the
provisions of Ordinance 74-10 which requires annual licensing
and which includes specific requirements regarding the
construction and maintenance of the vehicles used in collection
of solid waste.
The citizens of Riverside contract individually with
companies for the collection and removal of solid waste. There
are presently six (6) companies serving the residents of
Riverside, Missouri. They are as follows:
1. Browning Ferris Industries, 3150 N. 7th Street, Kansas
City, Kansas 66115. This company serves approximately 36.7$ of
the Riverside area. At the current time it uses the Platte
County Landfill in Parkville.
2. Deffenbaugh Disposal Service, P.O. Box 3220, Shawnee,
Kansas 66203. This company serves less than 1$ of the
Riverside area. It uses the Johnson County Landfill located at
18181 West 53rd Street, Shawnee, Kansas and the Jackson County
Landfill.
3. Eiken Disposal Service, 5420 N.W. Hillside Road,
Kansas City, Missouri 64151. This company serves approximately
54.2$ of the Riverside, area. It uses the Platte County
Landfill in Parkville and the Southeast Landfill.
4. Clay Platte Disposal Service, 1407 N.W. 64th Terrace,
Kansas City, Missouri 64118. This company serves approximately
38 of the Riverside area. It uses the Rumble Landfill in Sugar
Creek, Missouri.
5. Matthy's Hauling, Inc., 5118 N. Lawn, Kansas City,
Missouri 64119. This company serves approximately 3~ of the
Riverside area. It uses the Rumble Landfill in Sugar Creek,
Missouri.
6. Waste Management of Kansas City, 1220 S. Brookside,
Independence, Missouri 64051. This company serves
approximately 3$ of the Riverside area and uses the Rumble
Landfill in Sugar Creek, Missouri.
All commercial establishments in Riverside receive service
from one of the six companies described above.
Section 7 of Ordinance 74-9 prohibits most burning of solid
wastes.
C. PROCESSING AND DISPOSAL. The solid waste collected by
the companies described in the preceding paragraph is disposed
of by those companies. In addition, the provisions of
Ordinance 74-9 set forth certain unauthorized disposal
activities and practices which are declared illegal, which
violations subject the individual to possible fine or
imprisonment. These provisions are enforced by the City Health
Commissioner and the Riverside Department of Public Safety.
D. MANAGEMENT. The City Health Commissioner or officers
of the Riverside Department of Public Safety have authority to
enter onto premises to determine if violations of the solid
waste disposal ordinance exists. The City Health Commissioner
also has authority to recommend for approval by the Board of
Aldermen different intervals for collection of solid waste.
Under the present procedure practiced by the City of Riverside,
solid waste disposal and collection is operating smoothly.
E. FINANCING. As the City government is not involved in
the collection and disposal of solid waste, no City financing
is necessary. The solid waste collection agencies described in
paragraph B all bill the residents of the City individually and
no money passes through the City's treasury.
F. IMPLEMENTATION TIME TABLE. All of the components of
the City of Riverside's Solid Waste Management Plan are already
in place and operating smoothly. Accordingly, the City
foresees no implementation of additional solid waste management
ordinances or programs in the next ten (10) years.
