AN ORDINANCE ADOPTING BY REFERENCE THE UNIFORM BUILDING CODE,
1982 EDITION, THE UNIFORM PLUMBING CODE, 1982 EDITION, THE
UNIFORM MECHANICAL CODE, 1982 EDITION AND PROVIDING CRIMINAL
PENALTIES FOR THE VIOLATION THEREOF.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
RIVERSIDE, AS FOLLOWS:
Article I. Uniform Building Code
Section 1. The Uniform Building Code, 1982 Edition,
published by the International Conference of Building Officials
is hereby enacted and made a part of this Ordinance by
reference except as to portions hereinafter specifically
deleted, clarified or amended.
Section 2. If any conflict should exist between the
Uniform Building Code and the Zoning Order of the City of
Riverside, Missouri, the provisions of the Zoning Order shall
control. If any conflict should exist between the Uniform
Building Code and any other Ordinance of the City of Riverside,
Missouri, the Uniform Building Code provisions shall control
and the portion of the Ordinance in conflict with the Uniform
Building Code provision shall be repealed. Such repeal will
affect only that portion of any Ordinance which is in conflict
with the Uniform Building Code and shall not affect any other
portions of the Ordinance.
Section 3. The term "building official" as used in the
Uniform Building Code shall be defined to mean "the Board of
Aldermen of the City of Riverside, Missouri, or their
authorized delegate".
Section 4. Section 202.(a) of the Uniform Building Code
shall be deleted and replaced with the following Section:
"Sec. 202.(a) General. The Building
official is hereby authorized to enforce all
provisions of this Code."
Section 5. Section 204 of the Uniform Building Code is
hereby deleted.
Section 6. The following sentence shall be added to
Section 205 of the Uniform Building Code: "Any person
violating the provisions of this Code shall be punished by a
fine not to exceed $500 or by imprisonment in the City Jail for
a period of not more then ninety (90) days or by both such fine
and imprisonment."
Section 7. Subparagraphs 1, 3, 6, and 9 of Section 301(b)
of the Uniform Building Code are hereby deleted.
Section 8. Section 304 of the Uniform Building Code is
hereby deleted and is replaced with the following Section:
"Sec.304. Permit Fees. The permit fee shall
be as set forth in the existing or
subsequent ordinances of the City of
Riverside, Missouri."
Section 9. The second paragraph of Section 305(e) of the
Uniform Building Code shall be deleted and shall be replaced
with the following:
"The building official, upon notification
from the permit holder or his agent, may
make the following inspections and may
either approve that portion of the
construction as completed or notify the
permit holder or his agent wherein the same
fails to comply with this code."
Section 10. Table No. 3-A on page 40 of the Uniform
Building Code is hereby deleted.
Section 11. The definition of the term "combustible
liquid" set forth in Section 404 of the Uniform Building Code
is hereby deleted and is replaced with the following:
"COMBUSTIBLE LIQUID is a liquid having a
flash point at or above 100 degrees F.
Section 12. The definition of the term "flammable liquid"
contained in Section 407 of the Uniform Building Code is hereby
deleted and shall be replaced with the following:
"FLAMMABLE LIQUID is any liquid having a
flash point below i00 degrees F, and having
a vapor pressure not exceeding 40 pounds per
square inch (absolute) at 100 degrees F."
Section 13. Chapter 12 of the Uniform Building Code is
hereby deleted.
Article II. Uniform Plumbing Code
Section 1. The Uniform Plumbing Code, 1982 Edition,
published by the International Conference of Building Officials
is hereby enacted and made a part of this Ordinance by
reference except as to portions hereinafter specifically
deleted, clarified or amended.
Section 2. If any conflict should exist between the
Uniform Plumbing Code and the Zoning Order of the City of
Riverside, Missouri, the provisions of the Zoning Order shall
control. If any conflict should exist between the Uniform
Plumbing Code and any other Ordinance of the City of Riverside,
Missouri, the Uniform Plumbing Code provisions shall control
and the portion of the Ordinance in conflict with the Uniform
Plumbing Code provision shall be repealed. Such repeal will
affect only that portion of any Ordinance which is in conflict
with the Uniform Plumbing Code and shall not affect any other
portions of the Ordinance.
Section 3. The words "Administrative Authority" as used in
the Uniform Plumbing Code shall be defined to mean "the Board
of Aldermen of the City of Riverside, Missouri, or their
authorized delegate".
Section 4. Section 10.5(b) of the Uniform Plumbing Code is
hereby deleted and shall be replaced with the following:
"Where a nuisance exists or a plumbing
system is maintained in violation of this
Code or any notice issued pursuant to this
section, the Administrative Authority may
require the nuisance or violation to be
abated and, where necessary, may seek such
abatement in the manner provided by law."
Section 5. Section 20.2(b) of the Uniform Plumbing Code is
hereby deleted and shall be replaced with the following:
"Whenever necessary to make an inspection to
enforce any of the provisions of this Code,
or whenever the Administrative Authority or
his authorized representative has reasonable
cause to believe that there exists in any
building or upon any premises, any condition
which makes such building or premises unsafe
as defined in this Code, the Administrative
Authority or his authorized representative
may request permission to enter the premises
from the owner or other occupants having
charge or control of the building or
premises after first presenting proper
credentials. If such entry is refused, the
Administrative Authority or his authorized
representative shall have recourse to every
remedy provided by law to secure entry."
Section 6. Section 20.2(c) of the Uniform Plumbing Code is
hereby deleted.
Section 7. The first sentence of Section 20.3 of the
Uniform Plumbing Code is hereby amended to read as follows:
"Any person, firm or corporation violating
any provision of this Code shall be deemed
guilty of a misdemeanor and, upon conviction
thereof, shall be punishable by a fine not
to exceed Five Hundred ($500.00) Dollars or
by imprisonment in the City Jail for a
period of time not to exceed ninety (90)
days, or by both fine and imprisonment."
Section 8. Section 20.7 of the Uniform Plumbing Code and
the Schedule of Fees which is part of said Section are hereby
deleted and shall be replaced with the following:
"Every applicant for a permit to do work
regulated by this Code shall state in
writing, on the application form provided
for that purpose, the character of work
proposed to be done and the amount and kind
in connection therewith, together with such
information, pertinent thereto, as may be
required. The permit fee shall be as set
forth in the existing or subsequent
ordinances of the City of Riverside,
Missouri."
Section 9. Section 20.8 of the Uniform Plumbing Code is
hereby deleted and shall be replaced with the following:
"All plumbing and drainage systems may be
inspected by the Administrative Authority to
insure compliance with all the requirements
of this Code."
Section 10. Section 20.14 of the Uniform Plumbing Code is
hereby deleted.
Section 11. Section 20i(g) is hereby deleted and shall be
replaced with the following:
"The Administrative Authority may require
that sufficient evidence or proof be
submitted to substantiate any claims that
may be made regarding the sufficiency of any
purposed material or type of construction."
Section 12. Section 201(1) of the Uniform Plumbing Code is
hereby deleted and shall be replaced with the following:
"Tests shall be made in accordance with
approved standards, but in the absence of
such standards, the Administrative Authority
may specify the test procedure."
Section 13. Section 318(a)(1) of the Uniform Plumbing Code
is hereby deleted and shall be replaced with the following:
"Scope - All new plumbing work in such
portions of existing systems as may be
affected by new work, or any changes, may be
inspected by the Administrative Authority to
insure compliance with all the requirements
of this Code and to assure that the
installation and construction of the
plumbing system is in accordance with
approved plans."
Section 14. Appendices A, B, C, D, E, G, H, and I of the
Uniform Plumbing Code are hereby specifically adopted as part
of said Code.
Article III. Uniform Mechanical Code
Section 1. The Uniform Mechanical Code, 1982 Edition,
published by the International Conference of Building Officials
is hereby enacted and made a part of this Ordinance by
reference except as to portions hereinafter specifically
deleted, clarified or amended.
Section 2. If any conflict should exist between the
Uniform Mechanical Code and the Zoning Order of the City of
Riverside, Missouri, the provisions of the Zoning Order shall
control. If any conflict should exist between the Uniform
Mechanical Code and any other Ordinance of the City of
Riverside, Missouri, the Uniform Mechanical Code provisions
shall control and the portion of the Ordinance in conflict with
the Uniform Mechanical Code provision shall be repealed. Such
repeal will affect only that portion of any Ordinance which is
in conflict with the Uniform Mechanical Code and shall not
affect any other portions of the Ordinance.
Section 3. The first paragraph of Section 201(c) of the
Uniform Mechanical Code is hereby deleted and shall be replaced
with the following:
"Whenever it is necessary to make an

code, or whenever the building official or
his authorized representative has reasonable
cause to believe that there exists in any
building or upon any premises any condition
or violations of this code which make the
building or premises unsafe, dangerous or
hazardous, the building official or his
authorized representative may request

control of the building or premises after
first presenting proper credentials. If
such entry is refused the building official
or his authorized representative, he shall

Section 4. Section 203 of the Uniform Mechanical Code is
hereby deleted.
Section 5. Section 204 of the Uniform Mechanical Code is
hereby amended to include the following additional paragraph:
"Any person, firm or corporation violating
the provisions of this code shall be
punished by a fine not to exceed Five
Hundred ($500.00) Dollars or by imprisonment
in the City Jail for a period of not longer
then ninety (90) days or by both fine and
imprisonment."

Section 6. Section 304 of the Uniform Mechanical Code is
hereby deleted and shall be replaced with the following:
"The permit fees shall be as set forth in
the existing or subsequent ordinances of the
City of Riverside, Missouri."
Section 7. Section 305(a) of the Uniform Mechanical Code
is hereby deleted and shall be replaced with the following:
"General. All mechanical systems for which
a permit is required by this code may be
inspected by the building official. No
portion of any mechanical system intended to
be concealed shall be concealed until
inspected and approved. Neither the
building official nor the jurisdiction shall
be liable for expense entailed in the
removal or replacement of material required
to permit inspection. When the installation
of a mechanical system is complete, an
additional and final inspection may be
made. Mechanical systems regulated by this
code shall not be connected to the energy
fuel-supply lines until authorized by the
building official."
Section 8. The fourth paragraph of Section 305(f) of the
Uniform Mechanical Code shall be deleted and replaced with the
following:
"To obtain reinspection, the applicant shall
file an application therefor in writing upon
a form furnished for that purpose and pay
the reinspection fee authorized in
accordance with Section 304 of this code."
Section 9. Table Number 3-A of the Uniform Mechanical Code
is hereby deleted.
Section 10. The definition of "building official"
contained in Section 404 of the Uniform Mechanical Code is
hereby deleted and shall be replaced with the following:
"Building official shall be defined to mean
the Board of Aldermen of the City of
Riverside, Missouri, or their authorized
delegate."
Section 11. The third paragraph of Section 1002(a) of the
Uniform Mechanical Code is hereby deleted.
Section 12. The parenthetical note contained in Section
1204 of the Uniform Mechanical Code is hereby deleted.
