HomeMy WebLinkAbout1985-22 - Regulation of the Operation of Roller Skating RinksBILL N0. 85-22 ORDINANCE NO. 85-22 AN ORDINANCE REGULATING THE OPERATION OF ROLLER SKATING RINKS WITHIN THE CITY LIMITS OF RIVERSIDE, MISSOURI AND CHARGING THE DIRECTOR OF PUBLIC SAFETY WITH THE DUTY OF ENFORCING THIS ORDINANCE AND PROVIDING PENALTIES FOR THE VIOLATION OF THE TERMS OF THIS ORDINANCE. BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE AS FOLLOWS: Section I. All persons, entities owning or operating includes a roller skating rink all respects with the following the police power of the City of corporations or other legal a business establishment which on its premises shall comply in regulations enacted pursuant to Riverside, Missouri: a. The business establishment may only be operated between the hours of 8:00 a.m. and 12:00 midnight. b. The business establishment shall have a maximum occupancy of one (1) person per fifty ( 50 ) square feet of floor space, or a maximum occupancy of five hundred (500) persons, whichever is smaller. c. The business establishment shall have at least one hard surface parking space for each 150 square feet of floor space. Said parking area shall comply in all respects with the requirements of Section 13.502 of the Zoning Code of the City of Riverside, Missouri. d. The person, corporation or other legal entity owning or operating the business establishment shall not allow any controlled substances or alcoholic beverages to be bought or sold on the premises or brought onto the premises by patrons, customers, or other individuals entering the premises. e. The person, corporation or other legal entity owning or operating the business establishment shall act to maintain order and prevent loitering in the parking areas located on said premises and shall prevent individuals from remaining in said parking areas for an unreasonable time after the closing time each night. f. The person, corporation or other legal entity owning or operating the business establishment shall maintain appropriate access to insure that emergency vehicles can have full and complete access to any and all buildings located on said premises. g. The person, corporation or other legal entity owning or operating the business establishment may not allow the establishment to generate excessive noise such that persons in residential areas of the City are disturbed. Section Ii. The Director of Public Safety shall be charged with the duty and authority to enforce the provisions of this Ordinance and to report any violations thereof. Section III. Any person violating any of the provisions of this Ordinance, shall upon conviction thereof be punished by a fine of not less then Ten Dollars ($10.00) nor more then Five Hundred Dollars ($500.00) or imprisoned in the City Jail for a period of time not exceeding ninety (90) days or by both such fine and imprisonment. Each violation or failure to comply with the provisions of this Ordinance shall constitute a separate misdemeanor and shall be punished separately pursuant to this Section. Section IV. Should any portion of this Ordinance be declared invalid, then the same shall not effect the remainder of the Ordinance which shall remain in full force and effect.
