REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 15, 2026
11:00 a.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the
Board of Aldermen Conference Room and via Teams at 2950 NW Vivion Road,
Riverside, Missouri, on Thursday, January 15, 2026.
CALL TO ORDER
Mayor Kathy Rose called the special meeting to order at 11 :05 a.m.
ROLL CALL
The City Clerk called the roll. In attendance were
aldermen Dawn Cockrell in person and Jill Beck, Staci
Bundy, Steve Palma (joined at 11:08 a.m.), and Jason
Draut via videoconference.
Also present were City Administrator Brian Koral, Community Development Director Mike
Duffy, City Planner Sarah Wagner, Capital Projects and Parks Manager Noel Bennion,
and City Clerk Melissa McChesney.
LEGISLATIVE SESSION
RESOLUTION 2026-010
Vivion Road Trail Change Order No. 3
City Administrator Brian Koral said the change order
would repair damage to Vivion Road made during the
trail project. He also presented the traffic plan.
Alderman Cockrell moved to approve Resolution No.
2026-010 approving Change Order No. 3 to the
agreement with Julius Kaaz Construction Company, Inc.
for Vivion Road Trail Segment 1 resulting in a revised
contract amount of $1,328,001.00 for such purposes;
seconded by Alderman Bundy.
Yes: Cockrell, Beck, Bundy, and Draut.
Motion carried: 4-0.
RESOLUTION 2026-011
Platte County Outreach Grant
City Administrator Brian Koral said the grant application
was for a restroom with storage at E.H. Young Park.
Alderman Palma joined the meeting at 11 :08 a.m.
Alderman Beck moved to approve Resolution No. 2026-
011 approving and endorsing an application to the Platte
County Commission for funding under the Parks and
Recreation Outreach Grant Program, funded by the
county-wide dedicated parks and recreation quarter-cent
sales tax; seconded by Alderman Cockrell

Motion carried: 5-0.
BILL NO. 2026-003
Montebella 6th Plat Final Plat
Mayor Rose gave the first reading of Bill No. 2026-003.
City Administrator Brian Koral said the plat would add 26
single-family lots and the infrastructure was completed.
Alderman Cockrell moved to accept the first reading and
place Bill No. 2026-003 on second and final reading;
seconded by Alderman Beck.
Yes: Cockrell, Palma, Beck, Bundy, Draut.
Motion carried: 5-0.
Alderman Cockrell moved to approve Bill No. 2026-003
and enact said bill as ordinance; seconded by Alderman
Beck.
Yes: Cockrell, Palma, Beck, Bundy, Draut.
Motion carried: 6-0.
BILL NO. 2026-004 Right of Entry Agreement
City Clerk Melissa McChesney gave the first reading of
Bill No . 2026-004.
City Administrator Brian Koral said fiber and high-speed
internet would be connected to the amphitheater.
Alderman Cockrell moved to accept the first reading and
place Bill No. 2026-003 on second and final reading;
seconded by Alderman Bundy.
Yes: Cockrell, Palma, Beck, Bundy, Draut.
Motion carried: 6-0.
Alderman Cockrell moved to approve Bill No. 2026-004
and enact said bill as ordinance; seconded by Alderman
Draut.
Yes: Cockrell, Palma, Beck, Bundy, Draut.
Motion carried: 6-0.
MOTION TO ADJOURN
Alderman Cockrell moved to adjourn the meeting at
11: 13 a.m.; seconded by Alderman Beck.
Yes: Cockrell, Palma, Beck, Bundy, Draut.
