BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 27, 2026
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Board of Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on
Tuesday, January 27, 2026.
CALL TO ORDER
Mayor Kathy Rose called the meeting to order at 6:01 p.m.
ROLL CALL
The City Clerk called the roll. In attendance were aldermen Dawn Cockrell, Steve Palma, Jill Beck, Staci
Bundy, Robert Milner, and Jason Draut.
Also present were City Administrator Brian Koral, Police Chief Chris Skinrood, Fire
Chief Gordon Fowlston, Public Works Director Travis Hoover, Human Resources
Manager Amy Strough, Capital Projects and Parks Manager Noel Bennion, City Clerk
Melissa Mcchesney, and City Attorney Paul Campo.

MOTION TO ENTER CLOSED @ 6:01 P.M.
Alderman Palma moved to enter closed session pursuant to RSMo 610.021(1) Legal Action and litigation; RSMo
610.021(2) Leasing, Purchase, or sale of real estate; RSMo 610.021(3) Hiring, firing, disciplining, or promoting
a particular employee, when personal information about the employee is discussed; and RSMo 610.021(13)
Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for
employment, second by Alderman Cockrell.
Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut.
Motion carried: 6-0 .

Mayor Kathy Rose called the Regular Session to order at 7:05 p.m.
The City Clerk called the roll. In attendance were aldermen Dawn Cockrell, Steve Palma, Jill Beck, Robert

Milner, Staci Bundy, and Jason Draut.
Also present were City Administrator Brian Koral , Fire Chief Gordon Fowlston, City
Engineer/Public Works Director Travis Hoover , Human Resources Manager Amy
Strough, Capital Projects and Parks Manager Noel Bennion, Police Chief Chris Skinrood,
City Planner Sarah Wagner, City Clerk Melissa McChesney, and City Attorney Paul
Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENTS None.
PROCLAMATION
Mayor Rose read the proclamation for National Religious
Freedom Day, January 16, 2025, and presented it to
Nathan Crisenberry and Joni Clausen with The Church of
Jesus Christ of Latter Day Saints.
LEGISLATIVE SESSION
MONTEBELLA STORM WATER RUNOFF ON PRIVATE PROPERTY
Mike Matousek, 5134 NW Montebella Drive, provided an update on the status of the drainage issue on his
property, noting that the items in the letter from October 28, 2025, were not addressed. He requested
enforcement from the City.
City Attorney Paul Campo said staff took the new City prosecutor on a site visit and he was reviewing the City
Code.

Alderman Milner moved to approve the consent agenda, as presented; seconded by Alderman Cockrell.
Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut.
Motion carried: 6-0.

COURT REPORT December 2025
Alderman Milner moved to approve the December 2025 Court Report; seconded by Alderman Cockrell.

RESOLUTION 2026-012 Bill Pay
Alderman Milner moved to approve Resolution No. 2026-012 authorizing the expenditure of funds out of the City
treasury of the City of Riverside for fiscal year 2025-2026 weeks ending January 9th, January 16th and January 23rd
in the amount of $1,595,117.31; seconded by Alderman Cockrell.
Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut.
Motion carried: 6-0.
RESOLUTION 2026-013 Narcotics Analyzer Purchase
Alderman Milner moved to approve Resolution No. 2026-013 authorizing the purchase of a Thermo Scientific
TruNarc Delta handheld narcotics analyzer; seconded by Alderman Cockrell.
Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut.
Motion carried: 6-0.
RESOLUTION 2026-014 Dispatch Console Equipment
Alderman Milner moved to approve Resolution No. 2026-014 authorizing the purchase and installation of
CommandCentral AXS Dispatch Console equipment from Motorola Solutions; seconded by Alderman
Cockrell.
Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut.
Motion carried: 6-0.
RESOLUTION 2026-015 Riverside Chamber Tourism Grant
Alderman Milner moved to approve Resolution No. 2026-015 approving a tourism grant agreement with the
Riverside Area Chamber of Commerce and authorizing the mayor to execute said agreement; seconded by
Alderman Cockrell.
Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut.
Motion carried: 6-0.
RESOLUTION 2026-016 Carved Experience Event Tourism Grant
Alderman Milner moved to approve Resolution No. 2026-016 approving a tourism grant agreement with Carved,
LLC for the "Carved Experience" event and authorizing the mayor to execute said agreement; seconded by
Alderman Cockrell.
Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut.
Motion carried: 6-0.

RESOLUTION 2026-017 Police Video System
Police Chief Chris Skinrood stated the purchase was to
outfit newer cars with the system upgrade.
Alderman Draut moved to approve Resolution No. 2026-
017 authorizing the purchase of police video and digital
evidence management systems, authorizing payment
over multiple fiscal years subject to annual appropriation
and directing future budgeting; seconded by Alderman
Milner.
Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut.
Motion carried: 6-0.
BILL NO. 2026-005 Police Records Custodians
City Clerk Melissa Mcchesney gave the first reading of Bill No. 2026-005.
Alderman Milner moved to accept the first reading and place Bill No. 2026-005 on second and final reading;
seconded by Alderman Draut.
Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut.
Motion carried: 6-0.
City Clerk Mcchesney gave the second reading of Bill No. 2026-005.
Alderman Cockrell moved to approve Bill No. 2026-005 and enact said bill as ordinance; seconded by Alderman
Bundy.

Motion carried: 6-0.
BILL NO. 2026-006 Employ Ashley Solis
Police Chief Chris Skinrood said the City Clerk was designated as the Custodian of Records for the City, but
police records were handled by the Police Department. The ordinance would ensure that there were staff
assigned to be able to respond to police records requests.
City Clerk Melissa Mcchesney gave the first reading of Bill No. 2026-006.
Alderman Milner moved to accept the first reading and place Bill No. 2026-006 on second and final reading;
seconded by Alderman Beck.
Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut.
Motion carried: 6-0.
Alderman Bundy moved to approve Bill No. 2026-006 and enact said bill as ordinance; seconded by Alderman

BILL NO. 2026-007 Route 9 and Riverway Blvd Improvements Cost Share
City Clerk Melissa McChesney gave the first reading of Bill No. 2026-007.
Capital Projects and Parks Manager Noel Bennion said the project would improve traffic flow by installing
roundabouts, extending Riverside Street, and realigning the on ramp to Highway 9.
Alderman Cockrell moved to accept the first reading and place Bill No. 2026-007 on second and final reading;
seconded by Alderman Beck.
Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut.
Motion carried: 6-0.
Alderman Bundy moved to approve Bill No. 2026-007 and enact said bill as ordinance; seconded by Alderman
Beck.

BILL NO. 2026-008 Live Nation Public Infrastructure
City Clerk Melissa McChesney gave the first reading of Bill No. 2026-008.
City Administrator Brian Koral said the ordinance was for the fourth distribution to Live Nation of State and City
funds for public infrastructure costs.
Alderman Milner moved to accept the first reading and place Bill No. 2026-008 on second and final reading;
seconded by Alderman Draut.
Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut.
Motion carried: 6-0.

Cockrell.

CITY ADMINISTRATOR
City Administrator Brian Koral said a liquor license application was received from River Roll Skate Center,
which was within 300 feet of a church and required special Board of Aldermen approval. If the Board decided
to allow them to sell liquor, a 10-day notice to all property

owners within the 300 feet radius was required.
Applicant Skip Clinton said he had several customers that wanted to have events at the rink with alcohol
provided and he was looking into a Smart Bar system and options to bring in more customers.
The Board shared their concerns about serving alcohol around kids, having a full license to sell all kinds of
alcohol, and issues that might arise.
The consensus of the Board was to circulate letters to the property owners.
City Administrator Brian Koral said the Police and Fire departments had a team in the Polar Plunge supporting
the Special Olympics for the 10th year. The City received positive feedback about snow plowing and clearing the
roads and on February 2 staff would begin addressing City Code violations for trash cans left out.
COMMUNITY DEVELOPMENT None.
ENGINEERING/PUBLIC WORKS None.
FINANCE
City Administrator Brian Koral provided the financial report for July 1 through December 31, 2025.
FIRE
Fire Chief Gordon Fowlston had distributed the 2026 training calendar to the Board. He also provided an
overview of statistics from December 2025, noting that on-scene time dropped because AMR ambulances were
at the scenes.
POLICE
Police Chief Chris Skinrood provided an overview of statistics from December 2025
LEVEE BOARD
Public Works Director Travis Hoover said the next meeting would be held on February 18.
MAYOR'S DISCUSSION
Mayor Rose said that there were exciting things happening with Live Nation and an event would be held
there on July 3 to celebrate the World Cup, the 75th anniversary of Riverside and the 250th anniversary of the
United States. She said Gram and Dun officially opened at Argosy Casino; she attended a Martin Luther King Jr.
Day event at Union Station hosted by the Metropolitan Community College; encouraged donations to the Polar
Plunge; and she was working on video lottery terminals.

BOARD OF ALDERMEN
Alderman Milner thanked the snow removal crews for their work over the weekend and invited the Board to the
Park Hill South college fair showcase on February 3.
Alderman Bundy also thanked the crews and said she was excited about the new concerts announced for Live
Nation.
Alderman Draut said he would donate money to the Polar Plunge if any aldermen would participate. Police Chief
Chris Skinrood noted that they had lost a large sponsor and were working to reach their goal.
Alderman Beck asked that the Board consider not having a closed session on February 3 so they could attend the
college fair showcase.
Alderman Palma thanked Public Works and the Fire Department for their work during the snow.

Alderman Draut moved to adjourn the meeting at 8:23
p.m.; seconded by Alderman Cockrell.
