3:00 p.m.
The Board of Directors for Horizons Business Park Association met in session in the Board of
Alderman Chambers at City Hall, 2950 NW Vivion Rd, Riverside Missouri 64150.
Staci Bundy called the meeting to order at 3:10 pm. Those in attendance were President Staci
Bundy, Secretary Brent Miles, and Treasurer Al Bowman.
Jaime Guerra was absent.
Also present were Community Development Mike Duffy, Capital Projects & Parks Manager Noel
Challis Bennion and Community Development Admin Rhonda Smith.
MINUTES Al Bowman moved to approve the October 11, 2022 HBPA
meeting minutes, second by Staci Bundy.
Yes: Bowman, Bundy, and Miles.
Motion carried 3-0.
R-2023-001 OFFICE ELECTION Mike stated the mayor was looking to appoint two new
members in the future.
Brent Miles made a motion that all members retain their
current positions, seconded by Al Bowman.
Yes: Bowman, Bundy, and Miles.
Motion carried 3-0.
R-2023-002 BUDGET Noel noted that the water budget went over for the year but
she would keep a closer eye on leaks. Mike noted that the fund
balance was trending down and the budget would probably
need to have an increased assessment in 2024. He also noted
that the KC Current would eventually take over the
maintenance of the entryway which would lower costs.
Brent Miles made a motion to approve Resolution 2023-002
Budget, second by Staci Bundy.
Yes: Bowman, Bundy, and Miles.
Motion carried 3-0.
R-2023-003 ASSESSMENTS Mike noted that we will monitor the costs in the next year
carefully and look at raising the assessment amount to rebuilding the cash reserve. Brent requested 60 days to pay the
assessment. The date for sending out the assessments was amended to January 15, 2024 and the due date March 15,
2024.
Brent Miles made a motion to keep the levy assessment the same for 2024 with the amended due date, seconded Al
Bowman.
Yes: Bowman, Bundy, and Miles.
Motion carried 3-0.
R-2023-004 LANDSCAPING Noel noted that We can renew the contract for one more year
with White Lawn & Landscaping. Miles noted that Horizons Business Park always looks exceptional.
Brent Miles made a motion to approve the landscape contract for 2024, second by Al Bowman.
Yes: Bowman, Bundy, and Miles.
Motion carried 3-0.
OTHER BUSINESS Staci noted she had a few recommendations for possible board
members that she would forward to Mike.
ADJOURNMENT Brent Miles made a motion to adjourn the meeting at 3:32 pm,
second by Al Bowman.
Yes: Bowman, Bundy, and Miles.
Motion Carried 3-0.
