The Board of Directors for the Horizons Business Park Association met in session in the Board of
Alderman Conference Room and by Zoom conference.
Staci Bundy called the meeting to order at 4:01 pm. Those in attendance were President Staci
Bundy, 1st Vice President Sal LoPorto, Secretary Brent Miles and Treasurer Al Bowman.
Also present were City Administrator Brian Koral, Capital Projects & Parks Manager Noel Challis
Bennion and Administrative Support Rebecca Noble.
MINUTES Al Bowman moved to approve the October 13, 2021, meeting
minutes.
Brent Miles second.

Motion carried 4-0.
ELECTION OF OFFICERS Rebecca read the positions that each officer held during 2021:
President Staci Bundy, 1st Vice President Sal LoPorto, 2nd Vice
President Jaime Guerra, Secretary Brent Miles, and Treasurer Al
Bowman.
Sal LoPorto moved to elect each officer to the same position
held in 2021. Resolution 2022-001.
Al Bowman second.
Yes: Bundy, Bowman, LoPorto, Miles.
Motion carried 4-0.
EVERGY BILL Rebecca explained that the Evergy bill was for the controller
located at 3902 NW Van De Populier that controls the irrigation
system. The controller is shared with the City of Riverside and
the City of Riverside pays the monthly bill. The city requests
reimbursement for one half of the bills once a year. The invoice
from the city indicates that the total from 12/20/2020 to
12/19/2021 was $262.63. Half of the total bill and the amount
invoiced to the Horizons Business Park Association is $131.32.
Al Bowman moved to approve the Evergy invoice from the City
of Riverside. Resolution 2022-002.

INSURANCE Stacy explained that every three years we need to fill out new
applications to renew our two insurance policies. We did that on
the DO and GL. We have not received the DO yet, but we are
not expecting much of an increase in cost, maybe around $50.
The General Liability policy did go up from last year. The price
last year was $971.25. This year it’s $1,198.05. It increased
$226.80 from last year. Staci does not have a problem with the
increase because when we were trying to get insurance a few
years ago they were coming up with prices like $55,000. The
$1,100 seems reasonable. Brent is okay with the increase. Brent
remembers how hard it was to the get insurance. He
remembers Staci talking to multiple companies. Staci was
looking through her book, and she had contacted around five
companies and only one or two would give a price and it was
around a billion dollars. Until this company decides they don’t
like us anymore Staci thinks we should stick with them. The DO,
Staci doesn’t know what the price will be. Hopefully we will get
that soon. Rebecca explained what was done in the years past,
we have the budgeted amount of, $2,500. As long as both
policies fall within the budgeted amount, we would go ahead
and pay it. Brent is okay with that.
Al Bowman moved to renew the 2022 General Liability
Insurance policy and Directors and Officers Liability Insurance,
Resolution 2022-003 and 2022-004 as long as the combined
premiums do not exceed the $2,500.

TREE & SHRUB REPLACEMENT Rebecca reported that the Horizons Business Park Association’s
budget for 2022 includes $2,500 for tree replacement, $500 for
shrub replacement, $1,800 for tree fertilization, $1,000 for tree
protection and $5,000 for irrigation repairs. All the amounts are
the same as last year except the irrigation repairs. We had lots
of irrigation repairs last year. We had a quote last year to
ground the irrigation. We have not moved forward with that
because they are working on Soccer. The workers are driving
over the irrigation lines. We are waiting. We assume that we will
need to get a new quote from the company since it has been so
long. The irrigation amounts are higher than they have been in
the past, but they are all the amounts that we approved with
the budget. Brent asked who was doing the Landscape
Maintenance. The Landscape Maintenance is done by White
Lawn and Landscape. Staci asked when we signed a contract
with White Lawn and Landscape. Rebecca stated that when we
had our last meeting, we had sent out the Landscape
Maintenance for bid and White Lawn and Landscape had come
back with the lowest bid. The day after we had the bids come in,
we sold some of the property to soccer. We wrote the
Resolution in a way that if we don’t want to do the whole
contract with White Lawn and Landscape before the year is out,
we can modify the contract. We signed the contract up to the
amount in the bid. We can do all that if we need to but if we
want to modify, we can. White Lawn and Landscape has been
very easy to work with. Staci asked if we used them the year
before. Noel said that we have worked with them several years
now. Staci asked who does the irrigation part? Noel said that it
is a subcontractor to White Lawn and Landscape. Staci asked
what we were wanting to do. Rebecca said with a blanket
resolution these repairs could take place without additional
meetings.
Brent Miles moved to have a blanket resolution for tree
replacement, shrub replacement, tree fertilization, tree
protection and irrigation repairs. Resolution 2022-005

OBELISK Staci joked that we sold the obelisk to soccer. Rebecca said no
that the city owns the obelisk. Noel has taken some updated
pictures of the obelisk. Rebecca said that we have come to the
conclusion that the obelisk is kind of flat so everything kind of
sits there. Noel said, just the base of the obelisk. Noel brought
up a picture that was taken a couple of days ago. Noel said the
paint is starting to bubble again. Just on the concrete portion.
The stucco is still holding up nicely. From a spot down is painted
concrete. Everything above is painted stucco. The top edge has
a slight slope, but it is not very steep. It is a nice place for birds
to land and do their business. Then it runs off on to the obelisk
and that can be one of the problems with the paint. It could also
just be that it doesn’t want to stick to concrete, and we need to
look at a different kind of paint. Overall, it is looking okay just
having some issues with bubbling again. Rebecca said that we
were thinking of keeping pictures of the obelisk and realizing,
that the painted concrete may need to be painted on a
scheduled time frame. For example, every five years. If we keep
an eye on it, we can work into the assessments how much we
are going to need to budget to paint the concrete. Staci asked if
it’s just the paint that is an issue. It’s not crumbling again. Brent
asked if you could see it. Brent says that he occasionally goes
there, and it isn’t something that he notices. Brian said if you
get close and look it becomes obvious. Brian said he is picky
about that kind of stuff. Especially since it is something that we
just did two years ago, and Noel has had the contractor come
out and they were like “sorry”. Staci said, and it was a lot. Brian
said there have been some discussions with The Current. Long
term does that stay an obelisk? Does that stay a thing? What do
they do out there? The first priority, obviously, is getting
headquarters and the pitches done. Long term will it be there? If
the city or the business park really wants that to be there, long
term. I wouldn’t spend any more money one it. Staci said to
leave it be and if somebody else doesn’t do something with it
eventually and it starts to look crummier, then we will paint it
again. Brent said can the base be used for something else. Can
the top be taken off? Brian said that if the team had a crest. You
could take the top off and put the crest on or a soccer ball.
Many different things. Brent said the obelisk is essentially built
in two parts. Noel said, she thought so. Staci said to just leave it
be. Rebecca said that we are going to leave it be and take
pictures of it every meeting. Staci joked that it would be a
slideshow of deterioration. Brent said a time lapse.
ANNUAL FILING Rebecca reported that she would be filing the annual report
with the Secretary of State’s office prior to the August 31, 2021,
deadline.
OTHER BUSINESS Brent asked when we set the budget. Rebecca said that we do
the budget at the end of the year before the assessments go
out. At the meeting in October. We cut the assessments in half
from what they were the year before. We have received them
all and deposited them. When we collected less money than we
only had to do the schedule N on the taxes. We collected less
than $50,000 so our taxes were cheaper this year. Brian said
that we anticipate irrigation and landscape maintenance to go
down. Brent says that it looks great that we are progressing
well.
