HomeMy WebLinkAbout2022-10-11 HBPA Meeting MinutesMINUTES Horizons Business Park Association Board of Directors’ Meeting Riverside City Hall 2950 NW Vivion Road Riverside, MO 64150 Tuesday, October 11, 2022 4:00 p.m. The Board of Directors for Horizons Business Park Association met in session in the Board of Alderman Conference Room at City Hall, 2950 NW Vivion Rd, Riverside Missouri 64150 and by Zoom. Staci Bundy called the meeting to order at 4:05 pm. Those in attendance were President Staci Bundy (by Zoom), 1st Vice President Sal LoPorto (by Zoom), and Treasurer Al Bowman. Brent Miles and Jaime Guerra were absent. Also present were City Administrator Brian Koral, Director of Community Development Mike Duffy, Capital Projects & Parks Manager Noel Challis Bennion and City Clerk Robin Kincaid. MINUTES Sal LoPorto moved that the approval of the April 12, 2022, HBPA meeting minutes be continued to the next scheduled meeting to allow all members the opportunity to review, second by Staci Bundy. Yes: LoPorto, Bundy, and Bowman. Motion carried 3-0. R-2022-006 RC JONES -TAXES Noel stated that the tax preparation would be no more than $175. Sal LoPorto moved to approve Resolution 2022-006, the engagement letter from RC Jones & Associates, Inc to prepare the 2022 Tax Return, second by Staci Bundy. Yes: LoPorto, Bundy, and Bowman. Motion carried 3-0. R-2022-007 Grounds Maint. Noel explained that this is the first renewal of the 2022 contract we currently have, with the option for two one-year renewals. We continue to have discussions with KC Current, there may be reductions if they choose to take over maintenance of some areas. The round-a-bout and East side of the road are the areas they have mentioned. The budgeted amount is at $25,000 now and it is never all spent, and they have done a nice job this past year. Staci Bundy moved to approve Resolution 2022-007 the first- year renewal of the 2022 landscaping maintenance contract for the 2023 landscaping maintenance by White Lawn and Landscape, second by Al Bowman. Yes: Staci Bundy, Al Bowman, and Sal LoPorto. Motion carried 3-0. GROUNDING IRRIGATION Noel explained that the quote from White Lawn & Landscape, LLC for grounding irrigation issues is outdated and she will reach out for a current quote for the adjustment to be made to the budget if necessary. Staci Bundy moved to continue the motion for Grounding Irrigation System until the next scheduled meeting with an up- to-date quote, second by Al Bowman. Yes: Bundy, Bowman, and LoPorto. Motion carried 3-0. R-2022-008 Budget 2023 Noel and Brian Koral answered questions from the Board members. The obelisk cost was removed since it has been taken down. There was an added amount for the irrigation. Brian reminded the Board that the budget may always be amended if necessary if the grounding irrigation costs or other expenses need adjusted. Sal LoPorto moved to adopt the 2023 Budget as presented, second by Staci Bundy. Yes: LoPorto, Bundy, and Bowman. Motion carried 3-0. R-2022-009 ASSESSMENTS Brian Koral stated that assessments remained at the previous level. The Board has been consistently reducing the rate over time. As costs have stabilized due to the obelisk being torn down. Previous years there were always expenses due to obelisk repairs and there are no anticipated major needs going forward. Over time the Board has spent down a little of fund balance but keeping an appropriate level of reserve as well. Brian added that there has been no requests or indications of a need to reduce the SF Assessment from $0.003. Staci added that she thought the rate was reduced 2-3 times over the last few years. Sal LoPorto moved to approve Resolution 2022-009, keeping the levy annual assessments at .003 per square foot for the Horizons Business Park Association, Inc., second by Staci Bundy. Yes: LoPorto, Bundy, and Bowman. Motion carried 3-0. ADJOURNMENT Staci Bundy moved to adjourn the meeting at 4:22, second by Sal LoPorto. Yes: Bundy, LoPorto, and Bowman. Motion Carried 3-0.
