The Board of Directors for Horizons Business Park Association met in session in the Board of
Alderman Conference Room at City Hall, 2950 NW Vivion Rd, Riverside Missouri 64150 and by
Zoom Conference.
Staci Bundy called the meeting to order at 4:02pm. Those in attendance were President Staci
Bundy, 1st Vice President Sal LoPorto and Treasurer Al Bowman.
Also present were City Administrator Brian Koral, Director of Community Development Mike
Duffy, Capital Projects & Parks Manager Noel Challis and Administrative Support Rebecca
Noble.
MINUTES Sal Loporto moved to approve the April 28, 2021, meeting
minutes.
Al Bowman second.

Motion carried 3-0.
SALE OF LAND Brian Koral presented information regarding the sale of a portion
of Parcel 14 to KC NWSL soccer club. KC NWSL will have their
corporate headquarters and two soccer pitches for the team.
There will also be one youth soccer pitch. The plan is for 50 acres
to be a youth soccer complex. Parcel A closed September 24th and
Parcel B will be closing next week. Conditions have been discussed
with the KC NWSL soccer club and they have a willingness and
desire to take over some of the maintenance in the business park.
In the next thirty days we will start looking at what the agreement
between KC NWSL and the Horizons Business Park Association will
look like. Sal asked why would they want to take over the
maintenance. Brian answered that they do not want to pay
assessments and they will have $40 million invested. Mike
answered that they may want to have signage in the median that
directs people where to go and there may be some new branding.
The monument sign may be rebranded. Brian indicated that the
land frontage to Horizons Parkway will remain in the Business
Park. After the sale of the land was discussed, the Board moved
onto the regular business for the business park.
2021 TAX PREPARATION R C Jones & Associates has provided The Association with an
engagement letter for the 2021 taxes. R C Jones & Associates
completed the 2020 taxes for the Association. The cost for the
2020 taxes was $700 for the 990EX and $17 for a schedule O. For
a total of $717. After the 2020 taxes were filed the IRS sent a
notification to the Horizons Business Park indicating that if gross
receipts are under $50,000 the business park may file a 990N
(Postcard filing). An email from Robert Jones, Accountant at RC
Jones & Associates, indicates that if the association files the 990N
(Postcard filing) then the cost will be $175.
Sal LoPorto moved to accept the Engagement Letter from R C
Jones & Associates for 2021 Tax Preparation services. Resolution
2021-007.

LANDSCAPE MAINTENANCE The board reviewed the bids from White Lawn and Landscape, LLC
- $25,308, Embassy Landscape Group, Inc. - $44,940 but their
math may need to be corrected, TurfBoss LLC - $65,470 and Lotus
Lawncare & Services LLC - $60,530. White Lawn & Landscape, LLC
is the current provider, and they are doing a great job. Staci asked
if the contract was for one year. Noel indicated that there is an
option to extend. It was discussed that bids were received on
September 23rd and the sale of the land happened on September
24th. With plans for KC NWSL soccer club to take over some of the
maintenance the business park will not need to contract with
White Land and Landscape, LLC for the full amount of their bid.
Sal LoPorto moved to work with White Lawn and Landscape for
the 2022 Landscape Maintenance not to exceed the bid amount
of $25,308. Resolution 2021-008.

GROUNDING IRRIGATION The quote from White Lawn & Landscape, LLC regarding the
grounding of the irrigation system was reviewed. Noel has done
some research on grounding of irrigation systems, and we think
that the irrigation system was not properly grounded and this
needs to be completed. Sal asked what is grounding problems.
Noel indicated that the repairs we have been doing on the
irrigation system may be caused by lightning strikes. Due to the
construction work for the new soccer complex we are not sure if
the work to complete the grounding will be done this year or next
year. The funds to compete the grounding of the irrigation system
will be included with the budget.
OBELISK Noel shared three pictures of the Obelisk. Two of the pictures
showed bubbling and peeling paint and the third picture showed a
crack. It’s just a little over a year since the Obelisk repairs have
been completed. When the obelisk was repaired it was painted
with the same paint that the architect had originally planned. We
have the same result as we did with the original paint job. Sal
asked the history of the Obelisk. Mike indicated that it was a
NorthPoint design that had been based off the “New Town
Development” It was the primary feature. The Obelisk is in the
Right of Way and the City owns everything in the Right of Way.
The Business Park Association is maintaining the Obelisk. Noel is
working with the contractor to try to get them to fix the obelisk.
Noel is also working with Musselman and Hall for different
options of repair for the Obelisk. Staci suggested that if the
Obelisk is not fixed under the warranty to leave it. Sal agreed to
leave the Obelisk as is. Staci said that we will table the Obelisk.
STAMPS It was discussed that the association needs to buy some stamps.
The funds to buy stamps will be included with the budget.
BUDGET Rebecca reviewed the Proposed 2022 Budget with the
assessments being $.003 per square foot, half of what they were
last year. Brian anticipates that the amount budgeted for grounds
maintenance will go down. Sal asked whose responsibility is it to
keep the ponds full? Brian indicated that it is the City keeping the
ponds full using original funds from the MDA (Master
Development Agreement). Brian said that maybe, in the future, if
a water feature is added to the ponds the BPA can join to fund the
feature.
Al Bowman moved to approve The Budget. Resolution 2021-009.

ASSESSMENTS The Proposed 2022 Budget suggested a .003 per square foot
assessment.
Sal LoPorto moved to approve the assessments at .003 per square
foot. Resolution 2021-010.
