HomeMy WebLinkAbout2026-02-17 Regular Meeting MinutesMINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, February 17, 2026 7:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, February 17, 2026. REGULAR SESSION CALL TO ORDER Mayor Pro Tern Robert Milner called the meeting to order at 7:00 p.m. ROLL CALL The City Clerk called the roll. In attendance were aldermen Dawn Cockrell, Steve Palma, Jill Beck, Staci Bundy, and Jason Draut. Also present were City Administrator Greg Mills, Fire Chief Gordon Fowlston, Police Chief Chris Skinrood, City Engineer/Public Works Director Travis Hoover, Human Resources Manager Amy Strough, Capital Projects and Parks Manager Noel Bennion, City Attorney Paul Campo, and City Clerk Melissa McChesney. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENTS Mark Sumada, Suma Design builder, and Slawich Pech, 4613 NW Klamm Road, provided comments about the City Code amendment regarding certificates of occupancy. It was noted that the item would be postponed to a future meeting date. LEGISLATIVE SESSION CONSENT AGENDA Alderman Beck moved to approve the consent agenda, as presented; seconded by Alderman Cockrell. Yes: Cockrell, Palma , Beck, Bundy, Milner, and Draut. Motion carried: 6-0. The following items were approved on the consent agenda: MINUTES OF 2-3-2026 Alderman Beck moved to approve the minutes of the February 3, 2026, meeting; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. 1 COURT REPORT January 2026 Alderman Beck moved to approve the January 2026 Court Report; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. RESOLUTION 2026-023 Bill Pay Alderman Beck moved to approve Resolution No. 2026-023 authorizing the expenditure of funds out of the City treasury of the City of Riverside for fiscal year 2025-2026 weeks ending February 6th and February 13th in the amount of $1,298,931.91; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. RESOLUTION 2026-024 UMB Credit Card Program Alderman Beck moved to approve Resolution No. 2026-024 authorizing participation in a credit card program and approving execution of UMB Bank, N.A.'s organization resolution and agreement; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. RESOLUTION 2026-025 Amphitheater Way Streetlight Modifications Alderman Beck moved to approve Resolution No. 2026-025 authorizing street light modifications on Amphitheater Way and approving an authorization for street light changes with Evergy; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0 . REGULAR AGENDA PUBLIC HEARING Darby Townhomes of Platte County Mayor Pro Tern Milner opened the public hearing at 7:09 p.m. to consider approving rezoning, a preliminary plat, and a preliminary and final development plan for Darby Townhomes of Platte County. Community Development Planner Sarah Wagner said the approximate one-acre property was on the far eastern side of town on NW Tullison Road. The proposal was for one building with seven individual units of approximately 1,800 square feet. She noted that GP-I was a holding district and had to be rezoned to conform to the City Code when a project was proposed. The property would be platted into a single lot without any dedicated public infrastructure. 2 The preliminary development plan included two entrances into the property, and a sidewalk would be constructed from the entrance to the Kansas City, Missouri city limits to tie into the trail system. Mayor Pro Tern Milner opened the floor to public comments. Comments were received by Terry Buller, 4415 NW Pawnee Drive, who was concerned about traffic congestion in the area. Wagner added that the Planning and Zoning Commission recommended approval of the three applications on February 12. Mayor Pro Tern Milner asked if there were any further questions or comments and, hearing none, closed the public hearing at 7:22 p.m. BILL NO. 2026-011 Darby Townhomes Rezoning City Clerk Melissa McChesney gave the first reading of Bill No. 2026-011. Alderman Cockrell moved to accept the first reading and place Bill No. 2026-011 on second and final reading; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. City Clerk McChesney gave the second reading of Bill No. 2026-011. Alderman Bundy moved to approve Bill No. 2026-011 and enact said bill as ordinance; seconded by Alderman Palma. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. BILL NO. 2026-012 Darby Townhomes Preliminary Plat City Clerk Melissa Mcchesney gave the first reading of Bill No. 2026-012. Alderman Palma moved to accept the first reading and place Bill No. 2026-012 on second and final reading; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. City Clerk Mcchesney gave the second reading of Bill No. 2026-012. Alderman Palma moved to accept the first reading and place Bill No. 2026-013 on second and final reading; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. City Clerk McChesney gave the second reading of Bill No. 2026-013. BILL NO. 2026-014 Confirming Employment of Gregory Mills City Clerk Melissa Mcchesney gave the first reading of Bill No . 2026-014. Human Resources Manager Amy Strough said the proposed bill formalized the hiring of Greg Mills. Alderman Cockrell moved to accept the first reading and place Bill No. 2026-014 on second and final reading; seconded by Alderman Draut. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. City Clerk McChesney gave the second reading of Bill No. 2026-014. Alderman Draut moved to approve Bill No. 2026-014 and enact said bill as ordinance; seconded by Alderman Bundy. BILL NO. 2026-015 Confirming Employment of Donna Oliver City Clerk Melissa Mcchesney gave the first reading of Bill No. 2026-015. Human Resources Manager Amy Strough said the proposed bill formalized the hiring of Donna Oliver. Alderman Bundy moved to accept the first reading and place Bill No . 2026-015 on second and final reading; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. 4 BILL NO. 2026-016 Employing Morgan Mizouni City Clerk McChesney gave the second reading of Bill No. 2026-015. Alderman Palma moved to approve Bill No. 2026-015 and enact said bill as ordinance; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. City Clerk Melissa McChesney gave the first reading of Bill No. 2026-016. Human Resources Manager Amy Strough said Morgan had graduated from the academy and would be attending paramedic school. Alderman Bundy moved to accept the first reading and place Bill No. 2026-016 on second and final reading; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. BILL NO. 2026-017 Employee Vehicle Use City Clerk Mcchesney gave the second reading of Bill No. 2026-016. Alderman Palma moved to approve Bill No. 2026-016 and enact said bill as ordinance; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. City Clerk Melissa Mcchesney gave the first reading of Bill No. 2026-017. Human Resources Manager Amy Strough said the change was presented to the Board on February 3. Motion carried: 6-0. City Clerk McChesney gave the second reading of Bill No. 2026-017. Alderman Cockrell moved to approve Bill No. 2026-017 and enact said bill as ordinance; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. 5 BILL NO. 2026-018 Certificates of Occupancy Mayor Pro Tern Milner said the item was postponed to a future meeting. LIQUOR LICENSE River Roll Skate Center City Clerk Mcchesney said the application was submitted on January 20 for River Roll Skate Center, which was within 300 feet of a church. The applicant spoke to the Board on January 27 and based on a consensus of the Board, staff mailed notification letters on January 30 to the property owners within 300 feet of the business, as required per the City Code. Alderman Palma moved to approve an all inclusive retail liquor by the drink and Sunday sales liquor licenses to Niclynn, Inc. dba River Roll Skate Center; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. CITY ADMINISTRATOR Human Resources Manager Amy Strough reviewed changes that were made based on recommendations from the staffing study completed in October and the impact on the budget. She also provided a summary of upcoming changes regarding the assistant in the Fire Department; the IT director position; and the HR Generalist and Communication positions that required approval before staff could move forward with hiring. Alderman Beck moved to approve hiring the two new positions [HR Generalist and Communications] as presented; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, and Draut. Motion carried: 6-0. Strough also discussed the finance director position, nothing that she was having difficulty collecting qualified applications and she had spoken with a recruiter. The consensus of the Board was to move forward with a recruiter and present an item for their approval at a future meeting. COMMUNITY DEVELOPMENT None. ENGINEERING/PUBLIC WORKS None. FINANCE None. FIRE Fire Chief Gordon Fowlston sought feedback about the 6 new report included in the packet. He also updated the Board on a townhome fire that occurred on February 9, noting there was good communication among the City and the mutual aid participants. POLICE None. LEVEE BOARD Public Works Director Travis Hoover said the next meeting was scheduled for February 18. MAYOR'S DISCUSSION Mayor Pro Tern Milner said he knew someone from the fire who was receiving a lot of support, and he thanked staff for their hard work at the fire. BOARD OF ALDERMEN Alderman Palma thanked the Fire and Police departments and said we were fortunate to have good crews. He also complimented Mayor Pro Tern Milner on running the meeting. CLOSED SESSION MOTION TO ENTER INTO CLOSED@ 7:47 P.M. Alderman Cockrell moved to enter closed session at 7:47 p.m. pursuant to RSMo 610.021(1) Legal Action and litigation; and RS Mo 610.021 (2) Leasing, Purchase, or sale of real estate; seconded by Alderman Palma. Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut. Motion carried: 6-0. The Board reconvened in open session.
