AN ORDINANCE AMENDING ORDINANCE N0. 73-40 AND ORDINANCE 2.2 OF THE ADMINISTRATIVE CODE AND AMENDING ORDINANCE 73-29 AND ORDINANCE 2.12 OF THE ADMINISTRATIVE CODE AND SEPARATING SECTION 2.2 AND 2.12 OF THE ADMINISTRATIVE CODE OF THE CITY OF RIVERSIDE, b42SSOURI. BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: Section 1. That Ordinance No. 73-40 and Ordinance 2.2 of the Administrative Code of the City of Riverside, Missouri, be amended to read as follows, to-wit: Section 1. Elected Officers. The Mayor, members of the Board of Aldermen, Marshall, Collector and Municipal Judge are hereby declared to be the only officers of the City of Riverside to be elected by the people. Section 2. Appointive Officers. The City Clerk, Treasurer, Attorney, Assistant Attorneys, Engineer, Director of Public Safety and Secretary to the Board of Aldermen are hereby declared to be appointive officers of the City. Section 3. Employees. All persons holding or that may hold other positions under the city government other than those set forth in Section 1 and 2 of this ordinance are hereby declared to be employees. Section 4. Term of Office. Terms of all elected officials shall be for two (2) years or until their successors are elected and qualified. The term of the appointive officers shall be until resignation or termination by the Mayor with the consent and approval of a majority of the members of the Board of Aldermen. Section 5. Salaries. The salaries of the city officials of the City of Riverside, Missouri are hereby fixed at the following: Collector $50.00 per year Marshall Treasurer Municipal Judge Mayor $50.00 per year $1.00 per year $200.00 per month $50.00 per meeting with a limit of $250.00 per month Aldermen $25.00 per meeting with a limit of $125.00 per month Section 6. Duties of City Clerk. the City Clerk shall be as follows: 1. To help the secretary to the keep a journal of the proceedings Aldermen (the minutes). The duties of Board cf Aldermen of the Board of 2. To keep all ordinances and code books current. 3. To safely and properly keep the records and papers belonging to the City which may be entrusted to her care. 4. To be the general accountant for the City. 5. To administer official oaths. 6. To administer oaths to persons certifying to demands or claims against the City. 7. To do such administrative duties as may be delegated to her by the Mayor. 8. To attend all regular and special meetings of the Board of Aldermen unless otherwise directed by the Mayor or Board of Aldermen. Section 7. Duties of the Treasurer. The office of Treasurer is combined with that of City Clerk and the City Clerk shall serve as ex officio Treasurer. The Treasurer shall keep such records and make such reports -' as may be required by state statute, the ordinances or the Board of Aldermen. Section 8. Duties of City Engineer. The City Engineer shall perform such engineering duties as may be delegated to him by the Board of Aldermen. All records made by him or which come into his possession shall be kept on file by him. Section 9. Duties of City Attorney.. The City Attorney shall act as counselor for the Mayor and Board of Aldermen on all City matters, attend all meetings of the Board of Aldermen and sessions of the Police Court when requested to attend same by the Mayor, any member of the Board of Aldermen, the Director of Public Safety or Municipal Judge. He shall represent the City in all matters of a civil or police nature in which the City may be interested, draw all ordinances and legal documents. Section 10. Duties of Assistant City Attorney. The Assistant City Attorney shall have those duties as may be delegated to him by the City Attorney. Section 11. Duties of Municipal Judge. The Municipal Judge shall perform all duties imposed upon him by the laws of the State. Section 12. Duties of Collector. The Collector shall perform all duties required by the laws of this State, the ordinances and the Board of Aldermen. Section 13. Salary of Appointive Officers. The appointive officers of the City shall receive such salary as may be determined by the Board of Aldermen. BE IT FURTHER ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: Section 2. That Ordinance No. 73-29 and Ordinance 2.12 of the Administrative Code of the City of Riverside, Missouri, be amended to read as follows, to-wit: Section 1. The position of Assistant City Clerk is hereby eliminated. Section 2. There is hereby created a position of Police Clerk. The duties of the Police Clerk shall be as follows: 1. To keep a record of all cases filed and the deposition thereof. 2. To safely and promptly keep all bond money and fine money and to promptly deliver the same to the City Treasurer. 3. To promptly process all appeals. 4. To render upon request of the Board of Aldermen an accounting of all funds coming to the City or deposited with the City by virtue of the Police Court. 5. To certify to the Department of Revenue the record of conviction for all moving traffic violations. Section 3. There is hereby created the appointive position of Secretary to the Board of Aldermen, which said position of Secretary may or may not be filled in the sole discretion and judgment of the Board of Aldermen. The duties of the Secretary to the Board of Aldermen shall be as follows: 1. To keep a journal of the proceedings of the Board of Aldermen. (the minutes) 2. To attend all regular and special meetings of the Board of Aldermen unless otherwise directed by the Board of Aldermen. 3. To do such administrative duties as may be delegated to the position by the Board of Aldermen. 4. To do such other administrative and secretarial duties as may be directed to be done by the Board of Aldermen. Section 4. The City Clerk is directed to make the appropriate changes in the City Code.
