R-2026-037 A RESOLUTION APPROVING AND ENDORSING APPLICATION TO THE PLATTE COUNTY COMMISSION FOR FUNDING UNDER THE PLATTE COUNTY STORMWATER GRANT PROGRAM, FUNDED BY THE COUNTY-WIDE DEDICATED PARKS AND RECREATION AND STORMWATER QUARTER-CENT SALES TAX WHEREAS, the County of Platte and the City of Riverside deem it a high priority to improve quality of life for all citizens through maintaining stormwater infrastructure, and WHEREAS, the County Commission of the County of Platte seeks to support local efforts, create effective partnerships, and increase the level of cooperation between County government and cities, schools, and non-profit community service organizations within the county, and WHEREAS, the citizens of Platte County on August 4, 2020 approved a renewal of the dedicated half-cent sales tax for parks, recreation, and stormwater control for a period of ten ( 10) years, and WHEREAS, the County Commission of the County of Platte has developed the Stormwater Grant Program, funded by the citizen approved quarter-cent county-wide sales tax, and WHEREAS, the City of Riverside wishes to make application to the County for consideration of the attached and completed Stormwater Grant Program Application, and WHEREAS, the Board of Aldermen of the City of Riverside agree to comply with all program guidelines and requirements of said Stormwater Grant Program, including providing matching funds if such application shall be funded by the County Commission. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: THAT the attached application is respectfully submitted for consideration by the County Commission. FURTHER THAT the Mayor, the City Administrator, and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. Describe the need for the project, and the proposed improvement to the existing condition. 1. PROJECT DESCRIPTION: Describe your proposed project including a detail sheet(s) or engineering plans if applicable. Include a statement identifying the needs to be addressed by your project and how your project will satisfy those needs. Identify the parties responsible for project completion. In 2011, City Hall had a new parking lot installed with a detention basin or rain garden to slow and filter the stormwater through plantings. The parking lot is designed for stormwater to flow into three flumes, be filtered by rock, and drain into the rain garden. The initial planting of the rain garden failed and while the soil systems still help retain and filter water, the filtration can be enhanced with plants. This project is needed to replant the rain garden and allow for proper maintenance of these areas. Not only will the native plant rain garden allow for better filtration, but it will help beautify the City Hall campus, serve as an educational opportunity for green infrastructure, and provide pollinator habitat. The City of Riverside will be responsible for planting the rain garden through contract services. If the contractor is willing, we will have them involve a volunteer group in the planting, to expand educational opportunities. Page 3 of 15 2. TIMELINE: Describe the time frame in which you plan to implement and complete your project. PARTNERSHIP INVOLVEMENT: Describe the partnerships established between local government, private citizens, community organizations, and/or homeowner associations to plan and complete the proposed project and the role of each entity. The City of Riverside will be responsible for this project. We will hire a contractor to prepare the site and install the plantings and filter rock. We also plan to contract with the installer to maintain the rain garden for the first year to ensure proper establishment of the plants. Page 5 of 15 5. INSURANCE: List the name, address and phone number of your insurance carrier and the amount of your general public liability coverage. OPERATION AND MAINTENANCE: Identify the responsible agency and source of funding that will support the maintenance of the project once it is complete. The City of Riverside is responsible for maintaining the stormwater system in the City. We annually check all stormwater facilities and provide maintenance as needed. Since the native plant detention areas will initially require a higher level of care, we will contract with a landscape company to ensure the plants are properly established and maintained .
