AN ORDINANCE COMBINING THE POLICE DEPARTMENT AND FIRE
DEPARTMENT; PROVIDING FOR CREATING A NEW (POSITION OF
DIRECTOR OF PUBLIC SAFETY; PROVIDING THE DUTIES AND
RESPONSIBILITIES OF THE DIRECTOR OF PUBLIC SAFETY;
AND FURTHER PROVIDING THAT THE DIRECTOR OF PUBLIC
SAFETY MAY SERVE IN THE DUAL CAPACITY OF APPQINTIVE
POLICE CHIEF; PROVIDING THE DUTIES AND RESPONSIBILITIES
OF THE POLICE CHIEF AND FIRE COMMANDER AND~REPEALING ALL
ORDINANCES INCONSISTENT THEREWITH.
BE IT ORDAINED BY THE BOARD OF ALDERI+lEN OF THE CITY OF
RIVERSIDE, MISSOURI, AS FOLLOWS:
-SECTION 1. Combination of Fire and Police Department.
The police department and fire department are hereinafter
combined and shall be hereinafter known as The Department
of Public Safety. Provided, however, the duties of departmental
officers shall be combined only as specifically set out herein,
and it is specifically provided that employees of the .City
may be delegated the specific responsibility as police officers
or fire department officers without any additional authority
except as expressly commissioned to them.
SECTION 2. Director of Public Safety. There is hereinafter
createded apposition which shall be known as .Director of Public
Safety who shall have the overall supervisory responsibility
for both the fire-and police department as an administrative
employee of the City who shall have the following specific
duties and responsibilities.
1. The Director of Public Safety shall supervise all
members of the police and fire department:
2. He shall hire all personnel of said departments
subject to the appointive power of, the P•layor
with the approval of the Board of Aldermen.

3. He shall be the administrative head of both the
police and fire department and both .the police chief
and fire commander shall be subject to .his direct
supervision and control.
4. He shall report when required by the Commissioner
of Public Safety any administrative problem of either
department and shall furnish other reports to said
. commissioner as they be required by said commissioner. -
` 5. He shall report to the Iiayor and Board of Aldermen
such information as may be required of him.
6. He shall carry out all personnel policies set by
the Commissioner of Public Safety or by the Board
of Aldermen.
7. He shall make regulations and see that all regulations
of the police and fire department are carried out.
8. He shall have direct responsibility for all budgetory
matters with regard to either the police or fire department.
He shall approve any expenditures of either department.
9. He shall suspend or terminate any employee of either
department when he deems it necessary or appropriate.
10. He shall cooperate with all elected officials
including the elected City Marshall.

11. He shall do such other duties as may be delegated
to him by the Mayor and Board of Aldermen.
SECTION 3. Positions Combined. The Director of Public
Safety may serve in the dual capacity of appointive police
chief.
SECTION 4.
Duties of Police Chief
1. To supervise all employees of the police division.
2. To establish and enforce division procedures and policy.
3. To enforce all city ordinances and the laws of the '
State of Diissouri and the Unites States of America.
4. To incur expenses only as authorized by the Director
of Public Safety.
5. To recommend promotions and demotions.
• 6. To do such other duties as may be delegated to
him by Director of Public Safety, the Mayor and
Board of Aldermen.
SECTION 5.. Duties of Fire Commander.
' 1. To supervise all 'employees of the fire division.
2. To establish and enforce division procedures and policy.
3. To work for fire protection and to supervise fire
fighting.
4. To incur expenses only as authorized by the Director
of Public Safety.
5. To recommend promotions and demotions.
6. To do such other duties as may be delegated to
him by Director of Public Safety, the Mayor and
Board of Aldermen.
SECTION 6. Ordinances Inconsistent Repealed. All
ordinances fiat maY be inconsistent wit t is or finance are
hereby repealed.

This ordinance was executed on May 21, 1979, because
the original ordinance reflected in the minutes of
January 28, 1975, was misplaced and an unsigned copy placed
in the ordinance book.
