ORDINANCE NO.J
AN ORDINANCE PROVIDING FOR THE CREATION AND ESTABLISHMENT OF
FIRE DEPARTMENT FOR THE CITY OF RIVERSIDE, MISSOURI; SETTING
FORTH THE DUTIES, RIGHTS AND RESPONSIBILITIES OF THE FIRE
CHIEF AND ASSISTANT FIRE CHIEF AND THE APPOINTMENT THEREOF;
SETTING FORTIi THE DUTIES, RIGHTS AND RESPONSIBILITIES OF THE
MEMBERS OF THE FIRE DEPARTMENT AND THE APPOINTMENT THEREOF;
PROVIDING FOR THE DISMISSAL OF FIREMEN BY THE FIRE CHIEF;
AUTHORIZING AND ESTABLISHING SALARIES FOR THE FIRE CHIEF,
ASSISTANT FIRE CHIEF AND bIEMBERS OF THE FIRE DEPARTP+IENT; AND
AUTHORIZING FIRE SERVICE OUTSIDE THE CORPORATE LIPQITS OF THE
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
RIVERSIDE, MISSOURI, AS FOLLOWS:
A
CITY.
Section 1. ESTABLISHMENT. There is hereby created and
established a Fire Department, consisting of a Fire Chief,
an Assistant Fire Chief and such other members as may from
time to time be provided for by the Mayor and Board of Aldermen.
Section 2. APPOINTMENT, DUTIES AND SALARY OF FIRE CHIEF.
The Fire Chief shall be appointed by the Mayor, with the consent
and approval of a majority of the Aldermen. Fie shall be some
suitable person, appointed in the same manner as other appointed
officers and shall, unless sooner removed, hold office for a term of
one (1) year or until his successor is appointed or qualified.
The Fire Chief shall have the control, subject to the order of the
Mayor and Board of Aldermen, and direction of the Fire Department and
all fire apparatus and equipment belonging to the city. Whenever
any fire apparatus needs reapiring the said Fire Chief shall cause
the same to be done with all reasonable dilligence after approval
therefor by the Mayor and Board of Aldermen. The Fire Chief shall
receive a salary of Fifty Dollars ($50.00) per month.
Section 3. APPOINTMENT, DUTIES AND SALARY OF ASSISTANT
FIRE CHIEF. Assistant Fire Chiefs may be appointed in the same
manner, have the same qualifications and the same duties and
responsibilities as the Fire Chief. They shall act under
the direction of the Fire Chief and shall assume all duties of. the
Fire Chief in the absence of the Chief. Each Assistant Fire
Chief shall receive a salary of Twenty-Five Dollars ($25.00)
per month.
Section 4. MEMBERSEiIP AND SALARIES. The Fire Department
shall consist of so many members as may be decided upon by the
Mayor and Board of Aldermen. Members shall be appointed in the
same manner and for the same term as the Fire Chief. Members
shall receive a salary of One Dollar ($1.00) per year plus an
allowance of Two Dollars ($2.00) per fire call which the member
attends in which fire apparatus and equipment are deployed from the
fire station to a fire. In addition each fireman shall receive
Two Dollars ($2.00) for each class actuallly attended, provided
however, no fireman shall be paid for more than one class per week..
Section 5. RECORDS. The Fire Chief shall keep or cause
to be kept a record of all meetings of the Fire Department and
the attendance of the members, record of all fires, and, shall
annually file with the Commissioner of Public Safety a full
report of such records, attendance and fires.

Section 6. COMMISSIONER OF PUBLIC SAFETY. As provided
by ordinance, a mem er of t e Board of A ermen, shall be
appointed as Commissioner of Public Safety. He shall have
general supervisory powers over the Fire Department and shall
act as the liaison between the Fire Department and the Board
of Aldermen. The Commissioner of Public Safety shall report
the Fire Chief's records to the Mayor and Board of Aldermen as
required by ordinance. He may establish and enforce regulations
for the Fire Department.
Section 7. DUTIES AND OBEDIENCE TO ORDERS. It shall be
the function and duty of the Fire Department and every member
thereof to extinguish accidental or destructive fires and to
prevent the occurrence or spread of such fires. Any fireman
shall be subject to dismissal by the Fire Chief, with the
approval of the Commissioner of Public Safety. At all fires,
the Fire Chief and his Assistant shall rank in the order
named, and the officer of the highest rank at the fires shall
take command of the Fire Department, and direct the management
thereof for the suppression of the fire, in the best manner
possible; and when it may be necessary for the protection of
lives and property and to prevent the spread of the fire, the
officer in charge may call on every male person over the age of
twenty-one (21) years to render assistance to the Fire
Department and said person shall be subject to the orders of
the officer in command of such fire.
Section 8. SERVICE OUTSIDE CORPORATE LIMITS. tdembers
of the Fire Department are authorized to go outside the corporate
limits of the City for the purpose of rendering aid to other
Fire Departments, extinguishing fires or rendering aid in case
of accidents. Provided, however, that the Fire Department shall
not render such service outside the corporate limits except upon
the express order of the Commissioner of Public Safety or the
Mayor; excepting that where the City has undertaken by contract
to render service to property or other municipalities outside
the corporate limits, the Fire Department may leave the corporate
limits in fulfillment of such contracts or agreements.
