"-/~ ORDTNANCE N0. ~-/`~ AN ORDINANCE CREATING, ESTABLISHING AND APPOINTING THE POSTS OF COMMISSIONER OF PUBLIC SAFETY, COMMISSIONER OF STREETS, COMMISS- IONER OF PROPERTY, COMMISSIONER OF COMMERCE, COMMISSIONER OF HEALTH AND COMMISSIONER OF FINANCE; PROVIDING FOR THE DUTIES AND RESPONSIBILITIES THEREOF; AND FURTHER PROVIDING ADDITIONAL COMPENSATION FOR THE COMMISSIONERS OF PUBLIC SAFETY, STREETS, AND PROPERTY. BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: Section 1. There are hereby created and established for the City of Riverside, Missouri, the posts of Commissioner of Public Safety, Commissioner of Streets, Commissioner of Property, Commissioner of Commerce, Commissioner of Health and Commissioner of Finance. Section 2. The Mayor with the approval of the Board of Aldermen, shall appoint a member of the Board of Aldermen of the City of Riverside, Missouri, to fill the post of commissioner for each of the above named commissions. No member of the Board of Aldermen may be appointed to more than one commission. The appointment shall be made for the duration of the elected term of said alderman. Section 3. The Commissioner of Public Safety shall have the general responsibility for and supervision of the police department, the proposed fire department and all other city employees. The commissioner shall exercise general supervision over the police department, general supervision over the proposed fire department, and general supervision over the personnel of other city departments. The commissioner shall when directed by the Board of Aldermen make a monthly written report to the Mayor and Board of Aldermen at a regular meeting of the Board advising the Board of any problems encountered by the police department, proposed fire department or any other city employees. Said commissioner shall report to the Board regarding personnel policies, expenditures needed or proposed by each of said city departments. The post of commissioner of public safety shall be deemed to be an additional duty for the alderman appointed thereto and there is hereby provided the sum of $60.00 per month as additional compensation to said commissioner which shall be in addition to any other compensation authorized by ordinance. Section 4. The Commissioner of Streets shall have the general responsibility for and supervision over the planning, construction and maintenance of all public streets and roadways located in the City of Riverside, Missouri. The commissioner shall prepare and maintain a map and schedule of all streets and public highways within the city. Said commissioner shall report on the status of the streets and roadways located within the City. Said report shall be given monthly in writing to the Mayor and Board of Aldermen at a regular meeting of the Board. The commissioner's report shall include any recommended or proposed changes to any right of way, recommendations or proposals as to widening streets and recommendations or proposals as to driveway culverts. The commissioner shall review all plats of proposed subdivisions regarding the location and construction of streets. The commissioner shall have the responsibility for traffic control including the installation of traffic signs and street signs. The commissioner shall plan and execute all snow removal activities of the City. The commissioner of streets shall be deemed to be an additional duty for the alderman ~3--~F _2_ appointed thereto and there is $60.00 per month as additional which shall be in addition to by ordinance. hereby provided the sum of compensation to said commissioner any other compensation authorized Section 5. The Commissioner of Property shall have general supervision over all public property within the city including the city hall, city parks and city playgrounds. The commissioner shall inspect the city;s property on regular gasis. The commiss- ioner shall also have general supervision and responsibility for the city baseball park. The commissioner shall be responsible for contracting with individuals and groups desiring to use city property and shall further be responsible for requiring adequate insurance coverage for the baseball leagues utilizing the city baseball park. The commissioner shall make a monthly written erport to the Mayor and Board of Aldermen at a regular meeting of the Board regarding the status of and any recommendation: and proposals for;the construction, maintenance or use of city public property. The post of commissioner of property shall be deemed to be an additional duty fot the aldermen appointed thereto and there is hereby provided the sum of $60.00 per month as additional compensation to said commissioner which shall be in addition to any other compensation authorized by ordinance. Section 6. The Commissioner of Commerce shall have the general supervision and control over the issuance and regulatingY of business licenses of the City of Riverside. Section 7. The Commissioner of Health shall have the general supervision over the sanitary sewers and storm sewers. Said commissioner shall be responsible for the planning, construction and maintenance of sewers. Section 8. The Commissioner of Finance shall have the general supervision and responsibility for the city budget, annual operating expenses, capital improvements and taxation. The commissioner shall have the responsibility for submitting to the Board of Aldermen his recommendations for the annual city budget. PASSED THIS DAY OF , 19/73.
