HomeMy WebLinkAbout1954-154 - Extermination of RatsBILL N0. 154 ORDINANCE N0. 154 AN ORDINANCE TO PROVIDE FOR THE PROTECTION OF PUBLIC HEALTH BY PREVENT- ING THE SPREAD OF RAT BORNE DISEASE AND INFECTION BY ELIMINATION OF UNSANITARY CONDITIONS ASSOCIATED WITH SUCH DISEASE AND INFECTION BY THE EXTERMINATION OF RATS AND BY REGULATING CONDITIONS AFFORDING RAT HORBORAGE. BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS: SECTION 1. DEFINITIONS For the purpose of this ordinance, ("rat harborage" shall mean any condition that provides a shelter of protection for rats. "Owner" shall mean the actual owner, agent, or custodian of any premises in the City of Riverside, Mo., "Lessee in possession" shall mean any occupying premises within the City limits of the City of Riverside, Mo. SECTION 2. -All garbage, waste, animal or vegetable matter, or small dead animals shall be stored in galvanized metal containers with a wind proof and rat proof cover, and it shall be unlawful hereafter to dump any such garbage, waste, animal or vegetable material or small dead animals upon any of the streets, highways, alleys or public places within the City of Riverside, Mo. SECTION 3. It shall be unlawful hereafter for any person to place, leave, dump or permit to accumulate any garbage, rubbish, -trash or dunk which affords either food or a harborage for rats within the City of Riverside, Mo., It shall be unlawful hereafter for any owner of premises within the limits of the City of Riverside to place, store, or accumulate upon his premises any ,junk, unlicensed, or unused motor vehicles, .farm equipment or ,junk of any type, which, in the opinion of the officer of the City designated by the Mayor to perform the duties requir- ed in this ordinance, offers or affords harborage for rats, unless the same is enclosed within a rat proof fence at least six feet high. SECTION 4. It shall be the duty of the officer of the City designat=' ed by the Mayor to perform the duties required in this ordinance to examine and inspect any accumulation of trash, garbage, or dunk within the limits of the City of Riverside to determine if unsanitary conditions exist which afford feed or harborage for rats, and upon finding such conditions, to give the owner of the premises upon which this unsanitary condition exists written notice of such condition, and of the action needed to correct such condition. SECTION 5. Upon receipt of the written notice provided for in Section 4, the owner must complete all action necessary to eliminate the unsanitary condition within 15 days, or within such extensions of time as may be granted to correct such conditions, or be deemed guilty of a violation of this ordinance. SECTION 6. If any owner fail or refuse to comply with the require- ments of Sec. 5 and Sec. 4 of this ordinance, every day the unsanitary condition remains uncorrected after expiration of the time specified in Sec. 5 shall constitute a separate offense. SECTION 8c7. Any person violating the terms of this ordinance shall upon conviction thereof be fined not less than $10.00 nor more than $100.00, as the court may direct for each separate violation. SECTION 8. This ordinance shall take effect and be in force thirty days after its passage and adoption by the Board of Aldermen 'of the City of Riverside, Missouri and its approval by the Mayor.
