AN ORDINANCE TEMPORARILY MODIFYING CERTAIN SIGN REGULATIONS IN
CITY CODE CHAPTER 400 FROM JUNE 1, 2026, THROUGH JULY 31, 2026, AND
PROVIDING FOR AUTOMATIC EXPIRATION OF SUCH TEMPORARY
MODIFICATIONS
WHEREAS, the City of Riverside has been designated as the base-camp
community for the Netherlands national team in connection with the FIFA World Cup, and
the City anticipates a temporary increase in visitor activity, community gatherings, and
demand for short-term decorative and promotional signage during that period; and
WHEREAS, the City desires to allow limited, temporary flexibility in certain sign
regulations during that defined period while preserving reasonable protections relating to
placement, traffic safety, and the orderly use of property; and
WHEREAS, the City further intends that such temporary flexibility be implemented
in a content-neutral manner and automatically expires at the end of the designated period;
and
WHEREAS, the Board of Aldermen finds it appropriate to temporarily modify the
application of certain provisions of Chapter 400 of the City Code for the limited period set
forth herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF
THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
SECTION 1 -TEMPORARY MODIFICATION OF CERTAIN SIGN REGULATIONS.
Notwithstanding anything in the City Code to the contrary, from June 1, 2026, through
July 31, 2026, the provisions of Sections 400.660(A)(3), 400.680(8)(1), and
400 .680(8)(2) shall be temporarily modified as provided in this Ordinance .
SECTION 2 -TEMPORARY ALLOWANCE. During the period stated in Section 1,
banners, pennants, streamers, and other wind-operated devices otherwise prohibited
under Section 400.660(A)(3) may be displayed, provided that no such individual device
shall exceed four (4) feet by ten (10) feet in size.
SECTION 3 -TEMPORARY SUSPENSION OF CERTAIN BANNER LIMITATIONS.
During the period stated in Section 1, the limitations otherwise set forth in Sections
400.680(8)(1) and 400 .680(8)(2) are hereby suspended .
SECTION 4 -REMAINING REGULATIONS PRESERVED .. Except as expressly modified
by this Ordinance, all other applicable provisions of the City Code shall remain in full force
and effect, including, without limitation , the requirements of Sections 400.680(8)(3) and
400 .680(8)(4) that a special event banner be installed for a maximum of one (1) week
and be located entirely on private property and not impede vehicular or pedestrian traffic.
SECTION 5 -SAFETY AND RIGHT-OF-WAY LIMITATIONS. Nothing in this Ordinance
shall authorize the placement of any sign or device:

a) in, upon, over, or projecting into any public right-of-way;
b) so as to obstruct sight distance at an intersection or driveway;
c) so as to interfere with pedestrian or vehicular traffic or access;
d) so as to obstruct any traffic control device; or
e) in any manner that creates a threat to public health, safety, or welfare.
SECTION 6 -AUTOMATIC EXPIRATION. This Ordinance and the temporary
modifications authorized herein shall automatically expire at 11 :59 p.m. on July 31, 2026,
without further action by the City, and upon such expiration Sections 400.660(A)(3),
400.680(8)(1 ), and 400.680(8)(2) shall resume full force and effect as then codified.
SECTION 7 -EFFECTIVE DATE. This Ordinance shall be in full force and effect from
and after its passage and approval.
BE IT REMEMBERED that the above was read two times by heading only,
PASSED AND APPROVED by a majority of the Board of Aldermen and APPROVED by
the Mayor of the City of Riverside this 5th day of May 2026.
