AN ORDINANCE DECLARING THE EXISTENCE OF CITY OFFICES IN THE
CITY OF RIVERSIDE, CREATING OTHER OFFICES, DESIGNATING WHAT
OFFICERS ARE ELECTIVE AND WHAT APPOINTIVE, FIXING THE TERMS
OF OFFICE NOT FIXED BY STATUTE, WHEN THE TERNS THEREOF
COMMENCE, AND ALSO FIXING THE SALARIES OE ALL CITY OFFICIALS,
AND PROVIDING FOR THE DUTIES OF CERTAIN OFFICIALS.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, AS FOLLOWS:
Section 1. The Mayor, members of the Board of Aldermen, Marshall, Collector, and Police Judge are hereby declared to
be the only officers of the city to be elected by the people.
Section 2. The Treasurer, Assessor, City Clerk, City Attorney, City Engineer and City Physician are hereby declared
to be appointive officers of the city. All such offices, not now in existence, are hereby created.
Section 3. All persons holding or that may hold other positions under the city government than those set forth in
Section One (1) and Two (2) of this ordinance are hereby declared to be employees only, and are to be dealt with as such.
Section 4. The terms of all city officials not fixed by the Statutes of the Legislature shall be for two (2) years
and until their successors are elected or appointed and qualified.
Section 5. The salaries of the City officials of the City of Riverside are hereby fixed at the following': \ o \o
Marshall, $50.00 per month
Collector, $100.00 per year - amended 310-310-A1 - 3-15-66
Treasure, 1.00 per year
Police Judge, 50.00 per year - latest amendment 311 2-8-58 - 311-A-1 3-15-66
Mayor, 1.00 per year
Aldermen, 1.00 per year
Section 6. Duties of the City Clerk. It shall be the duty of the City Clerk to attend all sessions of the Board of
Aldermen and of the police Court. He shall keep the minutes of the Board of Alermen and the records of the police
Department. He shall keep such other records as are required by law, and as may be, from time to time, ordered kept and
preserved by the Board of Aldermen. He shall be the custodian of all the records kept by him, of all contracts and other
written documents of the City, all maps, plats and surveys of the public improvement work of the city. He shall keep an
office at a place to be designated by the Board of Aldermen and shall devote such of his time as is necessary for the
proper performance of the duties of his office. He shall perform such other duties not specified herein as may reason-
ably come within the work of a City Clerk. He shall not, allow any of the City Records in his custody to be removed
from his designated office. He shall make copies of city records kept by him, called for by any person interested, providing
that such person pays a reasonable charge therefor. All funds

collected from such sources are to be paid to the Collector. He shall also, conduct the correspondence required to be
handled on behalf of the City except such as properly come within the duties of other officials of the City. He shall
keep a copy of all correspondence carried on by him and shall file the same for ready reference.
Section 7. Duties of the Treasurer. The Treasurer shall keep such records and make such reports as are required
of him by law. He shall also, when requested by the Board of Aldermen, make such additional records and and reports in
relation to his office and the finances of the City as they may reasonably require from time to time.
Section 8. Duties of the City Engineer. The City Engineer shall perform such engineering duties as usually
devolve upon the office of the City Engineer. He shall keep such records and make such reports, from time to time. All
official plats, surveys, plans, specifications, and profiles made by him as City Engineer shall be kept on file by the City Clerk.
Section 9. Duties of the City Attorney. The City Attorney shall act as counsellor for the Mayor and Board of
Aldermen on all City matters, attend all meetings of the Board of Aldermen, and sessions of the police Court. He shall
represent the City in all matters of a civil or police nature in which the City may be interested, draw all ordinances and legal documents.
Section 10. Duties of the Police Judge. The Police Judge shall perform all duties imposed upon him by the laws of the state.Section 11. Duties of the Collector. The Collector
shall perform all duties imposed upon him by the laws of the state.
Section 12. Duties of the Assessor. The Assessor shall perform all duties imposed upon him by the laws of the state.
Section 13. Except as otherwise provided for by law, the terms of office of all City officials shall commence upon
their election or appointment and qualification, and shall extend for a period of two (2) years and until his successor
is elected or appointed and qualified. Persons appointed to fill any of the above -named offices at any time other than at
the time of the commencement of the term shall serve only until the time therein provided for the expiration of the
term or until their successor is appointed and qualified.
