HomeMy WebLinkAbout1970-046-R2 - Amendments to Ordinance 46BILL N0. ~~ ~ Z ORDINANCE N0.'%~'6` ~' Z AN ORDINANCE AMENDING SECTIONS 14, 56 and 62 OF ORDINANCE N0. 46 R 1, PROVIDING THE METHOD OF ENTERING AN INTERSECTION OR THROUGH HIGHWAY, D~IAKING PROVISIONS FOR TYPE OF TAIL LIGHTS ON MOTOR VEHICLES, PROHIBITING EXCESSIVE NOISE IN THE OPERATION OF MOTOR VEHICLES AND REQUIRING MUFFLERS AND FURTHER REQUIRING THE REMOVAL OF IGNITION KEY FROM MOTOR VEHICLES AND FIXING PUNISHMENT FOR THE VIOLATION OF ANY OF THE PROVISIONS OF THIS ORDINANCE. BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: Section 1. REQUIREMENTS AT YELLOW LIGHT, Section 14, sub-section B 1 is hereby amended to read as follows: (b) STEADY YELLOW ALONE 1. Vehiaiar traffic facing the signal is thereby warned that the red or "stop" signal will be exhibited immed- iately thereafter and vehicular traffic shall not enter any such intersection unless said traffic is so close that a stop cannot be made with safety. All the other provisions of Section 14 of Ordinance 46 R 1 remain in full force and effect. SECTION 2. TAIL LIGHT. Section 56 of Ordinance 46 R 1 is hereby amended so that the first sentence of said sub-section shill read as follows: Lights------Generally. For the purpose of revealing its position and direction, a motor vehicle, while on the highway, whether in operation or at rest during the period when the street lights are turned on, and in any event from 30 minutes after sunset to 30 minutes before sunrise, and at all times when fog or other atmospheric conditions render the operation of motor vehicles dangerous on the highways, shall carry lighted lamps as herein required and motor vehicles and motor bicycles shall display at least two white lamps mounted on the front and directed forward and two red lights mounted at the back and directed toward the rear plainly visible for a distance of 500 feet to the rear. All the other provisions of Section 56 of Ordinance No. 46 R 1 shall remain in full force and effect. SECTION 3. MUFFLER AND NOISE. Section 62 of Ordinance No. 46 R 1 is hereby amended to read as follows: Section 62: MUFFLERS REQUIRED: Every motor vehicle shall at all times be equil5ped with a muffler in good working order and in constant operation to prevent excessive or unusual noise and annoying smoke and no person shall use a muffler cut out, by-pass or similar device upon a motor vehicle. b. MODIFIED EXHAUST SYSTEM. No person shall operate or drive a vehicle on which the exhaust system has been modified in a manner which will amplify or increase the noise emitted by the motor or such vehicle above that emitted that by the muffler originally installed in the vehicle and such original muffler shall comply with all requirements of this section. c. No person shall operate a motor vehicle on the public streets of this city in such a manner as to cause excessive, unusual or disturbing noise. All the other provisions of Section 62 of Ordinance 46 R 1 shall remain in full force and effect. SECTION 4. IGNITION KEY. It shall be unlawful for a person driving or in charge of a motor vehicle to permit it to stand unattended upon the public streets or in a public parking area on private property which is freely opin for public traffic and to be used for the general public without first stopping the engine, locking the ignition and removing the key. SECTION 5. PENALTY. Any person violating the terms of this ordinance shall be subject to a fine not to exceed $100.00 or imprisonment in the City Jail or in the County Jail, if there be no city jail, not exceeding 90 days, or by both such fine and imprisonment and cost.
