AN ORDINANCE PROHIBITING VAGRANCY AND DISORDERLY CONDUCT,gpIN
RIVERSIDE, MISSOURI, REPEALING ORDINANCE N0. 51 AND PROVIDING
A CRIMINAL PENALTY FOR VAGRANCY AND DISORDERLY CONDUCT.
SECTION 1: Disorderl Conduct. Every person to provoke
a breach of the peace w ere y a reach of the peace may be
occassioned commits any of the following acts shall be guilty
of the violation of this ordinance.
a. Is offensive, disorderly, threatening,
abusive or insulting language conduct
or behavior.
b. Acts in such a manner as to annoy, disturb,
interfere with obstruct ox be offensive to
others or to any lawful assembly.
c. Congregates with others on a public street
and refuses to move on when ordered by
officers of the law.
d. By his action causes a crowd to collect,
except when lawfully ad~essing such crowd.
e. Shouts or makes a noise, either outside or
inside a building, to the annoyance or
disturbance of any person therein.
f. Wanders, prowl or loiters upon the private
property of others in the night time with-
out any visible or lawful business with the
owners or occupants of said private property.
SECTION 2; V~agr~a_ncy. Any person who in the city lives idly,
has no visible means o~support and is found loitering rambling
or loafing about the streets or thoroughfares of the city shall
be considered and treated as a vagrant.'
SECTION 3: Frequenters of Taverns. Every person who in
the city lives idly an as no visa le means of support and is
a frequenter of taverns, saloons, barrooms or any disorderly
house shall be treated as a vagrant.
SECTION 4: Punishment. Any person violating the terms
of this ordinance sia e subject to a fine not to exceed
$100.00 or imprisonment in the City Jail or in the County
Jail, if there be no city jail, not exceeding 90 days, or
by both such fine and imprisonment and cost.
