HomeMy WebLinkAbout2179 Amending Employee Handbook by Adding Section 54P Regarding Additional Compensation for Designated Exempt Personnel Assigned to Special Events or Extended Special OperationsBILL NO. 2026-045 ORDINANCE NO. 2179 AN ORDINANCE AMENDING THE CITY OF RIVERSIDE EMPLOYEE HANDBOOK BY ADDING SECTION 5.4.P REGARDING ADDITIONAL COMPENSATION FOR DESIGNATED EXEMPT PERSONNEL ASSIGNED TO SPECIAL EVENTS OR EXTENDED SPECIAL OPERATIONS WHEREAS, the City of Riverside has adopted an Employee Handbook establishing policies governing employee compensation and administration; and WHEREAS, Section 5.4 of the Employee Handbook addresses pay plan administration and related compensation matters; and WHEREAS, the Board of Aldermen finds it advisable to amend the Employee Handbook to authorize additional compensation, in appropriate circumstances, for designated exempt personnel who are specifically assigned to provide command, supervisory, planning, coordination, or operational oversight services for major special events or extended special operations conducted within or involving the City; and WHEREAS, the Board of Aldermen further finds that such amendment will assist the City in addressing extraordinary operational demands associated with major special events and extended special operations while preserving the exempt status of affected employees. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1 -AMENDMENT. Section 5.4 of the City of Riverside Employee Handbook is amended by adding a new Section 5.4.P to read as follows: P. Additional Compensation for Designated Exempt Personnel Assigned to Special Events or Extended Special Operations In accordance with 29 C.F.R. § 541.604, the City may provide additional compensation to designated exempt personnel . when they are specifically assigned by the City Administrator to provide command, supervisory, planning, coordination, or operational oversight services for major special events or extended special operations conducted within or involving the City, including but not limited to Live Nation events and FIFA World Cup base-camp operations. For discrete event assignments, such as Live Nation events, designated exempt employees shall continue to receive their regular salary and, in addition, shall receive additional compensation at the rate of one and one-half (1.5) times the Designated Rate for approved qualifying event-assignment hours worked in excess of forty (40) hours in the applicable workweek. For extended special operations assignments, such as FIFA World Cup base"' camp operations, designated exempt employees shall continue to receive their regular salary and, in addition, shall receive additional compensation at the rate of Page 1 of 2 BILL NO. 2026-045 ORDINANCE NO. 2179 one and one-half (1.5) times the Designated Rate for approved qualifying assignment hours worked in excess of forty (40) hours in the applicable workweek. Any such additional compensation is paid in addition to the employee's regular salary for the assigned duties and does not affect the employee's exempt status. The City Administrator may require contemporaneous time records and prior approval for compensation paid under this provision. As used herein, 'Designated Rate' means the hourly rate obtained by dividing the employee's annual base salary by 2080. SECTION 2 -EFFECTIVE DATE. This ordinance shall be in full force and effect from and after the date of its passage and approval.
