BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
JUNE 16, 1998
A regular meeting of the Board of Aldermen of City of Riversidc, Missouri
was held in the City Hall in Riversidc. Missouri on June 16. 1998 at 7:30 p.m.
Those in attendance were Mayor Ed Rule, Aldermen Ron Super, Brenda Teters,
Pamela Darata, Betty Burch, Ray Beard and George Flaws.
Also present were Ann Daniels, City Administrator. Steve Crystal. City
Attorney, Irene Paulhc, Secretary to the Board.
Minutes of 6-2-98 Alderman Burch moved to approve the minutes of June 2,
1998, seconded by Alderman Teters, the vote was:
Aye: Aldermen Super, Teters, Darata, Burch, Beard and
Flaws.
Motion carried.
Park Board. LeeAnn Zimmerman of the Park Board spoke to the Mayor and
Board of Aldermen regarding by-laws for the Park Board.
Shc presented a copy of the suggested by-laws and would
like the Mayor and Board to look these over and if in
order. approve same. Shc thanked the Mayor and Board of
approving the allocations for the Parks and Recreation.
Bill Bright of the Park Board spoke to the Mayor and
Board concerning the on-going maintenance of the Parks.
He suggested that a water system be installed to water
the flowers and greenery without having to have it hauled
by truck. He suggested a sprinkler system in certain
areas. The Mayor and Board felt this was a good idea and
will study what should be done. Mr. Bright also inquired
with regard to a sign for the Park. It was suggested
that the Park Board work on the sign and present it to
the Board.
Tony Snyder, Boy Tony Snyder. Boy Scout. with Troop 261, was present to
Scout Troop 261. observe the meeting.
Permits Ren W. Sidles, 6230 Wall Street, Parkville, Missouri
Ken W. Sidles presented Application for Special Use Permit for a
Special Use Permit. storage building at 4824 NW Gateway and Florence Street.
This is for the storage of antique automobiles and for
Mr. Sidles repairing same. This matter was discussed.
The Planning Commission denied the application for the
reason this arcs was not zoned for storage.
Alderman Beard moved to denied Ken W. Sidles application
for Special Use Permit because the area was not zoned for
storage, seconded by Alderman Burch, the vote was:

Motion carricd.
PUBLIC WORKS Ann Daniels. City Administrator. reportcd that they are
trying to catch up on the mowing and that on Riverside
Street they will start to put in the curbs, then they
will start on West Platte. The rain has not helped on
any of the projects.
PUBLIC SAFETY Ann Daniels reported that the recently employed
dispatcher has resigned and there is a vacancy in that
department.
Bill 98-59 Alderman Flaws moved to place Bill 98-59 on its first
Payment of Bills. reading, said Bill provides for the payment of certain
indebtedness as listed therein. seconded by Alderman
Teters. the vote was:
Aye: Aldcrmen Beard, Darata, Teters, Burch. Super and
Flaws.
Motion carried.
Ord. 98-59 approved. Alderman Super moved to place Bill No. 98-59 on its
second reading, and upon approval of same bccomc
Ordinance No. 98-59, seconded by Alderman Darata, the
vote was:
Aye: Aldcrmen Beard, Darata, Teters, Burch, Super and
Flaws.
Motion carried.
Bill No. 98-60 Alderman Beard moved to place Bill No. 98-60 on its first
Adopts Annual Budget. reading, said bill adopts the Annual Budget for FIscal
Year 1998-99, seconded by Alderman Teters, the vote was:
Aye: Aldermen Darata, Burch, Super, Flaws, Beard and
Flaws.
Motion carricd.
Ord. 98-60 Approved. Alderman Tctcrs moved to place Bill No. 98-60 on its
second reading and upon passage of same bccomc Ordinance
No. 98-60, seconded by Alderman Beard, the vote was:

Motion carried.
Bill No. 98-50 Alderman Burch moved to place Bill No. 98-50 on its first
Ratifies Appointments reading, said Bill ratifies the appointments of certain
for Planning and persons as members of the Planning and Zoning Commission,
Zoning Commission. seconded by Alderman Beard, the vote was:
Aye: Aldermen Darata, Burch. Super, Flaws, Beard and
Flaws.
Motion Carried.
Ord. 98-50 Approved. Alderman Flaws moved to place Bill No. 98-50 on its
second reading and upon passage of same become Ordinance
No. 98-50, seconded by Alderman Beard, the vote was:
Aye: Aldermen Darata, Burch, Super, Flaws, Beard and
Flaws.
Motion Carried.
Pay cost of Issuance Alderman Beard moved to pay Order No. 1, Costs from
of Tax Increment Rev- Issuance of Tax Increment Revenue Bonds (L-385 Levee
enue Bonds, Series Project), Series 1998, in the amount of $28,622.26,
1998. seconded by Super, the vote was:
Aye: Aldermen Tcters, Beard, Burch, Flaws, Darata and
Super.
Motion Carried.
Alderman Beard Alderman Beard said that at Gower Street, on that portion
which belongs to the Highway Department, a portion of the
fence has been knocked down. Children are playing in
that area and this is quite dangerous. Ann Daniels said
she will report this to the Highway Department.
Alderman Burch Alderman Burch said a resident called her and suggested
maybe the swimming pool could issue a rain check or
something similar thereto when something comes up and the
people have to clear the swimming pool after swimmers
have been in the pool a very short length of time. Ann
Daniels will look into this matter.
Alderman Burch also reported that the sidewalk on Hill
Side Street is raised by the drains and this should be
checked into.
Rarcn Gordy, Resident. Karen Gordy reported that there is no protection on the
storm sewers on Merrimac and that this could be dangerous
because children play in the street. This will be

checked into.
Drainage on Cerreto. Ann Daniels said that the drainage problem on Cerrito is
being looked into and will be corrected.
Recess and Meeting A recess was called and the meeting reconvened. Those
Reconvened. present were Mayor Ed Rule, Aldermen Super. Teters.
Darata, Burch, Beard and Flaws. Also present were Ann
Daniels, City Administrator,Stcve Crystal, City Attorney
and Irene Paulhe. Secretary to the Board.
Into Closed Session. Alderman Beard moved that the mecting go into closed
session pursuant to RSMO 610.021(1) and 610.021(2) for
discussion of Icgal issues and real estate matters.
seconded by Alderman Super, the vote was:
Ayc: Aldermen Super, Teters, Darata, Burch, Beard and
Flaws.
Motion Carried.
Alderman Burch was excused at 9:40 p.m.
Into Regular Session. Alderman Super moved that the mecting go into regular
session, seconded by Alderman Teters, the vote was:
Aye: Aldermen Super, Teters, Darata, Beard and
Flaws.
Absent: Alderman Burch.
Motion carried.
Adjournment. Alderman Super moved that the meeting adjourn, seconded
by Alderman Teters. the vote was:
Aye: Aldermen Super. Teters. Darata, Beard and Flaws.
Absent: Alderman Burch.
Motion carried and the meeting adjourned at 9:50 p.m.
