Public Works Director Travis Hoover said the annual contract renewal for fill dirt with Houston Excavating would be presented at the June 2 meeting. Fill dirt was used in the mixed-use areas at Horizons and staff was looking at other potential properties. Community Development Director Mike Duffy presented an overview of the BikeWalkKC bike share program; presentation and handout attached as Exhibit A. BikeWalkKC recommended installing three electric bike hubs in Riverside. The bikes had a top speed of 20 miles per hour and were rated for trails. BikeWalkKC would maintain the bikes and make sure they were returned. Duffy said BikeWalkKC gave grant money to Kansas City, Missouri who was unable to provide their match, so they offered the City of Riverside up to 80 percent of the project cost. The City's one-time match would be approximately $48,000 and the annual operating costs would be $48,000. Duffy added he would reach out to Morton Amphitheater and Argosy Casino to be partners and share the cost. The Board shared their concerns about the price, liability, safety, and lack of people using the bikes. The consensus was to move forward. 6 Fire and Medical Services with Northmoor and Houston Lake EMS Standby at KC Current Practice Facility COMMUNITY DEVELOPMENT ENGINEERING/PUBLIC WORKS FINANCE FIRE POLICE Fire Chief Gordon Fowlston said the agreements with the cities of Houston Lake and Northmoor were going to expire and he would present both renewal agreements on June 2. The City of Houston Lake paid $15,000 per year and in addition to medical and fire services, they received emergency management consultations; the Fire Department used the lake for training. The City of Northmoor paid $30,000 per year. Fire Chief Gordon Fowlston said that in prior years two Fire Department staff attended KC Current games to provide emergency medical services. KC Current requested coverage at more games, which required a formal agreement. Fowlston said the City would bill them for each game for staff time and ancillary costs. None. Capital Projects and Parks Manager Noel Bennion said the sculpture was installed on the base at the entrance to E.H. Young Park. She also said the Line Creek Trail connection was almost completed and a ribbon cutting would be held before the meeting on June 2. Public Works Director Travis Hoover replied that there was not any flood damage to the new playground at Homestead Park, but staff was cleaning up a build-up of debris. None. None. Police Chief Chris Skinrood said he was tasked by the Board to review bicycle traffic on the levee trail near Morton Amphitheater. He said Lieutenant Campbell reached out to the Levee Board and other entities, walked the trail, and got feedback from trail users. Positives of using the trail included exercise, environmentally friendly versus driving. Negatives included safety concerns, the lack of lighting along the trail, getting police presence in a timely manner, and intoxicated people. Skinrood said that the Police Department was open to letting people use it and see what happened. He said he was staffed to patrol the trail on a regular basis, and he needed to look at what to do when people sit on the trail versus people riding a 7 LEVEE BOARD MAYOR'S DISCUSSION BOARD OF ALDERMEN bicycle and what issues it presented. City Administrator Greg Mills said Live Nation was planning on using the trail and mile markers were installed along the trail, but they were concerned the City would not let them use the trail to get to and from the amphitheater. Police Chief Skinrood thought it could potentially resolve itself and he would address any safety issues. Mills said staff would review ordinances to see if any adjustments needed to be made and said staff would work on a proposal that considered the concerns and would give the City leeway to allow it to see what happened. Public Works Director Travis Hoover said the next meeting was on May 20. Mayor Rose said that Public Works started putting up decorations to welcome the Netherlands for the World Cup, including flags around the Welcome Plaza and a new Oranje Rising Way sign above the Teal Rising Way sign at Horizons. She said that as a host city, Riverside had an opportunity to prepare a video that would be played at the games at Arrowhead Stadium. She said a lot of residents attended the Reaching Riverside event on May 16 and staff did a good job of setting up tables. She said she only received two complaints -one about trash carts and one about young kids driving golf carts on sidewalks on Northwood Road. The Board discussed where golf carts were allowed, which was not on sidewalks or on streets with a speed limit of more than 25 miles per hour. Police Chief Chris Skinrood said he would review the City Code with the city attorney and adjust if needed. Capital Projects and Parks Manager Noel Bennion said the Mid-America Regional Council was working on language that would regionally prohibit electric motorcycles on the trails. Mayor Rose said there was also a lot of buy-in on the rebranding.
