CITY OF RIVSRSIDB, ffiSSOIIRI JULY 21, 1998 A regular meeting of the Board of Aldermen of the City of Riverside, 1[iaaouri, vas held at City Hall, 4500 8K High Drive, Riverside, lfiasouri, oa JYzly T7, 1998, at 7:30 p.m. Those is attendance were: 1[ayor 8d Rule, Aldermen Ron Super, Brenda Tetera, Pamela Darata, Betty Burch, Ray Beard sad George Flaws. Alao present were: Asa Daniels, City Administrators Sob Bayless, Director of Public Safety, and Steve Crystal, City Attorney. 1Linutea of 7-7-98 A motion vas made by Alderman Beard, seconded by Alderman Approved Flaws that the miautea of the J1ily 7, 1998, meeting be approved as printed. Grading Permit A motion was made by Alderman Beard, seconded by Alderman approved Flaws, that the Grading Permit be approved. The vote was as follows: Aye -Aldermen Darata, Flaws, Super, Tetera, Beard, and Burch Nay - Hone The motion carried. Public N~rka Asa Daniels reported that the Public Norka Department has Report mulch available to reaideats if they call sad can pick it up at the Naiateaaace Building. Public Safety Director Sayleea reported Janice Scott, new dispatcher, has begun her es~ployment with the City. Bank Account A motion vas made by Alderman Flava, seconded by for TIF Bond Alderman Burch, to approve the Resolution to open a Proceeds sad nee bank account at Farmers Bank for deposit of the Disbursements TIF 8oad Proceeds sad disbursement for TIF Bond Proceed Paymeata. The vote vas as follows: Aye - Aldermen Flava, Super, Teters, Beard, Burch, sad Darata Nay - None The motion carried. Water line bid for Ann Daniels reported that the firm bid for laying the nee park eater lines sad sprinkler system at the aev park vas $23,344 rather thaw the $9,324 the engineer had estimated sad they were recommending that the project be postponed until the Phase II contract vas completed and then rebid it. A motion vas made by Alderman Super, seconded by Alderman Darata that the laying of voter lines sad sprinkler system be re-bid at a later date. The vote vas as follow: Aye - Aldermen Flava, Super, Teters, Beard, Burch, sad Darata Nay - None The motion carried. Cosipletioa date Ana Daniels reported that the cosrpletian date for the for W. Platte/ contract with Liaeaveaver Coastructioa oa the N. Platte Riverside St. and Riverside Street Project vas for substantial project ca®pletion by October 31, 1998 sad final completion by November 30, 1998. Bill No. 98-65 A motion vas made by Alderman Teters, seconded by Payment of Bills Alderman Beard, to place Bill No. 98-65 on its first reading, said Bill provides for the payment of certain iadebtednesa as listed therein. The vote vas: Aye - Aldermen Super, Teters, Beard, Burch, Darata, and Flans Nay - Noae The motion carried. Ord. 98-65 A motion vas made by Alderman Darata, seconded by Approved Alderman Beard, to place Bill No. 98-65 on its second reading sad upon passage of same become Ordinance No. 98-65. Alderman !lava read a letter free Lori Krause, Iadiaa Hille resident, asking that something ba dose about a dog that is bothering walkers is that area. A discusaioa followed coaceraiag the problem the City has with fiadiag animal shelters that will take stray animals. Ann Daaiela reported area shelters will only take vicious animals ~ as emergency basis. She will attend soother meatiag oa the proposed Regional Animal Shelter this weak and bring back information to the next meeting. Suggestioaa were made that this one animal be picked up and takes to Eagle Animal Hospital sad that further study ba made oa building as animal shelter for Riverside. Alderman Beard Alderman Beard asked if the State Highway Department had bees notified about the break is the fence off Gower Street. Ann Daniels reported they have been notified but have sot fixed the fence. Alderman Darata Alderman Darata suggested that there be a Parks sad Recreation Department with a staff sad the responsibility of haadliag parka sad racreatioa programs. A diacuasioa followed with the outcome being that the Parks sad Recreation C~ittae is working oa a plan for such a department but is not ready to present a plan as yet. Alderman gaper Alderman Super asked about workshops being set with Uaivareal to begin work oa the sew city hall pleas. Asa Daniels stated that Universal preferred to have the architect oa board for these discussions and had only submitted the R!Q for Architectural Services to her on Jhly 21. The ad will go out this week and will rue for three weeks. 1[eetiaga will then be set to iatarview architects sad bagia the process. Trimble Request Jim Trimble, property owner of the former Drive-In for easement property, asked about the additional survey sad easement for his property for the sanitary sewer liaea. Alderman Burch stated she would meet with him on Thursday to review the situation. Closed Seasioa A motion was made by Alderman Super, seconded by Alderman Darata to enter into Closed Session purauaat to RSl[o 610.021(1), (2), sad (3), for diacuseioa of legal issues, real estate matters, sad personnel. Closed Sesaioa The meeting recessed to Cloned Session at 8:05 p.m. Open Session The meeting vas racoavened at 9:45 p.m. with the following present: 1[ayor Rule, Aldermen Beard, Burch, Darata, Flaws, Super, sad Teters, as yell ae Ann Daniels and Steve Crystal. Alderman Burch asked that the record show she did not participate is the discussion of certain personnel issues.
