CALL TO ORDER Mayor Kathy Rose called the special meeting to order at 3:01 p.m. ROLL CALL The City Clerk called the roll. In attendance via videoconference were aldermen Dawn Cockrell, Steve Palma, Andrew Potter, and Staci Bundy. Also present were City Administrator Greg Mills, Police Chief Chris Skinrood (via videoconference), Public Works Director Travis Hoover, Finance Director Mitch Kolf, City Clerk Melissa McChesney, and City Attorney Paul Campo (via videoconference). Mayor Rose stated: Good cause exists for holding this meeting on less than twenty-four hours' notice. Notice of the meeting was posted on Friday at 3:33 p.m., promptly after the City received the signed Law Enforcement Services and Reimbursement Agreement from Live Nation Worldwide, Inc. The matters before the Board are time-sensitive because the first covered event is scheduled for tonight, and the City needs the law enforcement reimbursement agreement in place before that event so that reimbursement obligations are authorized and documented. In addition, because of the first event tonight, Live Nation had not planned in advance for sufficient employee parking and requested temporary use of City-owned property for that purpose, which requires City approval. The shortened notice period was therefore necessary due to the timing of receipt of the signed agreement and the related need to approve temporary parking on City property before tonight's event. LEGISLATIVE SESSION BILL NO. 2026-050 Morton Amphitheater Police Services Mayor Rose gave the first reading of Bill No. 2026-050, an ordinance amending Ordinance No. 2177 and approving a law enforcement services and reimbursement agreement.
