REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, February 12, 2026
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Jennifer Hanlon, Al Bowman,
Mike Soler, Benjamin Becker, Mike Lombardo, Ray Uhl, Elise Grosdidier and Gale Perkins. David
Eickman from Olsson Associates was present. Assistant Fire Chief Keith Payne, City Planner Sarah
Wagner and Community Development Admin Assistant Rhonda Smith were present. Members absent
were Matt Christopher, Richard Lanning, and Mayor Kathy Rose.
Approval of Minutes of January 8 and 15, 2026.
Commissioner Bowman moved to approve the minutes of January 8 and
15, 2026, seconded by Commissioner Becker. Motion passed 8-0.
Public Hearing – Preliminary/Final Development Plan and Rezoning for the Darby Townhomes
Commissioner Soler opened the public hearing at 6:31 pm.
City Planner Sarah Wagner noted that Darby Townhomes will be located
on the eastern edge of the city limits on approximately one acre. Seven
townhomes will be in Riverside and remaining townhomes of the
development will be in Kansas City. The property is currently zone GP-I
and needs to be rezoned R-3 for multi-family and platted to a single lot –
Lot 1, Darby Townhomes, Platte County.
Commissioner Soler closed the public hearing at 6:45 pm.
Commissioner Becker moved to approve to the Preliminary/Final
Development Plan and rezoning with the sidewalk extension and
recommend to the Board of Alderman, seconded by Commissioner
Lombardo. Motion passed 8-0.
Adjourn
Commissioner Perkins moved to adjourn at 6:45 pm.
Commissioner Becker seconded and the meeting was adjourned 8-0.
