HomeMy WebLinkAbout2023-12-14 Planning Commission MinutesMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, December 14, 2023 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Mike Soler, Al Bowman, Frank Biondo, Richard Lanning and Ray Uhl. City Planner Sarah Wagner and Community Admin Assistant Rhonda Smith were also present. Members absent were Gale Perkins, Matthew Christopher, Mike Lombardo and Mayor Kathy Rose. Steaphanie, Christina and George Gunter from Gunter Development were present. Tom Proebstle and Gretchen Blain from Generator Studio and Mick Slutter form RIC were also present. Approval of Minutes of October 26, 2023. Commissioner Lanning moved to approve the minutes of October 26, 2023, seconded by Commissioner Soler. Motion passed 5-0. Public Hearing — Rezoning, Preliminary/Final Development Plan Gunter Construction Highway 9 Commissioner Biondo opened the public hearing at 6:30 pm. City Planner Sarah Wagner presented the staff report. She noted that Gunter Construction had purchased 15 acres on 9 Highway that had been vacant for years to construct three industrial buildings starting with a 118,000 square foot building and two smaller buildings in future phases. Commissioner Lanning inquired about the tenants for two future buildings. Gunter Development was not sure who the future tenant would be but probably industrial. Commissioner Biondo closed the public hearing at 6:41 pm Commissioner Lanning moved to approve the Rezoning, Preliminary/Final Development Plan Gunter Construction Highway 9 and recommend to the Board of Alderman, seconded by Commissioner Soler. Motion passed 5-0. Public Hearing — Rezoning, Preliminary Final Development Plan Riverside Amphitheater Commission Biondo opened the public hearing at 6:42 pm. City Planner Sarah Wagner presented the staff report. She noted Live Nation is planning to build an amphitheater on 160 acres across from the KC Current training facility. The planned development zoning will need to be amended to reflect the needs for an amphitheater. Tom Proebstle noted that Generator Studio designed a 15,000 square foot open air covered amphitheater with 5200 parking spaces including 200 rideshare. Wagner noted that Live Nation already has an access agreement and is currently doing groundwork. Proebstle noted that a sound study was conducted and the resulting orientation of the amphitheater was to face southeast towards the highway with little residential impact. Commissioner Biondo closed the public hearing at 7:00 pm. Commissioner Lanning moved to approved the Rezoning, Preliminary Final Development Plan Riverside Amphitheater and recommend to the Board of Alderman; seconded by Commissioner Bowman. Motion passed 5-0. Adjourn Commissioner Uhl moved to adjourn at 7:02 p.m. Commissioner Lanning seconded and the meeting was adjourned 5-0. Rhonda Smith City Planner
