A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riversidc, Missouri on August 18. 1998, at
7:30 p.m.
Those in attendance were Mayor Pro-tem Betty Burch, Aldermen Ron Super,
Brenda Teters, Pameia Darata, Ray Beard and George Flaws. Mayor Ed Rule was
absent.
Also present were Ann Daniels. City Administrator. Bob Bayless, Chief of
Public Safety, Steve Crystal, City Attorney and Irene Paulhe, Secretary to the
Board.
Minutes of 8-4-98 Alderman Beard moved that the Minutes of August
Approved. 4. 1998 be approved as corrected and the
attachment furnished the Board members. seconded
by Alderman Flaws, the vote was:
Aye: Aldermen Super, Flaws, Tetcrs, Beard, Burch
(Mayor Pro-tem) and Darata.
Motion carried.
Public Safety. Chief Bob Bayless reported that due to the
complaints of residents on High Drive concerning
speeders and construction trucks speeding. we
have increased our patrol. Summons and warnings
were issued to correct this situation.
Park Hill South High School Emergency Operations
Plan has been completed; training of our officers
and mutual aid agencies has started this week for
fire training and evacuation at the High School.
Comments by Visitors. Ronda Patton was present with her daughter and
Ronda Patton. complimented the City on the Swimming Pool, and
telling how much they have enjoyed it.
LouAnn Layton. LouAnn Layton, 4920 NW High Drive, said that she
received a letter from the City's Attorney stating
that they were going back to court for jury trial
concerning the construction and permanent
easements on NW High Drive. LouAnn Layton
inquired of the City Attorney if this is correct that
the jury trial will be August 31, 1998. Steve
Crystal said that the exact dates for the trial have
not been determined and all concerned parties will
be notified when the date is set.
Mrs. Layton further asked that the City pay the
High Drive residents what the commissioners had
awarded and no go on with the appeal.
Karen Gordy. Karen Gordy inquired whether or not the City
plans to spray for mosquitoes. Ann Daniels said
that they have not sprayed and do not intend to
do so because the chemicals in the spray are often
harmful to many people with respiratory problems.
Betty Johnson. Betty Johnson. spoke concerning the improvement
improvement of NW High Drive. on High Drive. She referred to a problem with
the rock wall in front of her property. She will
talk with Dick Winner about this.
Betty Johnson spoke concerning the Community
Building and the fees charged for its use. Shc
felt the Community building should be available for
City functions at no charge and would appreciate
the Board studying the use and fees to be
charged to city residents.
Mayor Pro-tem Burch said that the Park Board has
been discussing that a person(s) is needed to
attend to the Parks as well as the Community
Building. This is being discussed and hopefully
can be worked out.
Karen Gordy. Karen Gordy said that she has the same problem
as Betty Johnson regarding the height of the
retaining wall on her property. This will be
checked into.
Karen Gordy said that several weeks ago she
brought up the fact that the storm drains on
Merrimac and Cerreto Streets did not have a cover
or bars in front of them which could be very
dangerous and wanted to know what has been
done. Ann Daniels said that the Public Works
people were working on this and as time permits
they are being corrected.
City Administrator's Ann Daniels. City Administrator said since the rain
Remarks. has stopped. progress is being made on all the
projects. i.e. West Platte Road, Riverside Street,
High Drive, etc. Ann Daniels said there have been
complaints that there is not enough flagging on
High Drive and the construction people have been
advised that they should do more flagging.
NW Pawnee Street. The Board had asked the engineers to check the
water pooling situation on Pawnee Street, south of
Valley Lane. Ann Daniels reported she has
received a report that the method to correct the

situation would be to practically reconstruct the
street at a cost of approximately $43.500. No action
was taken.
Striping Northwood Road. Ann Daniels received two bids for striping
Northwood Road and the lower bid of the two was
Twin Traffic Marking Corp. for the sum of
$1.655.04. She recommended the bid be accepted
by ordinance later in the meeting.
Playground Equipment at Ann Daniels said that the City has advertised for
Renner-Brenner and Home- the playground equipment at Renner-Brenner and
stead Parks. Homestead Parks and received only one bid and
that was from Athco for the sum of $81.405.00. The
information set out in the bid is to be clarified as
to the moving of the merry-go-round.
RFPs for new City Hall Ann Daniels said that 35 packets were sent out and
Building. eleven were received with proposals to provide
architectural services for the design of the new
City Hall. The Board decided to meet Tuesday.
August 25. 1998. to review these with the
Construction Manager.
Planning Commission Meet- Ann Daniels said that Steve Wargcr will walk
ing on "Planned District". through the "Planned District" at the Planning
Commission Meeting on August 27. 1998. All the
Aldermen are invited to attend this meeting.
Bill No. 98-71 Alderman Flaws moved to place Bill No. 98-71 on
Payment of Bills. its first reading. said Bill provides for the
appropriation of money out of the General Fund for
the payment of certain indebtedness as listed
therein. seconded by Alderman Beard. the vote was:

Alderman Beard moved to place Bill No. 98-72 on
its first reading. said Bill authorizes the Mayor to
enter into a contract with Twin Traffic Marking

Marking Por striping North- Corp. to provide striping for Northwood Road in

Bill NO. 98-73
Authorizes Mayor to enter
into contract w/Athco for
Playground equipment at

Parks.
Alderman Darata moved to place Bill No. 98-73 on
its first reading, said Bill authorizes the Mayor to
enter into a contract with Athco to provide
playground equipment at Renner-Brenner and
Homestead Parks in the amount of $81,405.00,
sccondcd by Alderman Beard, the vote was:
Aye: Aldermen Flaws, Super, Teters, Darata, Beard
and Burch(Mayor Pro-tem).
Motion carried.

Update Report on Ann Daniels reported that Brian Shafar, Public
Brian Shafar. Safety Officer, who was injured, is making very
good progress and will be returning to work on
a part-time basis.
Recess -Meeting recon- A recess was called. The meeting reconvened and
vened. those present were: Mayor Pro-tem Burch,
Aldermen Super, Teters, Darata, Beard and Flaws.

Stevc Crystal. City Attorney and Irene Paulhe,
Secretary to the Board. Mayor Ed Rule was
absent.
Closed Session. Alderman Teters moved that the meeting go into
closed session pursuant to RSMO 610.021(1), (2) and
(3), for discussion of legal issues, real estate
matters and personnel, seconded by Alderman
Super. the vote was:
Aye: Aldermen Super, Teters, Darata, Burch (Mayor
Pro-tcm), Beard and Flaws.
Open Session. Alderman Super moved that the meeting go into
regular session, seconded by Alderman Burch, the
vote was:
Aye: Super, Flaws. Teters. Beard. Darata and
Burch (Mayor Protem).
Motion carried.
Pawnee Street Drainage. Alderman Super said he would talk to the property
owner(s) on Pawnee and report back to the Board.
Community Building. It was suggested that perhaps the Director of the
Parks could also supervise the Community Building.
Ann Daniels thought that she would get a survey
to Pind what type of activities the people would
like to have in the Community Center and this
needs to be done as soon as possible. Ann Daniels
did not know if it would work out to have the
Park Director to also supervise the Community
Center.
Irene Paulhe's property. Mayor Pro-tem Burch reported that the
construction people who arc making the
improvements on High Drive have done some
construction work on Irene Paulhe's property
without the City obtaining any easements. She
said she and Irene Paulhe met with Dick Winner.
The appraiser is now working on this.
Mayor Pro-Tem Burch's re-
marks.
Mayor Pro-tem Burch said she has been looking
into a Bell Tower to be built at the E.H. Young
Rivcrfront Park and showed some pictures
regarding the Bell Tower. She said that there is
a $5.000 park fund which was set up in the 1970s.
The Board was in favor of using this money
towards the construction of the Beil Tower. The
Park Board will work on this project.

Betty Burch thought that there would be other
private donations toward this Tower with carillon
bells. Ann Daniels cautioned that careful review
should be completed before installing carillons
in this area due to the temperatures and moisture
from the river.
Park Hill South Opening. The opening of the Park Hill South High School will
be Sunday. August 23. 1998 at 2:00 p.m.
Adjournment. Alderman Teters moved that the meeting adjourn.
seconded by Alderman Beard. the vote was:
Aye: Aldermen Super. Teters. Darata. Beard. Flaws
and Mayor Pro-tem Burch.
Motion carried and the meeting adjourned at 9:50
p.m.
