HomeMy WebLinkAbout1983-04-12MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI APRIL 12, 1983 A regular meeting of the Board of Aldermen of the City of River- side, Missouri was held in the City Hall in Riverside, on April 12, 1983, at 7:30 p.m. On a roll call, aldermen West, Rodeberg, Karr and Gordy were present, Scudder and Peeler absent. Said meeting was called to order by Mayor Holmes. The minutes of April 5, 1983, were read and approved as correct - ed. West moved that Bill No. 83-14 being bill canvassing the return of the General Election held on April 5, 1983 as follows: Ward I: John West, 44 votes John Foster, 21 votes Gary Brenner, 51 votes Ward II: Robert Scudder, 24 votes Jim Wedua, 58 votes Ward III: Ron Gordy, 44 votes Proposition on Fee for Fireworks license as set out therein: 114 votes for (YES). 132 votes against (NO) be placed on its first reading, seconded by Rodeberg, the roll was called and votes were as follows: West, Rodeberg, Karr and Gordy voted aye; Scudder and Peeler absent, said bill was accordingly read. Rodeberg moved that Bill No. 83-14 be placed on its second read- ing, seconded by Karr, the roll was called and votes were as follows: West, Rodeberg, Karr and Gordy voted aye; Scudder and Peeler absent; said bill was accordingly read. Gordy moved that Bill No. 83-14 be placed on its third reading and upon passage of same become Ordinance N0. 83-14, seconded by West, the roll was called and votes were as follows: West, Rodeberg, Karr and Gordy voted aye; Scudder and Peeler absent; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance N0. 83-14. John West expressed his thanks to everyone and that it was a privilege to have served the City as Councilman for 10 years. He also said that he thought that the two members of the Board would do very well, and if the City should ever need his help, he would be glad to give it. Gary Brenner, Jim Wedua and Ron Gordy took the Oath of Office as the elected council members. W. E. Barth, William Pipe Line Company, Kings Cove Office Build- ing, Suite 270, 10200 West 75th Street, Shawnee Mission, KS 66204, inquired as to how he should go about covering the exposed pipe lines in Line Creek, across from Hornbeck's Trailer Tops business. Reg. Meeting, Page 2, April 12, 1983 Mr. Barth inquired if he could go in and dredge the creek and put the debris on top of the pipe, or just what could he do in this area. He was advised that he should go to our District Representa- tive of the Federal Emergency Flood Plane Eric Jenkins and he should be able to advise him. Also since this was an emergency matter, Mayor Holmes inquired of the Board whether it would be in order to by-pass the Planning Commission, and the Board was in agreement to do this. It was also brought out that it appeared if another rain would fall, the pipe which is exposed the most would be in a very dangerous position and it would be better Mr. Barth would reinforce the pipe and make it more stable should more rail fall, and he agreed to do this, weather permitting. He is to return to the City when with instructions from Eric Jenkins. With regard to Steve West's building, it appeared that they were waiting on a letter of go ahead from Jackie Gseen. With regard to Warren Brenner's house which burned, it was thought that he should be asked to come in to talk to the Mayor and Board to see what he planned to do with the remains. It was announced that the Finance Committee would have to get bids on some money by Tuesday, April 19, 1983. Rodeberg moved that the Finance Committee seek bids on $500,000 on which Certificates will be due April 20, 1983, that this be Bi11 No. 83-15, and placed on its first reading, seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Rodeberg, Wedua and Brenner voted aye; Peeler absent; said bill was accordingly read. Karr moved that Bill No. 83-15, be placed on its second reading, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Rodeberg, Wedua and Brenner voted aye; Peeler, absent; said bill was accordingly read. Gordy moved that Bill No. 83-15 be placed on its third reading and upon passage of same become Ordinance N0. 83-15, seconded by Karr, the roll was called and votes were as follows: Karr, Gordy, Rodeberg, Wedua and Brenner voted aye; Peeler absent, said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance No. 83-15. With regard to Mr. Mendenhall's matter, it was brought out that he was served with the ordinances he was in violation of and was given 30 days to clean up the area or appear in court. It was agreed to write Mr. Barry a letter concerning the Mobile Home business, and also see what could be done about the remains of the burned trailer at the location. Reg. Meeting Page 3, April 12, 1983 Brenner brought up the matter of pot holes in the streets and it was thought that the City would try to get the Special Road Dis- trict to patch them. It was decided to take away the dumpster for the time being and then when the weather turns nice, this could be returned. A letter dated April 6, 1983, from the Human Relation Department was read, this pertained to proclaiming "Stop Violence Emphasis Week", the letter was signed by Alan L. Brooks. There being no further business, upon motion made, seconded and passed, meeting adjourned at 9:45 p.m.
