Mr. Barth inquired if he could go in and dredge the creek and
put the debris on top of the pipe, or just what could he do in this
area. He was advised that he should go to our District Representa-
tive of the Federal Emergency Flood Plane Eric Jenkins and he should
be able to advise him. Also since this was an emergency matter,
Mayor Holmes inquired of the Board whether it would be in order to
by-pass the Planning Commission, and the Board was in agreement to
do this. It was also brought out that it appeared if another rain
would fall, the pipe which is exposed the most would be in a very
dangerous position and it would be better Mr. Barth would reinforce
the pipe and make it more stable should more rail fall, and he agreed
to do this, weather permitting.
He is to return to the City when with instructions from Eric
Jenkins.
With regard to Steve West's building, it appeared that they
