The minutes of August 16, 1983, were read and approved. Mayor Holmes announced the purpose of this meeting is to consider a rate increase in the basic charge of the cable TV rates in Riverside. Riverside does have a franchise agreement with American Cable Vision and this was voted upon by the residents of Riverside. City Attorney Don Witt was present, representing the City. Mr. Robert McCrystle and Ms. Carol Rockwell were present to represent American Cable Vision. Those present in the audience were: Mr. and Mrs. Steve Payne, Mrs. Grogan and Louann Layton. Mr. McCrystle said that he has approached the City in April for an increase in the rates and then the Mayor and Board requested this hearing for the public. Mr. McCrystle said that he had antici- pated more people taking the full package than were and that everything has increased in price that is the reason for requesting an increase. -- The spectators inquired why it took so long to report any break- downs in the cable. Mr. McCrystle and Ms. Rockwell said that they had hoped this problem has been worked out, as they were setting up their telephone system differently. The question was asked, "Why the $3.00 increase?" and Mr. McCrystle said even with the $3.00 increase, they will now show a profit in 1983, and have now shown a profit thur far in this area. Another reason for losing money, reported Mr. McCrystle is the people who illegally hook up the cable vision without paying any fee. Another matter brought up by the people of Riverside, was the type of programs or movies on the cable -- it was not family entertainment. The cable vision people said they have to take what is programmed for them, the best way to get the programs changed is to write directly to the stations. Mr. McCrystle had presented to the Mayor and Board of Aldermen certain data concerning America Cable-Vision. There being no further discussion, upon motion made, seconded and passed, meeting adjourned at 9:20 p.m.
