CITY OF RIVERSIDE, MISSOURI
SEPTEMBER 20, 1983
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside on September
20, 1983, at 7:30 p.m. On a roll call, aldermen Karr, Gordy, Peeler
Wedua and Brenner were present, Mayor. Holmes calling said meeting
to order.

Stanley Fox 214 N.W. Kearns, Parkville, Missouri, presented
license application for restaurant and carry-out food at 4710 N.W.
Gateway. Said application was approved, subject to the payment
of the fee.
Charles Luper, 108 Fine St., Excelsior Springs, MO 64124
presented Application for business license and Special Use permit,
for C & L Body Shop at 4400 N.W. Gateway. Karr moved that the
Special Use permit be approved, seconded by Gordy, the roll was
called and votes were as follows: Karr, Gordy, Peeler, Wedua and
Brenner voted aye; the Business license application was also approved
subject to the payment of the fee.
Helen Crist, 4816 High Drive, presented application
for the building of a storage building at the same location. Said
application was approved subject to the payment of the fee.
Mike Ryan, 11528 N. Oak St., Kansas City, MO and Mike
Alexander, 6830 N.W. Waukomis, Kansas City, MO presented business
license application and Special Use permit to work on 6 to 10 axel
trucks at 4400 N.W. Gateway. Gordy moved that the Special Use
permit be approved subjec to the parking of two large trucks and
8 cars or 14 car spaces (the large trucks taking up space for three
vehicles), seconded by Karr, the roll was called and votes were
as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye.
The Business License Application was approved subject to the use
of 14 car spaces or 2 trucks and 8 cars (the large truck taking
up space for three vehicles) and the payment of the fee.
Mayor Holmes excused himself from this portion of meeting
and Peeler being Mayor Protem.
Shirley Hedgecock, 3620 N.W. 50th Street inquired whether
she could have the restrictions removed on the property she proposed
to purchase. The restrictions were on the pole barn.
Gordy moved that the restrictions be lifted concerning the pole
barn, seconded by Karr, the roll was called and votes were as follows:
Karr, Gordy, Wedua and Brenner voted aye; Peeler being Mayor. Protem.
A recess was called. Meeting reconvened. The roll was
called and Karr, Gordy, Peeler, Wedua and Brenner were present,
Mayor Holmes precidi.ng over remainder of meeting.
Mr. Cris Kirley, Suite 400, 801 West 47th Street, Kansas
City, Missouri 64112, representing Bill Moore, Suite 110, 7315
Frontage Road, Shawnee Mission, Kansas 66204, inquired of the Mayor

and Board of Aldermen of the building Mr. Moore has built in the
bottoms to house a water pump to work in connection with the oil
wells he has in that area. The building was constructed in the
flood area and without a permit. This matter was discussed. In
the tract of land surrounding the building, there are approximately
16 acres involved. Messrs. Kirley and Moore were advised that
they could flood proof the building, and in this regard, they should
get an engineer to do this. After they secure more information
they are to return to the Board.
Daniel S. Peak, 411 W. 59th Terr. K.C., MO 64113; Charles
R. Logan, 8010 N. Oak, K.C., MO 64118; Lloyd Brown, 4045 Jacaranda,
Brownsville, Texas 78520 all representing Elca were present and
Larry Adams, 4547 N.E. 56th Street, K.C.,MO 64119, representing
Unique Investors, Inc. was present, all concerning construction
of buildings in Riverside Business Park. Drawings and plot plans
were presented, also two building applications were presented.
After a discussion, the City suggested that the drainage plans
be drawn according to scale and these would have to be approved
by our City Engineer, also before any of these applications and
plans could be approved, the property would have to be rezoned
and hopefully this would be done in approximately a week. They
are to return at our meeting on September 27, 1983.
Bill Woodside, P. 0. Box 231, Muskogee, Oklahoma, 74402,
advised he had met with his attorney and the City's attorney and
that he had agreed to remove two ends from the building he built
on Mattox Road without a permit; that he will bring plans to the
Planning Commission and wanted to know if this would satisfy the
City. The electrical was discussed and the City suggested that
this be put in above the 100 year flood height. He was also advised
that he would have to appear before the Planning Commission and
return to the Board.
Karr moved that Bill No. 83-29 being bill providing
for the appropriation of money out of the general fund of the City
of Riverside, for the payment of certain indebtedness as listed
therein be placed on its first reading, seconded by Gordy, the
roll was called and votes were as follows: Karr, Gordy, Peeler,
Wedua and Brenner voted aye; said bill was accordingly read.
Gordy moved that Bill No. 83-29 be placed on its second
reading, seconded by Karr, the roll was called and votes were as
follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; said
bill was Accordingly read.
Wedua moved that Bill No. 83-29 be placed on its third
reading and upon passage of same become Ordinance N0. 83-29, seconded
by Gordy, the roll was called and votes were as follows: Karr,
Gordy, Peeler, Wedua and Brenner voted aye; said bill was accordingly
read, attached hereto and made a part hereof, approved by Mayor
Holmes and became Ordinance N0. 83-29.
Bids on the repair of Karen Blvd., St. Joe Blvd. and
paving the City Park's parking area were received as follows:

Bowen Construction Co. Total Bid $13,065.00
Booth Asphalt Co. Total Bid $13,540.10
Karr moved that the City accept the Bid of Bowen Struction Company
far the repair of Karen Blvd., St. Joe Blvd and the Paving of the
City Park's parking area as recommended by the Street Commission,
seconded by Gordy, the roll was called and votes were as follows:
Karr, Gordy, Peeler, Wedua and Brenner voted aye.
E. H. Young presented to Mayor Holmes an article out
of the news paper concerning the County sales tax to be voted upon
in the November Election.
Wedua inquired whether it would be in order to have
some fill dirt hauled on Woodland where it is said the water runs
over certain areas and then have the area seeded and, this may
correct the situation and the cost would probably not be over $1.00.00.
The Mayor and Board were in agreement to try to do this.
Wedua moved that Bill No. 83-30 being bill setting out
a schedle of the pay for the members of the Public Safety Department
be placed on its first reading, seconded by Karr, the roll was
called and votes were as follows: Karr, Gordy, Peeler, Wedua and
Brenner voted aye; said bill was accordingly read.
Peeler moved that Bill No. 83-30 be placed on its second
reading, seconded by Wedua, the roll was called and votes were
as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; said
bill was accordingly read.
Gordy moved that Bill No. 83-30 be placed on its third
reading and upon passage of same become Ordinance N0. 83-30, seconded
by Karr, the roll was called and votes were as follows: Karr, Gordy,
Peeler, Wedua and Brenner. voted aye; said bill was accordingly
read, attached hereto and made a part hereof, approved by Mayor
Holmes and became Ord. No. 83-30.
Peeler moved that Bill No. 83-31, being bill amending
the penalty provision of the Ordinances of the City of Riverside,
be placed on its first reading, seconded by Karr, the roll was
called and votes were as follows: Karr, Gordy, Peeler, Wedua and
Brenner voted aye; said bill was accordingly read.
Karr moved that Bill No. 83-31 be placed on its second
reading, seconded by Gordy, the roll was called and votes were
as follows: Karr, Gordy, Peeler, Wedua and Brenner voted aye; said
bill was accordingly read.
Gordy moved that Bill No. 83-31 be placed on its third
reading and upon passage of same become Ord. No. 83-31, seconded
by Karr, the roll was called and votes were as follows: Karr, Gordy,
Peeler, Wedua and Brenner voted aye; said bill was accordingly
read, attached hereto and made a part hereof, approved by Mayor

Holmes and became Ordinance No. 83-31.
Peeler moved that Bill No. 83-32 being bill declaring the
general policy relative to compensation and fringe benefits fot
the employees of the Department of Public Safety of the City of
Riverside, Misouri be placed on its first reading, seconded by
Karr, the roll was called and votes were as follows: Karr, Gordy,
Peeler, Wedua and Brenner voted aye; said bill was accordingly
read.
Karr moved that Bill No. 83-32 be placed on its second reading,
seconded by Gordy, the roll was called and votes were as follows:
Karr, Gordy, Peeler, Wedua and Brenner voted aye; said bill was
accordingly read.
Gordy moved that Bill No. 83-32 be placed on its third reading
and upon passage of same become Ordinance No. 83-32, seconded
by Karr, the roll was called and votes were as follows: Karr,
Gordy, Peeler, Wedua and Brenner voted aye; said bill was accordingly
read, attached hereto and made a part hereof, approved by Mayor
Holmes and became Ordinance No. 83-32.
Karr moved that bill No. 83-33, being bill setting out an hourly
rate to be paid for Public Safety Officers called to afire and for
mandatory training, seconded by Gordy, the roll was called and votes
were as follows: Karr, Gordy, Peeler, Brenner and Wedua voted aye;
said bill was accordingly read.
Karr moved that Bill No. 83-33 be placed on its second reading,
seconded by Gordy, the roll was called and votes were as follows:
Karr, Gordy, Peeler, Wedua and Brenner voted aye; said bill was ac-
cordingly read.
Gordy moved that Bill No. 83-33 be placed on its third reading
and upon passage of same become Ordinance NO. 83-33, seconded by
Karr, the roll was called and votes were as follows: Karr, Gordy,
Peeler, Wedua and Brenner voted aye; said bill was accordingly read,
attached hereto and made a part hereof, approved by Mayor Holmes
and became Ordinance NO. 83-33.
Following up on Gary Young's complaint on sewage drainage at
5130 High Drive~C~1o,Karr,Gh~y Mayor Holmes evaluated the problert~,
and it was determined that it was Mr. Young's problem; that the tight
line was functioning properly.
The minutes of September 6, 1983, were read and approved.
There being no further business, upon motion made, seconded
and passed, meeting adjourned at 12:22 a.m. September 21, 1983.
