BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
DECEMBER 21, 1982
A regular meeting of the Board of Aldermen of the City of River-
side, Missouri was held on December 21, 1982, at 7:30 p.m. On a
roll call, Aldermen West, Scudder, Rodeberg, Peeler and Karr were
present, Gordy, absent this portion of meeting and Mayor Holmes called
said meeting to order.
The minutes of December 7, 1982, were read and approved as cor-
rected.
Don Claxton, 6700 N. Campbell, Gladstone, Missouri, Of Design
Paint, presented an application for a sign 4'x 6' at Design Paint,,. 4127
West Riverside Street. Said application was approved subject to
the payment of the fee.
Kenny Lynch, 3819 N. W. 56th Terr., Kansas City, Missouri 64151,
presented building application and Application for Special Permit
in the Flood Area on behalf of Beaverly Lumber Company. The Building
Application was a non-substantial improvement building or addition.
This matter was discussed.
Scudder moved that the City approve the Application for Special
Permit in the Flood Hazard Area, subject to the Applicant supplying
:_. a letter from their attorney stating that all required Missouri and
Federal Required Permits, concerning the flood hazard area have been
obtained, seconded by Rodeberg, the roll was called and votes were
as follows: West, Scudder, Rodeberg, Peeler and Karr voted aye;
Gordy absent this portion of meeting.
Scudder moved that the Application of Beverly Lumber Company
for Non-substantial improvement which is less than 50% of the total
value and square foot area of the present building be approved subject
to the approval of the City Engineer (Larkin and Associates) seconded
by Karr, the roll was called and votes were as follows: West, Scudder,
Rodeberg, Peeler and Karr voted aye; Gordy absent this portion of
meeting.
The Buildinng Application for Beverely Lumber Company was approv-
ed in accordance with the National Flooding Insurance Program Hand
Book for Missouri Communities Volume II, Regular Program, March
1980, on pages 21 and 22.
Rev. Thomas Goode spoke to the Mayor and Board regarding the
Youth Association. He said they have elected officers and are plann-
ing to use the Youth Center. They plan to write letters to all of
the businesses in Riverside and Northmoor telling of the Youth Program
and later asking for contributions from them. The Boy Scouts have
been using the building and have cleaned it up, however, there are
certain improvements that will have to be made, i.e. roofing and
painting. They would like to use the building with the idea of shar-
ing it with other groups or clubs. They plan on only letting the
members use the club and will have identification cards. The members
may bring one friend. Pride and Progress may help the Youth Associa-
tion.

Gordy is present this portion of meeting.
A recess was called. Meeting reconvened. The roll was called,
West, Scudder, Rodeberg, Peeler, Karr and Gordy were present, Mayor
Holmes preciding over remainder of meeting.
Holmes reported that he and West had a meeting with the Firework
people in Riverside, and thus far everything had not been worked
out. There were suggestions that license fees be increased and should
this be agreed to, it would have to be put on the ballot for the
residents to vote on.
Mayor Holmes also reported on the Mayor's Meeting with Missouri
Cities Water Company. He thought the main subject brought out by
the Water People was the reason for their asking for an increase
in rates from the Missouri Public Service Commission. The Water people
said they were running their equipment at capacity.
A letter dated December 16, 1982, from Clyde Cothran was read,
this thanked the City for the Christmas Party and said what a grand
time their family had.
A letter dated December 20, 1982 from St. Mathews United Church
of Chris was read. This thanked the City for allowing them to parti-
~` cipate in the Christmas Tree Lighting Ceremony.
The person (Mr. Bosworth) who owns the lot next to the City's
Park was contacted and he was not aware that he could not build on
the property because of it being in the Flood Hazard Area. He will
be contacted again to see if he wanted to sell the property and what
price he is asking.
Scudder moved that Bill D-82-43 being bill providing for the
appropriation of money out of the general fund of the City of River-
side, Mo. as set out therein be placed on its first reading, seconded
by Karr, the roll was called and votes were as follows: West, Scudder,
Rodeberg, Peeler, Karr and Gordy voted aye; said bill was accordingly
read.
Karr moved that Bill No. D-82-43 be placed on its second reading,
seconded by Gordy, the roll was called and votes were as follows:
West, Scudder, Rodeberg, Peeler, Karr and Gordy votes aye; said bill
was accordingly read.
Rodeberg moved that Bill No. D-82-43 be placed on its third
reading and upon passage of same become Ordinance No. D-82-43, second-
ed by Scudder, the roll was called and votes were as follows: West,
Scudder, Rodeberg, Peeler, Karr and Gordy voted aye; said bill was
accordingly read, attached hereto and made a part hereof, approved
_ by Mayor Holmes and became Ordinance No. D-82-43.

The Mayor and Board of Aldermen expressed their appreciation
to Betty Burch and Loo Rodeberg for all the work they did to make
the Christmas Party such a success.
There being no further business, upon motion made, seconded,
and passed, meeting adjourned at 10:45 p.m.
