HomeMy WebLinkAbout1982-10-12MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI OCTOBER 12, 1982 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on October 12, 1982, at 7:30 p.m. On a roll call, aldermen West, Scudder, Rodeberg, Peeler, Karr and Gordy were present, Mayor Holmes calling said meeting to order. The Minutes of October 5, 1982, were read and approved as corrected. In the absence of Michael Lynn Roades, 5238 Randolph Road, Kansas City, Missouri 64119, Peeler pre- sented application for business license at 2707, N.W. Gateway, this office would be used for the mailing of Union News to all Union people in greater Kansas City. A letter Mr. Thomas H. Stahl had written on behalf of the City of Riverside concerning the Fairfax airport was read. Don Witt reported that he had talked to Jackie Green's attorney handling the Trailer Court suit and they had come to an agreementon settling the suit; that they were to pay for 35 trailer spaces, since it appeared that all the other conditions had been corrected. The Change of Use permit was discussed and it was thought that perhaps could use the wording "Change of Use may be required" and "may be granted by Board of Aldermen", and it was decided it could be tried to see how it works this way. A discussion of the Half-Way house in Riverside was nod. It was found that the zoning did not. permit such an operation. Concerning the Drive-In Theatre, it was felt that the City should meet with the owner of the theatre concerning the all-night movies and if they were not willing to discontinue having these, then the City would have to allow the theatres to be open until a certain hour in the A.M. The matter of culverts on private driveways was discussed. Attorney Oon Witt felt that the city could charge the owners of the driveways for culverts if the City installed them, however he felt that it would be better if the City could work out with the owners of the property that they furnish the culvert and maybe the City could install them. With regard to the drainage in Indian Hills, it was thought that the best way would be to work out the matter with the various property owners, and before talking to the property owners that an estimate of the cost of doing the work should be obtained. Mr. Gordy will again try to work out the drainage situation with Abernathy on Highdrive. With regard to Roy McClennen's situation on Highdrive, Attorney Don Witt is to look it over. A discussion was had concerning fireworks. The control of the sale of certain types of fireworks was discussed, the usage of certain ones in the City and also maybe usage in only certain areas. These were all discussed and this matter would be continued until a later date. Concerning Bill Woodsides building, and DKon Witt is to continue action against the Woodside building. West moved that Bill No. 82 34 being bill prohibiting deposits and accumulation of litter on private property in the City of Riverside, Missouri, providing a lien for City clearances; and prescribing penal- ties for the violations of its provisions, seconded by Scudder, the roll was called and votes were as fol- lows: West, Scudder, Rodeberg, Peeler, Karr and Gordy voted aye; said bill was accordingly read. Scudder moved that Bill No. 6,~-24 be placed on its second reading, seconded by Rodeberg, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Karr and Gordy voted, said bill Reg. Meeting Oct. 12, 1982 - Page 2 was accordingly read. Rodeberg moved that bill No. 82x4 be placed on its third reading and upon passage of same become Ordinance N0. 82-24, seconded by Scudder, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Karr and Gordy voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance N0. 82-,~4. Attorney Don Witt reported that with regard to the suit concerning the Cellar Bar, the Peytons had appealed and the court had 15 days within which to hand down a decision. Rodeberg moved that the City~s Finance Committee be authorized to seek bids on $600,000 CDs, and that same be Bill No. 82-,?5, and placed on its first reading, seconded by West, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Karr and Gordy voted aye; said bill was accordingly read. Scudder moved that Bill No. 8235 be placed on its second reading, seconded by West, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Karr and Gordy voted aye; said bill was accordingly read. Rodeberg moved that Bill No. 82 35 be placed on its third reading and upon passage of same become Ordinance No. 8245, seconded by Karr, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Karr and Gordy voted aye, said billw as accordingly read, attached hereto and made a part hereof approved by Mayor Holmes and became Ordinance N0. 825. Chief Jerry Wingo inquired of the Mayor and Board whether Mike Shelton could receive pay in lieu of his taking one week of vacation, because he was purchasing a house and could very well use the money. Scudder moved that Mike Shelton be authorized to accept pay in lieu of one week vacation as recom- mended by Chief Wingo, seconded by Karr, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Karr and Gordy voted aye; There being no further business, upon motion made, seconded and passed, meeting adjourned at 12:20 a.m October 6, 1982/
